Job Description

GENERAL PURPOSE: Under limited supervision manages the efficient, safe, and economical overall operation and maintenance of potable water distribution system, flood irrigation system, water meters and sewer collection system.

Primary Duties and Responsibilities:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Manages staff, programs, functions, and services for the operation and maintenance of the City water distribution system, flood irrigation system, water meters and sewer collection system through prioritizing and assigning work; training; adherence to City and department policies and procedures; completion of annual performance appraisals; maintaining a safe working environment; and making hiring, termination, and disciplinary recommendations
  • Directs and monitors activities of staff to ensure compliance with all applicable laws regulations, rules, permit requirements, codes, standards, policies and procedures
  • Represents the department in design/construction meetings; reviews and comments on design plans and specifications for new and rehabilitation activities; involved in the design, modification, and construction of facilities and systems and overhaul and refurbishment of equipment
  • Prepares, reviews, interprets, and analyzes a variety of operational and performance information, data, and reports; makes recommendations and presentations based on findings
  • Develops and administers the division budget; and approves expenditures within established guidelines; line item budget responsibility; effectively manages an O&M (Operation and Maintenance) and CIP (Capital Improvement Project) budget
  • Administers O&M contracts for services; monitors work performed by O&M contracted service providers; inspects quality of work and recommends payment requests
  • Assists in developing and maintaining short and long-term strategic planning processes; and coordinates departmental efforts related to assigned area of responsibility
  • Regularly directs or coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the division, department, City and the community
  • Participates as a team member on future systems improvements deemed necessary to maintain expected increases in water distribution requirements
  • Provides leadership, direction and guidance in technical processes and procedures; develops and supervises the application of techniques and methods in various process controls to increase the efficiency of the facilities operation
  • Performs other duties as - required

Minimum Qualifications & Position Requirements:
Bachelor's Degree and five (5) years of experience in Water Distribution Operations, including four (4) years supervisory experience; OR an equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities:
Knowledge of:
  • Methods, equipment, materials, tools, and standard practices for the operation of water distribution related equipment to include: backhoe operations, compaction equipment, valve exercising machines, fire hydrant kits and equipment, etc.
  • Computerized and automated system monitoring and control equipment, procedures, and operations related to water meter data collection
  • Hydraulic principles related to the effective and efficient delivery of water through the entire water distribution system from the treatment plants to the customers
  • Flood Irrigation practices and delivery methods
  • Supervisory skills, employee evaluations, and training methods
  • Municipal budgeting procedures to include preparation, implementation; analysis and management
  • Federal (EPA) and state water quality standards
  • Federal (OSHA) regulations and City policies regarding safe work practices and handling and disposal of hazardous materials
Skill in:
  • Establishing and maintaining cooperative working relationships with City officials, all employees, external contacts and the general public
  • Supervising staff, and delegating tasks and authority
  • Promoting and enforcing safe work practices
  • Using word documents and spreadsheets to present clear and concise reports, statistics and graphic displays for management review
Ability to:
  • Interpret engineering design related information accurately and make decisions in accordance with City code, standards, guidelines, laws, regulations, and policies
  • Adapt to rapidly changing environments
  • Respond to and manage operational emergencies on a 24-hour a day basis
  • Recognize problems, evaluate, analyze and identify alternative solutions, and make appropriate recommendations for developing and implementing processes and procedures to improve efficiencies in all aspects of distribution operations Exercise independent judgment, discretion, and initiative in carrying out the daily operations and developing new programs
  • Fairly evaluate staff through performance appraisals; develop work improvement plans as needed; develop and mentor team members to insure succession planning
  • Conduct research, analyze and interpret data and prepare concise, well-conceived oral and written reports
  • Review plans, specifications, and reports for new construction, repair and rehabilitation projects; or additions to facilities for proper design and operation
  • Establish and maintain positive, effective working relationships with those contacted in the performance of work

Additional Information:
Special Requirements
Must have at time of hire and be able to maintain a valid Arizona driver license and an Arizona Department of Environmental Quality issued Grade 4 Water Distribution Certification. Dual Certified with a Grade 4 Collection System Certification preferred.
Physical Demands / Work Environment: Work is performed outdoors, at public facilities, and in a standard office environment.

Supervision Exercised: Water Distribution and Collections Supervisor, staff and others as assigned
FLSA Status: Exempt
