JOB SUMMARY JOB SUMMARY Plans, coordinates, leads, and participates in the maintenance and construction of the City's water/wastewater systems and/or other assigned equipment; diagnoses and resolves system/equipment issues; oversees the construction and improvement of water/wastewater facilities; monitors and ensures crew compliance with regulatory and safety requirements; prepares and maintains maintenance records and documentation; and supervises assigned personnel. ESSENTIAL FUNCTIONS AND DECISION MAKING Essential Functions Leads and oversees daily crew work activities: Directs maintenance and emergency repair work. Plans, schedules, and coordinates routine water distribution system or wastewater collection system maintenance activities. Supervises, trains, and evaluates the performance of assigned personnel. Assigns work duties; prioritizes work flow; monitors the quality and progress of work performed by crew members. Provides technical guidance, assistance, and direction to staff. Operates and provides oversight for vehicles, heavy equipment, and tools assigned to work crew. Participates in the installation, repair, and maintenance of the City's water distribution and wastewater collection infrastructure: Repairs, maintains, and installs water/wastewater mains, taps, and valves; installs flow monitors in wastewater mains. Utilizes GPS equipment to record location of water/wastewater mains and valves; performs line locates. Conducts wastewater main and service line inspections; performs leak detection on service lines. Installs, replaces, repairs, and tests water meters; implements yearly meter change-out program. Repairs and replaces fire hydrants. Maintains chemical sites that manage grease control. Conducts a variety of project management tasks: Reviews and/or prepares procurement documents and contracts. Facilitates and/or participates in pre-bid and pre-construction meetings. Provides technical support to contractors, engineers, and consultants. Monitors for compliance with approved project specifications. Reviews and approves contractor submittals. Performs administrative and/or financial management duties: Operates and maintains work order and/or line locate request management system. Reviews, monitors, and ensures the accuracy of work orders. Prepares, reviews, and maintains maintenance records and files. Obtains quotes; places orders for materials/supplies; tracks shipments. Issues purchase requisitions; approves the payment of invoices. Monitors the status of funds and accounts. Miscellaneous: Attends and participates in meetings, training courses, and seminars. Assists other City departments with information/work requests. Participates in the City's Safety Program. Performs other related duties as assigned or required. Decision Making Trains, supervises, and evaluates the performance of assigned personnel. MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS High School Diploma or equivalent is required. Five (5) years water/wastewater maintenance experience, including two (2) years supervisory experience is required. Class D Water or Class I Wastewater Collection certification is required within two (2) years of employment. Level II Wastewater Collections, and Class C Water Distribution certifications are required within four (4) years of employment or one and one half (1½) years after internal promotion. A Class “A” Commercial Driver’s License is required within one (1) year of employment. A Commercial Learner’s Permit (CLP) is required within 90 days of employment. Must possess a valid Texas Driver’s License with an acceptable driving record. Must be able to respond within 1 hour for emergency calls. Required to perform after hours standby duties. CORE COMPETENCIES AND PHYSICAL DEMANDS Core Competencies Must be able to read/comprehend regulations, construction as built plans, quadrangle maps, equipment/repair manuals, work orders, and maintenance documentation. Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, vendors, and the general public. Physical Demands and Working Conditions Physical requirements include lifting up to 80 pounds frequently. Subject to vision constantly; standing, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity and hearing frequently; sitting, kneeling, crouching, bending, twisting, climbing, balancing, talking and foot controls occasionally; crawling rarely. Working conditions involve occasional exposure to variable and/or extreme weather conditions, vehicle traffic, heavy equipment, open trenches, confined spaces, hazardous chemicals, and infectious diseases. Utilizes confined space equipment or other personal protective equipment as required. Safety Sensitive Position.
