Supervises the development and recommendation of policies and solutions regarding highly complex legislative, service delivery, resource allocation, funding and intergovernmental relations problems.

Classification Standards:
This position reports to the Head, Planning and Executive Support Division, of the Fire Department, and is responsible for supervising planning analysts who advise executive staff regarding strategic planning issues of major consequence to fire service delivery and revenue. The incumbent directs the identification, development and implementation of innovative revenue programs that involve difficult legal and political issues and leads complex projects, such as the annexations of cities to the Consolidated Fire Protection District. The position requires knowledge of negotiation principles and the complex legal issues involved. Also required are a thorough knowledge of fire service issues and legal statutes as well as a working knowledge of the principles of supervision and of basic communication concepts and principles in the performance of duties.
Essential Job Functions
  • Plans, assigns, and directs the work of subordinate planning analysts who study and recommend solutions for highly complex legislative, service delivery, resource allocation, funding, and intergovernmental relations problems.
  • Supervises the development of annexation studies and formulates implementation plans for new or expanded departmental fire services, contract services with cities, annexations, Community Redevelopment Agency projects, and mutual aid agreements.
  • Constructs and negotiates highly complex and politically sensitive contracts, such as those required to execute city annexations, with variables including personnel transition issues, intricate property tax pass-through matters, unusual financial terms, or a typical service delivery specifications.
  • Supervises the analysis of legislation regarding complex property tax and other revenue issues; including recommending the Department's position, developing proposed legislation and drafting testimony.
  • Evaluates the research, development, and recommendation of innovative new programs, revenue enhancements, policies and procedures.
  • Acts as division chief in the absence of the Head, Planning and Executive Support, Fire
  • Represents the Department's position in meetings with city managers and other governmental agencies.

Minimum Requirements:
Two (2) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, systems, legislation, budget, revenue, personnel, or urban research and planning, at the level of the Los Angeles County class of Planning Analyst, Fire**

Special Requirement information:
*Staff capacity is defined as: work performed to assist and support administration by doing research, analysis and making recommendations to line managers for the solutions of problems such as organization, utilization of personnel allocation of funds, workload and workload fluctuation, or programs and procedures for accomplishing work objectives.

*Experience at the level of Los Angeles County class of Planning Analyst, Fire is defined as: st udies exceptionally complex intergovernmental relations, legislative, service delivery, funding, and resource allocation problems, and makes recommendations for solutions.

Eligibility Information:

The names of candidates receiving a passing score on the examination will be placed on the eligible register in order of their score group for a period of twelve (12) months following the date of promulgation.

Background Check Information:
Successful candidates who are given a conditional offer of employment will be required to complete a criminal background check, including a fingerprint search. A candidate with a conviction history that has a direct and adverse relationship with the duties of the Supervising Planning Analyst, Fire position may have his or her conditional offer of employment rescinded and be removed from the certification list pursuant to Civil Service Rule 6.04.
