THE DEPARTMENT
The Community Development Director oversees a department with nine full-time staff with the potential for further expansion. The Director oversees the Planning Division with the support of a planning manager and staff, along with the Development Services Division with the support of a lead building official and building staff. THE POSITION
The Community Development Director sets the tone and is vital in establishing the vision for a growing city at the inflection point of shaping its future. The City of Cleburne has seen a record number of residential and commercial building permits year after year and will need a highly skilled and experienced Director to assist in shaping its future development.
The Director is responsible for complex professional planning work that involves directing development and implementation of comprehensive plans for the physical development of the City. The Director also plans, organizes and directs activities associated with implementing current development and design standards, such as zoning and subdivision regulations, building codes, building inspections and coordinates related requirements. Some of the primary responsibilities for this position include e ngaging in long-range planning initiatives intended to direct the growth and physical development of the City; r eviewing and updating development codes, evaluating City codes for applicability, writing new codes, processing amendments and preparing ordinances; reviewing development applications, site plans, rezoning, variances, special use permit applications and other development-related applications; and processing applications for approval according to City and State regulations.

THE POSITION
The Community Development Director sets the tone and is vital in establishing the vision for a growing city at the inflection point of shaping its future. The Director is responsible for complex professional planning work that involves directing development and implementation of comprehensive plans for the physical development of the City. The Director also plans, organizes and directs activities associated with implementing current development and design standards, such as zoning and subdivision regulations, building codes, building inspections and coordinates related requirements. Some of the primary responsibilities for this position include e ngaging in long-range planning initiatives intended to direct the growth and physical development of the City; r eviewing and updating development codes, evaluating City codes for applicability, writing new codes, processing amendments and preparing ordinances; reviewing development applications, site plans, rezoning, variances, special use permit applications and other development-related applications; and processing applications for approval according to City and State regulations.

Advises and represents civil code enforcement for legal issues involving environmental and trash abatements, public health enforcement, and zoning enforcement. Represents and advises the Development Services Department and the Planning and Zoning Commission on matters concerning planning and zoning. Represents Mohave County in civil forfeiture proceedings and advises law enforcement on legal issues that involve the civil forfeiture of property seized in a criminal case. Coordinates civil litigation with outside legal counsel when Mohave County is named as a party to the action. Represents and defends Mohave County and the Mohave County Recorder in election lawsuits and election challenges. Conducts transactional work on behalf of Mohave County. Reviews, drafts and edits legal documents, such as contracts, intergovernmental agreements, liens, deeds, and memorandums of understanding. Represents and defends all locally valued and assessed property tax appeals. Represents and advises the Mohave County Public Fiduciary in Guardianship and Conservatorship matters. Represents Mohave County in animal seizure and forfeiture proceedings. Advises and provides representation in matters related to improvement districts. Makes presentations to consumer, civic, church groups and others concerning the assigned department’s office and the law. Serves on specific task groups as requested. Participates in policy-making discussions as requested. Possesses authority to make office-wide decisions, if necessary, in the absence or unavailability of the Department Director, as specifically delegated by the Department Director in strict accordance with the policies of the department. Obtains additional knowledge of legal, judicial and other job-related fields through reading of related information and materials and attending training and educational classes.
