THE POSITION
The Building Management Administrator (Manager of Facilities) is an existing position reporting to the Deputy Director of Capital Programs. The Building Manager Administrator position needs to support junior staff in project delivery, while also representing Department interests on emerging issues which can be complex and time-consuming to help increase capacity for the Deputy Director. The position will have up to three (3) direct reports and manage a budget of approximately $12M. The person in this position needs to have a strong understanding of broad building systems and current trends in building and facilities management. The position provides facilities management support for 50 regional and neighborhood community centers, park restrooms, and other structures. Work activities include developing and prioritizing five-year capital budgets for building related infrastructure, supporting Public Works teams in the design of improvements, and coordinating with various trades to support ongoing repairs at facilities. The BMA works across departments and divisions with a collaborative and systems approach for project delivery, as well as broader coordination of future and large-scale planning projects, including solar, microgrid, emergency response and unhoused shelter readiness and facility assessments, and may include collaboration on grant projects, asset management, security camera/wi-fi infrastructure and cost sharing agreements.
In particular, candidates should have a wide range of experience from the micro to the macro since the group manages building repairs/renovations for the department, but also needs to establish and strengthen organizational systems for facilities management and engage on emerging issues. Micro issues include providing costs estimates for major improvements and working with Public Works to develop costs estimates, managing staff that oversee project delivery for building improvements, managing budgets, engaging in the budgeting process, tracking project delivery, process improvements, and performance measures, and more. THE POSITION
The Building Management Administrator (Manager of Facilities) is an existing position reporting to the Deputy Director of Capital Programs. The Building Manager Administrator position needs to support junior staff in project delivery, while also representing Department interests on emerging issues which can be complex and time-consuming to help increase capacity for the Deputy Director. The position will have up to three (3) direct reports and manage a budget of approximately $12M. The person in this position needs to have a strong understanding of broad building systems and current trends in building and facilities management. The position provides facilities management support for 50 regional and neighborhood community centers, park restrooms, and other structures. Work activities include developing and prioritizing five-year capital budgets for building related infrastructure, supporting Public Works teams in the design of improvements, and coordinating with various trades to support ongoing repairs at facilities. Water Utilities Department
The Water Utilities Department exists to produce and supply safe, palatable water for drinking and domestic use and uninterrupted, cost-effective wastewater collection/treatment services that satisfies the needs of all residential and commercial customers.
The team of 137 authorized FTEs, working with a budget of just over $52.5 million annually, accomplishes these goals by providing continuous improvement in operations and customer service; maintaining infrastructure and facilities to maximize cost-effective service life and supply; developing and implementing plans to satisfy future water demands; providing a well-maintained wastewater collection system; practicing environmental responsibility and quality treatment services; and developing and implementing strategies to meet future wastewater demands. The team is divided into seven divisions:
Water Treatment — treats and supplies safe drinking water to the community by managing multiple surface water sources, the Hickory groundwater supply, water towers and pump stations within the distribution system, and the water supplies impounded in the Twin Buttes and Lake Nasworthy reservoirs.
Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.
Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.
Water Distribution and Wastewater Collection — responsible for installing and maintaining approximately1,400 miles of water and sewer mains and appurtenances in the city, as well as installing new services.
Utility Maintenance — provides maintenance and construction support to the water and wastewater treatment plants, pump stations, lift stations, and distribution and collection systems.
The Position
The Director of Water Utilities directs the Water Utilities Department through effective planning, staff management, and resource allocation; ensures the Water Utilities Department services are provided in alignment with the City's strategic objectives, and in compliance with state and Federal regulations.
Duties, Functions and Responsibilities
Plans, organizes, directs and evaluates Water Utilities Department programs, staff and operations, including customer service, water treatment, production, maintenance, laboratory, distribution, conservation, collection, reclamation and special projects; monitors Department operations to identify and resolve problems.
Meets regularly with staff to discuss and resolve workload and technical issues; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance.
Provides leadership, direction and guidance in operational strategies and priorities; analyzes community needs, forecasts resource requirements, and determines long-range plans, priorities, resource requirements and goals.
Works with City Departments and external agencies to define and resolve department issues; ensures Water Utilities Department programs and projects meet scope, schedule, cost and quality requirements.
Coordinates operations within the City, and ensures program objectives and standards are defined, attained and congruent with City goals and service needs.
Serves as the principal advisor to the City on Water Utilities Department programs and technical issues; develops and directs strategies to meet goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of projects.
Ensures effective communications; interprets and explains Federal and state rules and regulations; evaluates and analyzes policies and procedures, and recommends solutions; ensures Water Utilities Department activities are in compliance with all laws, policies, regulations and safety standards.
Serves as a liaison between various regional organizations and state and Federal agencies to coordinate projects and resolve technical and operational issues.
Analyzes Department financial and resource information; develops and manages budgets and expenditures; reviews and approves administrative, technical and analytical reports.

Education and Experience
Qualified candidates will have a minimum of five years’ work experience in public sector utilities and civil engineering; a Bachelor's degree in Engineering, or Business Administration is preferred; an equivalent combination of education, training and experience will be considered.
Certifications and Licenses
Licensed as a Professional Engineer with Texas Board of Professional Engineers is preferred
Must possess a valid Texas Driver License with a good driving record. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving.
Residency Requirement
The Director of Water Utilities must establish residency within 30 minutes of San Angelo to report in case of emergencies.
Ideal Candidate

Salary

Water Reclamation — responsible for treating the City’s wastewater and operating the Kickapoo sludge composting facility that treats bio-solids from the plant.
Water Quality — provides laboratory services in sampling, analyzing, evaluating, reporting and consulting on City water/wastewater quality and plant operational issues. The division also prepares the annual Consumer Confidence Report and administers the backflow prevention and industrial waste programs.
Customer Service — responsible for setting up new accounts, handling customer requests and complaints, and managing connects and disconnects.
Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.
Water Distribution and Wastewater Collection — responsible for installing and maintaining approximately1,400 miles of water and sewer mains and appurtenances in the city, as well as installing new services.
Utility Maintenance — provides maintenance and construction support to the water and wastewater treatment plants, pump stations, lift stations, and distribution and collection systems.
The Position
The Director of Water Utilities directs the Water Utilities Department through effective planning, staff management, and resource allocation; ensures the Water Utilities Department services are provided in alignment with the City's strategic objectives, and in compliance with state and Federal regulations.

Certifications and Licenses
Licensed as a Professional Engineer with Texas Board of Professional Engineers is preferred
Must possess a valid Texas Driver License with a good driving record. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving.
Residency Requirement
The Director of Water Utilities must establish residency within 30 minutes of San Angelo to report in case of emergencies.

Salary
The City of San Angelo is offering a starting salary of $140,000 to $180,000, depending on qualifications, education, and experience. Essential Job Functions A Departmental Facilities Planner II is responsible for performing a combination of the following essential job functions: Confers with administrative and operating personnel regarding function, scope, and operational requirements of proposed buildings space utilization needed to prepare program statements, justifications, and space layouts. Conducts surveys and makes recommendations as to site requirements for new facilities and the suitability of available buildings or sites. Prepares or supervises the preparation of requests for proposed capital projects and other construction or alteration projects, including leased properties. Coordinates capital projects and other building or alteration projects and represents the department's interests in contacts with the Chief Executive Office, City, State and Federal officials, community planning agencies, County and contract architects and engineers, contractors, lessors, equipment manufacturers, and personnel of involved agencies. Determines or supervises the determination of space needs in terms of anticipated operational requirements, making projections and recommendations for intermediate and long-range building expansion or alteration programs. Approves plans and specifications prior to the start of construction, having ascertained that they are in conformity with the expressed needs of the department and in accordance with standards imposed by local, State or Federal agencies which participate financially. Inspects or supervises the inspection of capital projects and other building or alteration projects during and after construction to ensure compliance with department's needs; evaluates proposed changes and makes recommendations. Prepares and supervises the preparation of drawings, specifications, and estimates for building alterations and equipment installations which are to be carried out by County building craftsmen. Makes preliminary cost estimates for major construction projects and ascertains that projects are kept within budgetary limitations; approves change orders for additional work. Prepares or supervises the preparation of applications to agencies which may participate financially in building projects and provides those agencies with technical or such other information and periodic reports as may be required. Prepares or supervises the preparation of specifications for purchase of building equipment and evaluates bids received. Expedites and coordinates delivery and installation of building equipment and ascertains that deficiencies are corrected during the warranty period. Coordinates building and equipment maintenance, telephone moving, and miscellaneous related services incidental to primary responsibilities. Represent special fund agencies to negotiate and recommend contract architects' fees and architectural services agreements and related documents outlining scope of projects and budget, which are submitted for approval to the Board of Supervisors. Requirements MINIMUM REQUIREMENTS: Option 1: Two years' experience as a Departmental Facilities Planner I* planning and executing major** capital projects.*** Option 2: Graduation from an accredited four-year college -AND- four years' experience at the architectural associate level**** in connection with the planning, development, design or coordination of major** architectural building and alteration projects. Option 3: Four years' experience at the architectural associate level in connection with the planning, development, design or coordination of major architectural building and alteration projects or four years in responsible staff capacity analyzing and making recommendations for the solution of problems of major building projects.
