Description This is an Open-Competitive recruitment. Currently, there are two vacancies in the Human Resources Department. The Human Resources Technician must be highly organized with the ability to handle multiple projects in a fast-paced environment and have the ability to maintain strict confidentiality. This position is assigned to provide professional and technical staff support to the Human Resources Team as well as a variety of internal and external customers. 9/80 or 4/10 Work Schedule: Full-time employees work 80 hours in 9 days and receive every other Friday off. Option of 4/10 work schedule is available. City Hall hours are 7:00 a.m. to 5:00 p.m. Monday through Thursday and 7:00 a.m. to 4:00 p.m. on Friday. Retirement: California Public Employee Retirement System (CalPERS) plan which offers reciprocity between agencies. Classic Tier II employees, who have been in the CalPERS system and are new to the City of El Segundo, will receive 2%@60 formula. Employees new to the City and CalPERS, and do not belong to a reciprocal agency of CalPERS, will receive the PEPRA of 2%@62. Classic employees are required to contribute 8% of pensionable income towards their retirement benefit; PEPRA employees are required to contribute 6.75%. Social Security & Medicare: The City of El Segundo participates in Social Security. The City matches the employee contribution which is 6.2% of salary. About the Position Under close supervision, the Payroll Technician performs the typical activities related to the processing of the full range of payroll and personnel transactions such as appointments, changes in status, leaves and separations for all California State University employees. The Payroll Technician provides information on payroll and personnel, and provides guidance and assistance on processing fairly routine matters, such as answering questions on the basis of clearly applicable rules and regulations. Responsibilities Process daily payroll documents including SAF’s, FAF’s, Absence Reports, Time Sheets, PPTs to reflect Payroll actions including reclassifications, promotions, salary plan changes, reassignments, demotions, separations, retirements, and pay docks in both PIMS and PeopleSoft HR by prioritizing in accordance to Payroll Calendar deadlines: Audit approved SAF, FAF, and temporary faculty contracts for completeness, accuracy, and proper approval. If a relevant item/value on a SAF, FAF, or contract is incomplete in any way, return to the designated office to provide the appropriate information. Advise appropriate administrative offices on any changes that have been made so that their records may be corrected. Determine the appropriate PIMS transaction code and PeopleSoft action/reason in order to update the PIMS Employment History Database and PS Job Data record for the full range of payroll transactions including, but not limited to appointments, change of status, leaves of absence, and separations. Generate Payroll Personnel Transaction (PPT) forms for all actions that require a PPT. Ensure all values on the PPT are coded accurately in accordance to the action being processed. Input signed and approved PPT into the PIMS database. Troubleshoot error messages. Communicate with assigned departments and coordinators to collect pay docks in a timely manner. Reviews PACs and other information entered by Human Resource staff that affect payroll generation for accuracy and completeness and identifies, researches, analyzes and resolves discrepancies; sets up new employees in the payroll system; manually calculates new hire salaries, pay changes, step increases, longevity increases, holiday pay and other data; reviews, reconciles and balances benefits data. Administers the non-bargaining unit timekeeping system; reviews information entered and prepares data and reports for uploading to the payroll system; verifies and enters timesheet data for part-time counselors and instructors; verifies and enters timesheet information for supplemental payroll; runs reports and balances hours entered; identifies and works with appropriate departments and/or supervisors to resolve time reporting, position number and coding discrepancies. Assists in administering employee long-term leaves; creates leave calendars to determine when employees will switch to half-time pay; requests and enters absence slips; prepares notifications to employees and answers their leave questions; updates and reviews leave tracking lists; prorates sick leave balances and end leave plans for terminating employees; processes retirement distribution forms for terminating part-time employees; processes sick leave transfer requests to other school districts. When Assigned to the Office of Instruction : Assists District payroll staff in performing payroll support duties; prepares the payroll file for adjunct faculty and all classes categorized as overload for full-time faculty paid on Schedule C; audits and processes monthly and substitute timesheets and monthly payroll documents for the Police and Fire Academies; prepares and distributes absence slips for lecture, lab and non-instructional absences; processes absence slips following Dean signature; maintains a database of Schedule C faculty absences; manually calculates and enters sick leave accruals; prepares reports on semi-annual parity pay stipends for Schedule C faculty; matches time slips and absence forms and submits to District Payroll Office monthly; runs reports to verify accuracy; researches and resolves issues and questions from faculty, staff and managers regarding payroll and sick leave; works with District payroll staff to resolve pay discrepancies. OTHER DUTIES Works closely with the appropriate parties to research and resolve system problems and issues. Researches and responds to EDD requests for information and new hire benefit audits. Under supervision and depending on assignment, Seasonal Firefighters perform a wide variety of firefighting duties. This is a great opportunity to gain hands-on experience working for one of the finest fire departments in the state. Seasonal Firefighters perform firefighting duties including fire suppression, maintenance and lookout duties and assist regular hire employees. Seasonal Firefighters initially work under close supervision while receiving training which includes New Seasonal Fire Academy, Returning Seasonal Fire Academy, Wildland Firefighting Academy and general training. As knowledge, skills and abilities increase, they are expected to work with more independence, under general supervision and may function as a lead worker. Firefighter Crewassignment differs from Firefighter (Engine) in that the Firefighter (Crew) employee functions in a crew capacity, working on fuels reduction projects and hand crew fire suppression. Under supervision and depending on assignment, Seasonal Firefighters perform a wide variety of firefighting duties. Seasonal Firefighters perform firefighting duties including fire suppression, maintenance and lookout duties and assist regular hire employees. Seasonal Firefighters initially work under close supervision while receiving training which includes New Seasonal Fire Academy, Returning Seasonal Fire Academy, Wildland Firefighting Academy and general training. As knowledge, skills and abilities increase, they are expected to work with more independence, under general supervision and may function as a lead worker. Firefighter Crewassignment differs from Firefighter (Engine) in that the Firefighter (Crew) employee functions in a crew capacity, working on fuels reduction projects and hand crew fire suppression. Additional responsibilities include repairing equipment and general housekeeping. In contrast, the Firefighter (Engine) works on an engine in a station assignment. Firefighter (Crew) do NOT work out of a traditional fire station; they are based out of a separate headquarters.
