SALARY: Anticipated hiring range $50,000 - $55,000 annually dependent upon qualifications plus a comprehensive benefits package to include membership in the Arizona State Retirement System 

Under limited supervision, responsible for performing multiple and diverse administrative, grants-related and financial duties; performs other related duties as assigned.

Job Description

Serves as a member of the Cochise Health and Social Services administrative team reporting to the Director. Leads pre-award grant application process for funding including review of RFP, drafting and organizing supporting documents, creating budget and collaborating with grant project staff. Completes post-award activities including, but not limited to, account set-up, budget allocations, developing service, consulting and billing agreements, progress reports and close out activities under the guidance of the director. Assists the Director with annual department budget projections, priorities, justifications, creation, tracking and management.  Oversees the financial management of numerous programs, grants, and contracts.

Job Requirements

MINIMUM QUALIFICATIONS:   A Bachelor's Degree in Accounting, Finance, Public Health or a related field from an accredited institution of higher learning recognized by the US Department of Education and five (5) years of  related experience; two (2) years in  finance/grants management in a public health or academic environment. An equivalent combination of education and experience may be considered.
  
PREFERRED QUALIFICATIONS Preference may be given to individuals who possess a Master's in Public Health from an accredited institution of higher learning recognized by the US Department of Education and / or possess experience working in a public health environment.

KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of:

  • management of grants in all phases of lifecycle
  • principles, practices, theories and procedures of public sector budgeting and accounting;
  • financial record keeping and reporting procedures;
  • automated accounting systems and applicable software applications;
  • entering grant applications into various systems including NIH's ASSIST and other grant portals to include but not limited to state, federal and private or ability to obtain;
  • principles, practices of fund accounting;

Considerable skill in:

  • Microsoft Excel
  • performing and verifying difficult mathematical computations;
  • using computerized budget/financial tracking and reporting programs;
  • time management; 

Ability to:

  • prepare, maintain, and analyze financial records;
  • define problems, collect data, establish facts, and draw valid conclusions;
  • read, analyze, and interpret financial reports, contracts, and other legal documents;
  • solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • establish and maintain effective working relationships with employees, other agencies, and the public;
  • work independently and as a member of a team;
  • read, write and speak English;
  • communicate effectively, both verbally and in writing;
  • commit to continuous improvement;
  • establish financial policies.

 
WORK ENVIRONMENT: Work is primarily performed under general supervision in an office setting with appropriate climate controls.  Early morning, evening, or weekend work may be required.
 
PHYSICAL REQUIREMENTS: Essential functions of this position require: lifting, manual dexterity, ability to communicate.
 
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting majority of time; walking and standing are required only occasionally and all other sedentary criteria are met
 
Mental Application:  Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability and creative problem-solving skills are important
