The Position: Has immediate charge of a Group II level community library, or coordinates a regional specialized library service or department-wide special service program; or performs highly-specialized work evaluating and selecting materials for the department's collection; or directs the performance of difficult Technical Services support functions. Serves as departmental specialist in managing Early Childhood Services and Programs such as Family Place and storytime; oversees the quality of standards in Early Childhood Library programs; trains staff in practice and theory in developing model Early Childhood Services; provides outreach to groups and agencies that focus on Early Childhood issues and outcomes such as child development, education, health, childcare; consults on the development of library spaces appropriate for toddlers and pre-schoolers; oversees special projects as assigned. Serves as departmental specialist in managing and developing all aspects of library service for youth, including services for both middle school and high school students; supports reading motivation and learning activities to meet a variety of developmental stages and interests; develops and participates in collaborative programs; orders materials for the Young Teen collection; trains staff to provide quality programs and services for teens; consults in the development of appealing teen spaces in libraries; serves as liaison to various County departments and agencies to support the improvement of library and literacy services for teens including outreach events; represents the Youth Services Coordinator at interagency meetings. Directs the operation of complex and original cataloging and classification of library materials in various formats and languages; oversees quality control of the catalog database; reviews, develops and implements cataloging policies and procedures to comply with current national standards and local needs. Directs the operation of the Processing Section including adding item records to the database and physical processing and coordinating of the delivery of library materials in all formats and languages; receives and verifies deliveries of library materials from vendors; arranges repair of library materials using outside vendors; functions as systems administrator for vendor title source accounts; and evaluates and selects miscellaneous library supplies for Technical Services and community libraries. Right of Way (ROW) Management and Engineering Services The Right-of-Way Management Engineering Services section administers Oakland's public space regulations. Our Engineers and Permit Technicians facilitate third-party improvements in the right-of-way, including privately constructed public infrastructure, parklet, curb gutter sidewalk, sewer lateral, excavation, obstruction, and encroachment permits. Engineering Services also reviews and approves parcel maps, final maps, right-of-way vacations, street renaming, easements and dedications. Working closely with Right-of-Way Management Construction Inspections, Engineering Services coordinates private infrastructure improvements with City-led capital projects and utility corridor projects. Major Projects Engineering Major Projects Engineering is responsible for the delivery of complex transportation engineering projects in Oakland. Working alongside Major Projects Planning to secure funding and coordinate with stakeholders, the section leads the design of engineering elements including complete streets and major roadways; bridges and rail overcrossings; pedestrian, bicycle, and transit safety and access improvements; sewer and storm facilities; landscape architecture; and traffic signals and intelligent transportation systems. The position will coordinate and collaborate with professional staff and other City departments, consultants and contractors, outside agencies, and developers in the delivery of these complex projects.
