The SSS program is a five-year grant (2020-2025), renewable annually. It provides undergraduate students with disabilities non-mandated support services, including academic advising, career planning, subject specific tutoring, scholarship guidance, graduate school advising, personal wellness counseling, assistive technology training, academic and personal skills building workshops, and financial aid and personal finance education support. The purpose of this program is to provide services to increase retention, student GPAs and graduation rates of students with disabilities. Under the general direction of the Director, the Project IMPACT Program Coordinator is responsible for implementing and monitoring all mandated services under the program, as well as providing direct service support in the above referenced areas. Create, organize and deliver content-driven workshops to program participants on a quarterly basis in required content areas. Ensure student completion of all necessary applications for Financial Aid, including the FAFSA, on an annual basis. May provide direct tutoring to a program participant when a tutor is unable to be secured in this same subject. Minimum Qualifications A Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. Requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. Required Qualifications Demonstrated experience working with students with disabilities, including those with significant mental health challenges and those with developmental disabilities such as Autism. Demonstrated experience with coordinating programs, services or departments. Familiarity with grant-funded programs. Strong organizational and time-management skills. General competence with software such as Microsoft Office Suite, Google applications, Blumen, Accommodate, and Blackboard. Demonstrated successful presentation and facilitation skills. Excellent written and verbal communication skills and the ability to effectively communicate within a diverse community of faculty, staff, students and community. About the Position Under the general direction of the Office of Research and Sponsored Programs' (ORSP) Director of Grant Administration, the Sponsored Programs Specialist is responsible for supporting proposal development and grant award management including compliance that nurtures institutional systems to expand the University's capacity to attract external funding for the advancement of its mission and strategic commitments. Additionally, this position will partner with University Advancement personnel and other internal stakeholders to identify opportunities and contribute to developing non-governmental/private foundation grant proposals, support adapting narratives for gift seeking, and other forms of philanthropic engagement to enhance Research, Scholarship and Creative Activities (RSCA), student training, and outreach projects. As part of the ORSP team that interfaces with the Advancement team, the Sponsored Programs Specialist assists the AVP of ORSP and Principal Investigators (PIs) with identifying grant opportunities that align with internal resources, expertise, and priorities. The role also assists faculty with the timely submission of proposals to external entities including non-governmental/private foundations and responds to queries from all sponsors including private sponsors by collaborating with the University Advancement team. Responsibilities Pre-award Functions: Review and provide clarification on funder’s guidelines to the PIs. This also includes attending occasional webinars and other information sessions organized by the funders. For non-governmental/private foundation grants, assess whether a given opportunity is a gift or a grant by using the internal checklist in collaboration with the ORSP team and determine whether ORSP or Advancement is the primary campus unit to handle the pre- and post-award duties. Assist PIs with the development of budget, budget narratives, and other components that are the responsibility of the ORSP for all assigned grants. Serve as a liaison between ORSP and University Advancement to help the university leverage private donors or foundation opportunities to enhance Research, Scholarship, and Creative Activities (RSCA) through extramural grant seeking. Collaborate with assigned University Advancement personnel to prepare responses to private and foundation opportunities, contribute to development and submission of required paperwork, grant proposals, narratives for gift seeking, and other forms of philanthropic engagement to enhance RSCA, student training, and outreach. Post-award Functions: Award Transition Help Transition Awards from Pre- to Post. Maintains compliance, carries out pre- to post-award transitions in collaboration with ORSP colleagues. Award Administration Administer assigned new grant awards and the initial set-up and launch of funded projects. Using judgment and discretion that is reflective of one with professional grant administration knowledge, complete all documentation and requirements to transition funded proposals into awards, which may include (among other tasks): budget revisions, contract negotiation, subaward agreement setup, interface with IRB/IACUC/Biohazard committees and/or other campus units, database updates, and chartfield set up. Provide guidance to and facilitate transactions for investigators for: hiring staff and students, paying faculty, ordering supplies and/or equipment, processing reimbursements related to travel or miscellaneous expenses, and ensuring that initial fiscal, human resource and procurement transactions follow Federal, State, CSU, and campus policies, as well as sponsor guidelines and award terms and conditions. Participate in the coordination of all other post-award activities for ORSP, including but not limited to: award spend-down and projections, maintenance of ORSP master list of current grants, processing no cost extensions, and close out procedures (both internal and sponsor requirements). Serve as a lead liaison to RHSC, Office of Research and Sponsored Programs (ORSP), and any other organizations that require reporting or compliance - ensure compliance with HCAI, campus, and system policies. Work to ensure alignment with efforts of all RHSC partners. Design, coordinate, and facilitate small and large-scale events for grant-related activities (e.g., conferences and training), including location (in-person or remote), creating/producing meeting materials/supplies (e.g. outreach, agendas, fliers), and if needed, transportation, and catering. Provide guidance to and facilitate transactions for investigators for hiring staff and students, paying faculty stipends, arranging for faculty reassigned time or additional compensation, establishing and monitoring sub-contracts, ordering supplies and/or equipment, processing reimbursements related to travel or miscellaneous expenses, and ensure that initial fiscal, human resource and procurement transactions follow Federal, State, CSU, and campus policies, as well as HCAI guidelines and award terms and conditions. Maintain proposal and contract documentation as well as funding records, prepare scheduled and special reports, studies and analyses. Prepare appropriate reports for HCAI and ensure work within deadline and compliance to all contracts. Brief principal investigator on project status weekly. Communicate status of project with RHSC team via written reports and attending quarterly partnership meetings (in person and virtual). Work closely with the legal team on contracts, licensing agreements, copyright agreements, etc. Facilitate student research opportunities either by organizing independent study courses and/or hiring students as assistant researchers. Budget/Financial Administration Manage and maintain financial processes and systems to monitor the grant budget. Budget/financial administration duties include, but are not limited to: Develop budget projections and narratives. Ensure compliance and clear communication with the funding agency and RHSC partners. Work closely with ORSP to review and make any necessary budget changes. Ensure accurate reconciliation and transparent sharing of financial information with ORSP for efficient operations for all grant funded activities. Work effectively with ORSP, RHSC, and funding agencies using appropriate policies and procedures to ensure grant funds are deployed consistently in support of grant goals, student success and with adherence to all University, funding agency, state, and federal guidelines. Lead all processes and procedures for timely, clear, effective and accurate budget expenditures. Reconcile procurement card on a monthly basis, and initiate, close-out, and renew purchase order requisitions as necessary. Data Collection, Analysis, and Action Monitor progress of programming towards the objectives and key performance indicators as established in the grant proposal, including all program participants’ retention and graduation rates: Work closely with the PI of the grant and evaluation team at UCSF in program evaluation, specifically ensuring that data collection is aligned across partners and meets requirements of HCAI. Implement and develop program data tracking and assessment tools, including reviewing requirements and expectations from grant funders, ensuring completion and submission of necessary data, ensuing and preparation of reports. Complete required reporting. Ensure adherence to internal policies and regulations. Create process guides that outline roles and responsibilities for grant related work, including alignment of data collection methods. Ensure student assistants and others (faculty and staff) comply with policies and regulations, including required trainings, such as IRB and Human Subjects. Collaborate with the research team to monitor and track data collection from experts evaluating the sexual and reproductive healthcare competencies. Update course based on user feedback with respect to formatting, organization, accessibility, and user friendliness. Maintain compliance with and modify (as necessary) IRB, keep current on required trainings and assist partner organizations in complying with East Bay requirements. Lead the work of student research assistants as needed. Course Development and Maintenance Facilitate organization and format of course content in Canvas in collaboration with the course development team. Collaborate closely with simulation partners to ensure program integration into Canvas. Collaborate closely with University Extension to modify and update the course as needed. Other duties as assigned. Minimum Qualifications A Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. Preferred Skills and Knowledge A Master’s degree or higher. Minimum of three (3) years related work experience (e.g. business administration, non-profit administration, finance, etc). Strong background in data tracking and grant reporting. Strong project management skills. Experience managing a grant from a CA state funding agency. Familiarity with the sexual and reproductive health sector. Ability to make administrative/procedural decisions and judgments. Organizing and coordinating skills. Ability to perform complex tasks and to prioritize multiple projects. Records maintenance skills. Proposal and grant writing skills. Ability to prepare research reports and proposals. Database management skills. Ability to analyze budgetary line items for compliance with budget guidelines. Information research skills. Ability to communicate effectively, both orally and in writing. Knowledge of grant funding policies and procedures and applicable local, state, and federal regulations.
