The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be currentcounty employees and havecompleted the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day for filing . DESCRIPTION THE AGENCY The primary mandated services of the Assessor's Office include: locate and identify the ownership of all taxable property in Alameda County; determine the taxability of all property; determine the re-appraisability of property changing ownership or having new construction added; annually assess all real estate in accordance with the provisions of Article XIIIA of the State Constitution (Proposition 13); annually assess all taxable personal property at its fair market value; determine and apply all legal exemptions against these assessments; and surrender an accurate assessment roll to the Auditor's Office prior to July 1st each year. The Assessor’s Office mission is to provide timely and accurate appraisal services in a manner resulting in fair and equitable treatment for all Alameda County taxpayers. With a proposed staffing level of 175.47 full-time equivalent positions, this team of professionals provides mandated assessment services performed in accordance with the California Constitution, Revenue and Taxation Code, Government Code, and State Board of Equalization guidelines and directives. THE POSITION Under general direction, to plan, organize, and direct the work of the various units of the Appraisal Support and Assessee Services sections of the County Assessor’s Office; to assign and supervise the work of subordinate supervisory clerical personnel; to determine eligibility on all claims for organizational and homeowner's exemptions; to plan, coordinate, assign, evaluate and supervise the work of Senior Assessor’s Technicians processing organizational claims; to represent the Assessor’s Office before the Appeals Board Hearing Officer regarding denials of assessment exemptions and penalties for failure to file Change in Ownership Statements; and to do related work as required. This single position class of Assessment Services Manager, located in the Assessor’s Office, is responsible for the overall management and supervision of the Appraisal Support and Assessee Services sections. These sections perform various tasks, including providing assessment and exemption information to the public, processing assessment reviews, researching assessment and tax-related problems, preparing correspondence for other property tax-related departments, processing homeowner exemption claims, property tax records retrieval and coordinating mailing of Assessor’s forms and questionnaires. The Assessment Services Manager is directly responsible for the review, determination and enrollment of all organizational exemption claims. This position represents the Assessor’s Office before the Appeals Board Hearing Officer regarding penalties levied for failure to file Change in Ownership Statements and denials for assessment exemption. For more detailed information about the job classification, visit: 2870 - Assessment Services Manager MINIMUM QUALIFICATIONS Either I Experience: The equivalent of one year of experience in the class of Assessment Supervisor I or an equivalent or higher supervisory classification in the Alameda County classified service (non-classified includes District Attorney’s Office and Hospital Authority). AND Experience: The equivalent of two years of recent, progressively responsible experience in property assessment work dealing with the reappraisability of changes in ownership, supplemental and escape assessment processes and calculations, or exemptions, as dictated by the Revenue and Taxation Codes. Or II Experience: The equivalent of three years of recent, progressively responsible experience in property assessment work dealing with changes in ownership, supplemental and escape assessments or exemptions, as dictated by the Revenue and Taxation Codes in an Assessor’s Office or assessment-related government office, one year of which shall have been in a supervisory capacity. License: Possession of a valid California Motor Vehicle Operator’s license. Special Requirement: Incumbents are required to furnish their own automobile to use on the job. KNOWLEDGE AND SKILLS The most suitably qualified candidates will possess the following competencies: Knowledge of : Principles and practices of supervision, management, organization, training and administration applicable to government agencies. Employee disciplinary procedures. Organization, functions, and procedures of the Assessor’s Office. Appropriate provisions of the Revenue and Taxation Code and the Assessor’s Handbook related to land ownership and transfers of ownership and assessment appeals. Real estate terminology, land title deeds and other instruments of title conveyance, and real property descriptions. Methods of land title research and examination. Office methods, practices, procedures and record-keeping. An advanced integrated property assessment management system. The roles of other property tax-related departments (Recorder, Auditor-Controller, Treasurer-Tax Collector). Ability to : Plan, organize, assign, coordinate, and supervise work of many diversified technical clerical personnel. Prepare business correspondence. Devise and adapt work procedures and record-keeping systems to meet organizational or procedural changes. Understand, interpret, and supervise the application of laws, rules, and written directions pertaining to property ownership. Establish and maintain cooperative relations with subordinates, superiors, and the public. Analyze data, drawing logical conclusions, and prepare reports. Use software applications specific to the Office of the Assessor. EXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: Review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
