CAREER DESCRIPTION DEPUTY CORONER T his recruitment is open to the public beginning Monday, November 6, 2023 for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (Pacific Time) on the day the Department's needs are met. THE DIVISION The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Sheriff-Coroner's jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medico-legal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents. The Division is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; identifying consumer products causing fatal injury; domestic violence, child abuse and elder abuse; and providing educational services for medical, legal and law enforcement professionals. Other contributions to the community includecooperative relationships with non-profit organ and tissue procurement agencies to enhance the quality of life and save lives. The Division also collaborates with research organizations pursuing medical science advancements. CLASSIFICATION STANDARDS: Positions allocable to this class work under the technical and administrative supervision of a Sergeant or higher - level peace officer. Performs law enforcement administrative and operational duties such as writing reports, maintaining logs, and other records. Interprets and enforces correctional rules and regulations, such as California Code of Regulations , Minimum Standards for Local Detention Facilities, Title XV. Searches inmates, including performing clothed and unclothed body searches, and inspects housing units for contraband such as weapons or drugs to maintain the security and safety of inmates. Monitors movement and maintains security and safety of sentenced and pre-sentenced inmates within a correctional or court facility. Transports inmates to hospitals as needed for medical treatment and provides security as needed. Maintains visual surveillance of inmates and facilities according to departmental policy and established schedule through direct observation and the use of video equipment. Responds to inmate disturbances or emergencies and takes action to control the situation in accordance with legal guidelines, training, and established departmental policies and procedures. Conducts, records, and reports inmate count during shift to ensure all inmates are present and that accurate documentation is maintained. Guards and maintains the security and safety of sentenced and pre-sentenced inmates by enforcing detention policies and procedures in station jails. Serves as a detective in a specialized investigative unit such as burglary, juvenile gang, child abuse, forgery, commercial crimes, vice, or narcotics, with responsibility for investigating crimes, identifying and apprehending criminals, and assisting in the prosecution of court cases. MAY BE ASSIGNED TO PERFORM HIGHLY SPECIALIZED DUTIES IN ASSIGNMENTS SUCH AS THE FOLLOWING: Conducts complex major investigations in such areas as homicide, arson, and fraud, requiring extensive technical knowledge and skill, and the ability to compile, analyze, interpret, and synthesize massive amounts of information. Performs duties such as flying a helicopter and making mountain and underwater rescues requiring extensive training, skills, and certification or licensure. Requirements SELECTION REQUIREMENTS AGE Must be at least 21 years of age at the time of application. CITIZENSHIP Must be legally authorized to work in the United States under federal law. VISION: (1) Acuity - At least 20/70 in each eye without correction, correctable to 20/30 in each eye. Successful soft contact lens wearers are not required to meet the uncorrected standard as long as their corrected vision is 20/30 in each eye. (2) Color perception - Anything other than minor hue impairment is disqualifying. HEARING: There may be no greater than a 25 dB loss in the better ear as averaged over the test frequencies of 500, 1000, 2000, and 3000 Hz. You must pass the VPAT to start the background investigation. You will have three (3) opportunities to pass the VPAT within a six (6) month period from the date of your initial scheduled VPAT appointment. If you do not pass the VPAT within the six (6) months you must wait three (3) months from the date of the last VPAT failure to reapply for this position. Description Under direction of the Fire Chief and/or their designee, supervises and conducts fire and life safety code development, inspections and enforcement. Responsible for planning, organizing and leading the Fire Prevention division, developing and enforcing fire and life safety codes, examining plans, fire education, investigation, pre-fire plans, hydrants and records management. Performs complex administrative and supervisory work in coordination with emergency and non-emergency activities of the Fire/Rescue Department. Description Under direction of the Fire Chief and/or their designee, supervises and conducts fire and life safety code development, inspections and enforcement. Responsible for planning, organizing and leading the Fire Prevention division, developing and enforcing fire and life safety codes, examining plans, fire education, investigation, pre-fire plans, hydrants and records management. Performs complex administrative and supervisory work in coordination with emergency and non-emergency activities of the Fire/Rescue Department. Ensures compliance with all applicable policies, procedures, laws, regulations and standards of quality and safety. Supervises subordinate officers through the chain of command. Performs related work as directed. Examples of Duties Assists the Fire Chief and provides recommendations in areas of planning, coordinating and directing Fire/Rescue, ensuring division compliance with all applicable policies, procedures, laws, regulations and standards of safety. Supervises Fire Prevention staff in investigations, fire inspections activities and all functions of the Prevention Office. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; assisting with selection of new employees; acting on employee problems; evaluating employee performances and recommending/approving employee disciplinary actions. Provides administrative support to Fire Chief and Assistant Chief in duties as assigned. Reviews the work of subordinate staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Attends required meetings, conferences, training courses and seminars to maintain knowledge of industry trends and technology as required or directed. Performs administrative work as required including conducting and attending meetings, preparing and reviewing reports, memos, schedules and correspondence, assisting with department/division budgets. Functions within the Emergency Operations Center as assigned. Actively pursues grant funding opportunities by researching and completing grant applications and following through to completion including compliance reporting and monitoring. Prepares and/or reviews a variety of reports and documents including inspection reports, plan review reports, training records and reports, checklists, logs, schedules, budget documents, statistical reports, rosters, personnel records, performance appraisals, memos, correspondence, etc.; reviews reports prepared by subordinate staff or as required/assigned by the Fire Chief or Assistant Fire Chief. Interacts and communicates with various groups and individuals such as the Fire Chief, subordinate staff, other County supervisors and employees, civic/community organizations, volunteers, various other Local, State and Federal agencies, Fire/Rescue personnel in other jurisdictions, vendors, insurance company representatives, business/property owners and the general public. Works on various committees as assigned or appropriate; represents the Department at County/community meetings as required. Operates and maintains assigned vehicle. Operates a variety of equipment which may include a computer, printer, telephone, two-way radio, calculator, copier, etc. Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Typical Qualifications Requires an Associate Degree or greater in Fire Science, Emergency Medical Services, Public Administration or related field and ten (10) years of progressive experience and training in Fire Prevention programs or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid State Driver’s License and EVOC Certification. Must possess and maintain a Florida Fire Inspector I certification. Additional certifications such as Fire Protection Specialist, NFPA Fire Plans Examiner, Fire Service Instructor I, Fire Officer I and Florida Certified Fire Investigator are desirable. Supplemental Information Knowledge of the methods, policies and procedures of the Fire/Rescue Department and County as they pertain to the performance duties of Deputy Chief/Fire Marshal.
