The County of Colusa is recruiting for an Assessment Technician I/II who can skillfully perform daily operations to process, update, balance and maintain the assessment roll; receive and analyze recorded documents including deeds and affidavits relating to real property transactions and determine categories of action for the assessment rolls; and to provide responsible staff assistance for the Assessor’s Office. There are currently two positions available.

The applications will be used to select the best-qualified applicant to participate in the selection process. A skills examination may be administered to those candidates meeting the minimum qualifications. A qualifications appraisal interview will be used to assess the candidate's knowledge, skills and training experience. The top applicants will be ranked on a hiring list. The Assessor will make the final selection and appointment.
RESPONSIBILITIES AND DUTIES
Important responsibilities and duties may include, but are not limited to, the following:
Performs customer service functions by providing information and assistance in person and by telephone.
Assists customers in preparing/filing property documentation.
Checks property statements, forms, records, and other assessment material for accuracy, completion and conformance with established procedures.
Prepares business questionnaires to identify personal property.
Prepares and mails business property statements.
Assists in the review, posting, and filing for the Secured Roll.
Receive and analyze recorded documents including deeds and affidavits; verify current property ownership, parcel numbers and location, coding and other information against master property records; initially identify for determination by Appraisers, real property affected by documents; perform title searches.
Checks for accuracy and posts exemptions on computer program.
Reviews secured and unsecured files for accuracy.
Researches returned mail, makes address corrections and forwards to taxpayers.
Copies and distributes maps, correspondence, reports, and related documents.
Maintains a variety of office reference tools including updating materials as new documents are received, filing new materials and disposing of outdated documents; maintain copies of past assessment rolls.
Provides information and explain assessment procedures and regulations to the public; assist the public in the use of office reference tools, the completion of assessment related forms, and in locating property sites in map books.
Perform related duties and responsibilities as required.
In addition to the duties listed above, the Assessment Technician II responsibilities and duties may include, but are not limited to, the following:
Process a variety of recorded legal documents and forms such as deeds and affidavits; enter data into a computer and forward appropriate information to appraisal staff.
Maintain the assessment rolls and related assessment files; process changes on appraisal records to reflect changes in ownership, parcel splits and combinations; pull old files, assign new parcel numbers as appropriate, and assign new records to appraisal staff member.
Process and maintain all assessment records regarding mobile homes including keeping an accurate count of all mobile homes in the County, notifying other counties of new mobile homes moved into their area, and entering data related to mobile homes moved into the County and sold as new.
Maintain boat and aircraft registrations within the County.
Review appraisal records on secured/unsecured roll; review records of parcel values each month; proof appraisal calculations, base year values, and direct assessment charges pertaining to the secured/unsecured roll and supplemental rolls.
Type and maintain all correspondence relating to oil and gas wells including change in ownership and new construction.
CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching employer contributions; paid holiday, vacation and sick leave; Health Reimbursement Arrangement account; paid health insurance, life insurance, dental insurance and vision insurance for employee. If employee elects not to enroll in County insurance and can provide proof of other group health insurance coverage, they may be eligible for a $300 monthly cash in-lieu benefit. This position is part of the Colusa County Employees Association (CCEA), Miscellaneous Unit.
