A Property Manager plans and directs, or assists in planning and directing a comprehensive program of commercial/industrial/public facility real property acquisition, sale, leasing, development (which may include pre-development and redevelopment), appraisal, and property management in a department. REQUIREMENT(S)/MINIMUM QUALIFICATION(S) Two years of full-time paid experience in a class at the level of Senior Real Estate Officer with the City of Los Angeles performing duties in the acquisition, sale, leasing (including managing tenant relationships), development (which may include pre-development and/or redevelopment duties), appraisal, or management/maintenance of commercial/industrial/public facility real property; or Five years of full-time paid experience, two years of which must be in a supervisory capacity engaged in the commercial, industrial, or non-residential real property appraisal, acquisition, sale, development (which may include pre-development and/or redevelopment duties), leasing activities (including managing tenant relationships) or property management/maintenance. PROCESS NOTES Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met. Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI). SELECTION PROCESS Examination Weight: Technical Exercise - 40% Interview - 60% The examination will consist of a weighted technical exercise and interview. In the technical exercise, which will consist of written technical problems related to the duties and responsibilities of a Property Manager, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Written Communication; Mathematics; including knowledge of: how to calculate ratios and percentages in order to calculate quantities, such as annual income, operating costs, and areas; the tools and methodology for calculating compound interest, amortization periods, and depreciation, including by using tables, computer software, and refinance and appraisal methodology; how to interpret various financial criteria and analyses; Job Knowledge, including knowledge of: terms and vocabulary related to the sale, acquisition, management and leasing of property; factors and/or sources to consider when assessing the value of a property for sale, rent, lease or acquisition; and other necessary skills, knowledge and abilities. The technical exercise will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line technical exercise will be able to take the technical exercise from a remote location (i.e. their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the technical exercise. It is anticipated that the remote proctored technical exercise will be held between JUNE 10, 2024 and JUNE 17, 2024 . Candidates who do not complete and submit the remote proctored technical exercise on-line using a computer by the specified date and time as instructed will not be considered further in this examination. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Teamwork; Workforce Management; Leadership; Mathematics, including knowledge of: how to interpret various financial criteria and analyses; Job Knowledge, including knowledge of: terms and vocabulary related to the sale, acquisition, management and leasing of property; indications of condition of structures and/or improvements to property in order to assess baseline conditions, identify required maintenance and repair, differentiate wear and tear from maintenance and repair, and identify required capital improvements; factors and/or sources to consider when assessing the value of a property for sale, rent, lease or acquisition; types of contracts, such as leases, operating agreements, and concession agreements and/or special contract provisions, commonly used to allow for a third party’s occupancy of real property owned or controlled by an agency; contract terms to be negotiated, such as lease rates, compensation, types of indemnity and insurance, environmental responsibilities, operation and maintenance responsibilities, and/or conditions of closing escrow; the process to acquire and/or dispose of property consistent with applicable rules and regulations, including knowledge and understanding of title documents and records, such as title reports, deeds, encumbrances and other conditions impacting title, building and safety permits issues, and previous sale prices; and other necessary skills, knowledge, and abilities. However, if open competitive candidates receive a higher score, without military credit, than the highest available promotional candidate, after adding seniority credit as indicated above , the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates. A final average score of 70% is required to be placed on the eligible list.
