Each one of the specialized units is headed by a Chief Environmental Health Specialist and has a staff of approximately 8-12 Environmental Health Specialists performing specialized activity. Environmental Health Services Manager - Compliance Assistance: Under the direction of the director of special operations, the one position allocable to this assignment has immediate responsibility for directing the Compliance Assistance division. This division is comprised of the Office of the Environmental Health Ombudsman, the Quality Assurance and Compliance Unit and the Consultation and Technical Assistance Unit. The Environmental Health Services Manager in this assignment functions within established departmental guidelines and policies primarily as an ombudsman, ensuring: uniformity and consistency in the interpretation and application of State and local health and safety regulations; internal inspection standardization, audits, and reviews compliance investigations are conducted without bias and findings and recommendations are factual; and the provision of technical food safety assistance to the food service industry. Each of the specialized units is supervised by a Chief Environmental Health Specialist and has a technical staff of approximately 8 Environmental Health Specialists and Technicians. Essential Job Functions Assesses the quality of inspection and enforcement activities being provided and determines the effectiveness of subordinate staff at the program, region, and district level. Recommends to a Bureau Director the addition of new and the modification of existing environmental health laws and, following adoption, formulates program, policies and procedures and participates with subordinate Chief Environmental Health Specialists in their development and implementation. Supervises Chief Environmental Health Specialists who exercise supervision over the activities of registered Environmental Health Specialist staff and acts as resource expert for subordinate staff on policy, administrative and procedural matters; provides guidance, counseling and advice on techniques of staff supervision, problem solving, policies, and methods of enforcing environmental health laws. Reviews the work of and prepares formal performance evaluations on subordinate staff; recommends promotion and transfer of staff members to better use personnel and promote individual growth and development; takes disciplinary action including verbal and written reprimands, suspensions or discharges. Occasionally resolves the more difficult problems which arise from consumer complaints lodged through City Councils or the Board of Supervisors in order to mitigate any loss of good will while ensuring continued application of applicable public health laws. These positions function independently in the field and have legal authority to initiate emergency action when the public health or safety is endangered or to issue citations which are reviewed after issuance. Essential Job Functions Conducts periodic inspections of food establishments and restaurants to ensure legal compliance and to promote environment health by making observations to see that food is unadulterated, properly labeled, refrigerated, stored, handled, and protected from contaminants. Reviews and observes utensil washing and sanitizing procedures by testing water temperatures and cleaning agents and facilities to ensure that these meet Federal, State, and local legal requirements. Ensures that food equipment such as stoves, refrigerators, and other cooking equipment and appliances are clean and in good repair and takes appropriate enforcement action; completes reports of areas in violation. Investigates complaints concerning the infestation of rodents and insects by looking for evidence of infestation such as telltale signs and avenues of entry, placing poisons, recommending corrective measures, and taking appropriate enforcement action. Conducts periodic inspections and investigates complaints concerning the improper disposal of garbage, rubbish, and sewage and other unsanitary conditions in building, multiple and single family dwellings, and retail food or other establishments by conducting inspections of premises for adequate disposal facilities, such as covered bins to prevent insect and rodent infestation; recommends corrective measures and takes appropriate enforcement action. Conducts specialized technical inspections and investigations to prevent and control consumer fraud in the retail marketing and sale of food under public health laws and regulations concerned with adulteration, mislabeling, and false advertising of food; meets with concerned parties to discuss correction of deficiencies and to obtain compliance through appropriate enforcement action. The purpose of this program is to provide services to increase retention, student GPAs and graduation rates of students with disabilities. Under the general direction of the Director, the Project IMPACT Program Coordinator is responsible for implementing and monitoring all mandated services under the program, as well as providing direct service support in the above referenced areas. About the Position This is a temporary, full-time, grant funded position through December 31, 2024, with the possibility of reappointment. Project IMPACT, a Student Support Services (SSS) Program, is funded through the TRIO division of the United States Department of Education. The SSS program is a five-year grant (2020-2025), renewable annually. It provides undergraduate students with disabilities non-mandated support services, including academic advising, career planning, subject specific tutoring, scholarship guidance, graduate school advising, personal wellness counseling, assistive technology training, academic and personal skills building workshops, and financial aid and personal finance education support. The purpose of this program is to provide services to increase retention, student GPAs and graduation rates of students with disabilities. Under the general direction of the Director, the Project IMPACT Program Coordinator is responsible for implementing and monitoring all mandated services under the program, as well as providing direct service support in the above referenced areas. The Program Coordinator will be required to monitor the budget and ensure all program activities remain within grant-mandated limits; ensure all policies and procedures are followed as outlined in Federal, State and University guidelines in daily operations and decisions; conduct workshops in the areas of academic skills building, personal finance, financial aid, wellness, and assistive technology as mandated by the approved grant; and maintain all data, records and reports required by the grant program, including the Annual Performance Report, Annual Student Survey, and Graduation/Retention reports. Additionally, the Program Coordinator will be fully trained and attend updated sessions on grant reporting and documentation requirements under EDGAR, Americans with Disabilities Act, and other areas to ensure students have complete and full access to all University programmatic facilities and services. Responsibilities Program Administration: Independently Coordinate the Project IMPACT program, collaborating with Accessibility Services’ (AS) Director as needed. Initiate processes and track day-to-day operational needs of the program, coordinating and following up with other campus departments as needed. Problem solve complex situations affecting the day-to-day operations of the program, in compliance with grant mandates. Maintain all confidential participant records, including participants’ eligibility records as required under TRIO guidelines. Oversee staff and student assistant payroll and approve timesheets. Lead weekly staff meetings and agendas for the Project IMPACT staff. Lead other program staff in the development and implementation of adjustments to service delivery as needed to improve the program’s performance on its objectives and key performance indicators. Collaborate with Other Departments and Stakeholders: Communicate with Department of Education’s Program Officer on issues related to compliance with TRIO regulations, Grant Award Notifications (GAN) and receive direct communication regarding program updates Consult with other TRIO colleagues as needed and make recommendations to AS Director.
