Position Description The Water Resources Specialist will be responsible for the administration and implementation of the City’s stormwater management ordinance (Chapter 54) associated with development projects where the ordinance aims “to minimize negative impacts of stormwater runoff rates, volumes and quality on Minneapolis lakes, streams, wetlands, and the Mississippi River by guiding future significant development and redevelopment activity, and by assuring long-term effectiveness of existing and future stormwater management constructed facilities”. Job Duties and Responsibilities • Manage the function of an office or unit, supervising staff responsible for long-term operations of stormwater management facilities on development projects required by City Ordinance and policies; i.e., review and approve operation and maintenance plans, verify construction compliance, oversee receipt of annual inspection and maintenance records from property owners, and manage inspections and compliance activities. • Represent the Public Works Department in meetings with engineers, consultants, contractors, property owners, and the public regarding City standards and legal requirements for proposed work, including the City’s Sanitary and Storm Sewer Guide, the Minnesota Stormwater Manual, and approved development stormwater design, operation, and maintenance plans. • Ensure that proposed stormwater management plans and specifications meet federal, State, and local requirements. • Essential to develop a comprehensive understanding of city ordinances and guidance manuals to support and coordinate with the review process of proposed construction plans and effectively communicate the requirements and restrictions that may apply. • Coordinate and perform inspections and reviews of installed and/or finished products to ensure compliance with standards or to assess current status (e.g. stormwater facilities, green infrastructure, and other construction projects). • Monitor work to ensure compliance and issue stop work orders when appropriate or contact the correct parties to initiate corrective action (lane closure and erosion control, etc.) • Supervise staff engaged in technical and administrative work, monitoring construction activities and enforcing standards, explaining assessment procedures, inspecting facilities to determine conditions and make recommendations, and providing technical support such as assisting in developing proposals, plans etc. • Handle public relations, complaints, and controversial developments regarding the activities of the unit supervised, making decisions as to how to proceed and working toward resolution. • Coordinate digitization of private stormwater infrastructure to facilitate creation of a computer-based, geographically representative system. • Oversee archiving of historic data from hardcopy to digital file, ensuring proper links, taxonomy, and permissions that allow for retrieval by multiple users across the enterprise. • Have working knowledge of and utilize several common and city-specific software systems. Successful applicant will use GIS software, city tracking tools, and other job or city-specific software. Position Description The Water Resources Specialist will be responsible for the administration and implementation of the City’s stormwater management ordinance (Chapter 54) associated with development projects where the ordinance aims “to minimize negative impacts of stormwater runoff rates, volumes and quality on Minneapolis lakes, streams, wetlands, and the Mississippi River by guiding future significant development and redevelopment activity, and by assuring long-term effectiveness of existing and future stormwater management constructed facilities”. In addition, this position will supervise and oversee a team of environmental inspectors to support Chapter 54, Illicit discharge programs, stormwater practices inspection, and other related fieldwork.
