The Assistant Director will plan, implement, and lead campus-wide outreach educational programs that reduce stigma and promote available resources. The Assistant Director will coordinate programs, ensure marketing efforts, and oversee supervision of student assistants. The Assistant Director will collaborate with campus departments on programs, maintain existing campus partnerships and seek relevant off-campus partners who may enhance our basic needs services. The Assistant Director meets all compliance, assessment, and evaluation reporting requirements per the CSU Chancellor Office, (including grant and legislative funding), and attends monthly meetings. Food Insecurity: The Assistant Director will significantly expand and enhance campus efforts that highlight the value of CalFresh, reduces the stigma associated with applying for CalFresh, and builds best practices that increase enrollment in this program. The Assistant Director will ensure compliance in collaboration with campus partners for AB 396, which expands CalFresh student eligibility through Local Programs that Increase Eligibility (LPIE). The Assistant Director will collaborate with the County of Orange Social Services Agency, ASI Food Pantry Coordinator, and others on outreach programs to ensure consistency and maximize communication. The Assistant Director will oversee the administration of the Titan Bites program to reduce food waste. Basic Needs Center: The Assistant Director will oversee the day-to-day operations of the Basic Needs Center including center utilization, hygiene product distribution, and Tuffy’s Career Closet. The Assistant Director will coordinate donation drives and campaigns that highlight resources. The Assistant Director develops and delivers programs including the Financial Literacy and Healthy Eating Series, the Basic Needs Ambassador Seminar/Training, and our annual Hunger and Homelessness Awareness Week. Housing Insecurity: The Assistant Director will research available county, state, and federal programs to map available off-campus housing resources. The Assistant Director will establish and maintain relationships with community-based organizations that address homelessness and attend Orange County Continuum of Care meetings. Essential Qualifications Bachelor’s degree or the equivalent from an accredited four-year college or university in a related field plus upper division or graduate course work in counseling techniques, interviewing, and conflict resolution. A Master’s degree from an accredited college or university in counseling, clinical psychology, social work or a job related field may be substituted for one year of professional experience. A Doctoral degree from an accredited college or university and the appropriate internship or clinical training in a relevant field may be substituted for two years of professional experience. The Case Manager will assess, plan, implement, monitor, and evaluate the actions required to address barriers preventing academic, behavioral, attendance, and social-emotional success. The Case Manager will not serve in a clinical capacity (i.e., provide psychotherapy to students), but will perform case management duties, facilitate referral access and service utilization, and address any questions or concerns originating from student. The Case Manager will assist students who need resources to appropriate on- and off-campus programs. DISTINGUISHING CHARACTERISTICS The Basic Needs division at Saddleback College serves student populations that experience unique challenges accessing nuanced support. These students require specialized support navigating federal, state, county, and local eligibility criteria to access resources that are oftentimes beyond the capacity of traditional community college programs and personnel. Help-seeking behaviors amongst these student populations can be limited due to the sensitivity of their identities. The ever-changing nature of law and policy can lend itself to unclear eligibility criteria which can negatively impact these students. Thus, access to these resources and services, or lack thereof, often shape the experiences of students and impact their academic trajectory, motivation, sense of self-efficacy and hope. The Case Manager will be familiar with special student populations such as foster youth, undocumented/Dreamer, LGBTQ+, formally incarcerated, parenting student, Latinx, first generation Black or African American student populations to contribute to the overall aim of supporting the holistic well-being of students to foster their success. Common student referrals to the Case Manager may include, but are not limited to: • Students experiencing food/housing/clothing/hygiene insecurities. • Students experiencing other personal and/or emotional challenges. • Students experiencing a major life change (traumatic or otherwise) that may be affecting their academic achievement. • Any referral submitted by faculty/staff for a student requiring non-mental health services. THE DEPARTMENTS Behavioral Health Services (BHS) Division consists of the following service areas which provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care. Adult and Older Adult Behavioral Health (AOABH) includes Veteran services, offers a full range of programs to adults with mental health conditions that are at risk of more serious issues without treatment and supportive services. These services range from Outpatient services, which provide psychiatric medications, therapeutic services, peer support and other supportive services; to our Full Service Partnership (FSP) Programs which serve individuals with the most severe symptoms who need more intensive and focused services. These programs have a “whatever it takes” approach to treatment and often work in the field and in client homes to ensure needed treatment is being provided. AOA also offers Housing and Supportive Services for individuals with serious mental illness, Peer-run Wellness Centers, Transportation Services and Supported Employment Programs. Children and Youth Services (CYS) offers a broad array of treatment and early intervention services to children, adolescents, transitional aged youth, and their families who are experiencing symptoms of mental health and/or co-occurring physical or substance use disorders. Intensive outpatient programs such as Full Service Partnerships and a program for First Episode Psychosis as well as , traditional outpatient mental health services, as well as collaborative service delivery models with Social Services Agency (through Wraparound WRAP and Short Term Residential Programs STRTP), Probation (in Juvenile Hall and other Probation settings), and the Courts are offered. Quality Management Services (QMS) Includes Quality Improvement/Quality Assurance (QI/QA) and Health Records Management (HRM) functions that support the programming and operations of the other BHS service areas to ensure quality of care, program integrity and regulatory compliance of Medi-Cal behavioral health programs, including the County Mental Health Plan (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS). QMS also supports quality management activities for other BHS initiatives and contracts with the State Department of Health Care Services. (DHCS) Mental Health Services Act (MHSA) Office coordinates the various activities related to the development approval and reporting of MHSA programs and services including engaging with diverse stakeholders to identify behavioral health service needs and priorities across the system of care according to current laws and regulations and availability of funds. Substance Use Disorder (SUD) Services - provides an array of prevention, treatment and recovery support services for youth and adults that include the Alcohol and Drug Education and Prevention Team (ADEPT) community SUD prevention programs, Residential Treatment, Outpatient treatment, perinatal services, narcotic treatment programs (NTP), Medicated Assistance Treatment (MAT), Withdrawal Management, Intensive Outpatient Program, Recovery Residences and the programmatic oversight of the States Opioid Abatement Funding Plan in OC.. Crisis and Acute Care Services provides responsive services to adults and youth in a behavioral health crisis. Services include mobile mental health Crisis Assessment Team (CAT), Psych Emergency Response Team (PERT), OC Links (24/7 Resources line), Crisis Stabilization Units (CSU), Crisis Residential Programs and In-home Crisis Stabilization services, as well as inpatient psychiatric hospital services and the coordination of 9-8-8. Forensics and Justice Involved Division - provides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, and Recovery Court/Opportunity Court, CONREP, LPS Psychology Unit, SB317 Incompetent to Stand Trial Diversion unit, CARE Court, and Early Access and Stabilization Services. Data Analytics and Outcomes - performs advanced data and computer science duties using methods for data collection, management, analysis, and visualization that align with industry standards and best practices related to data and implementation science. Establishing a skilled mental health evaluation and data analytics workforce is critical to supporting all other BHS Function Areas in improving quality of services, increasing timely access to care, forecasting fiscal impacts and resource needs, and meeting existing and future Federal, State, and local regulatory, reporting, and monitoring requirements. Correctional Health Services (CHS) , Adult Correctional Health Services (ACHS) provides basic and emergency mental health services to all adult inmates in the County's five (5) correctional facilities. The Mental Health program includes acute psychiatric units for the most severely compromised mental health clients. Mental health services are also provided to clients who have chronic mental health problems and are able to function in the regular housing units at Orange County Jail. THE OPPORTUNITIES The immediate vacancies are within QMS, CYS, and AOABH. The CYS SC II collaborates with the Program Manager and other Service Chiefs to evaluate guidelines and workflows, enhancing efficiency and consistent service delivery across outpatient sites. Additionally, they handle administrative tasks in running outpatient programs, building operations, provide staff supervision, onboard and train new hires, and address grievances as needed. The primary responsibilities of a SC II position in AOABH include providing administrative support to clinic Service Chiefs, ensuring effective implementation of policies and procedures across outpatient programs, evaluating guidelines and workflows to prevent duplication and ensure smooth operations, assisting in training new service chiefs, ensuring clinically sound and high-quality care, managing administrative tasks, building operations, scheduling, providing staff supervision, and addressing grievances as necessary.
