Within scope-of-practice guidelines, provides direct client care, completes required documentation, updates treatment team regarding client progress, and provides client, family members and significant others with referrals and linkage to community resources. Provides and documents mental health services to mentally ill or emotionally disturbed clients as a member of a Psychiatric Mobile Response Team, Clinical Behavioral Management Response Team, Homeless Outreach and Engagement Team,crisis intervention team, or therapeutic team at an outpatient or inpatient facility. Administers, either orally or by injection,prescribed medications to clients inacute psychiatric settings. Serves as mental health service gatekeeper at the mental health ACCESS and Telecommunication Center, performing triage on caller requests for service, referring caller to an appropriate treatment source, and/or dispatching a mobile response team or an ambulance. Contacts ambulance companies when ambulance transport is requested through ACCESS Center or collaboration with directly operated clinics. Prepares and signs the application for immediate 72-hour detention of disturbed psychiatric clients if Lanterman-Petris-Short (LPS)designated by the Office of Medical Director, as needed. Coordinates all activities of the Psychiatric Mobile Response Team and Clinical Behavioral Management Response Team, including staff coverage and coordination of team services with law enforcement agencies, as needed. Requirements MINIMUM REQUIREMENTS: One year of experience* assisting mental health professionals in the delivery of preventative, therapeutic and rehabilitative psychiatric services to emotionally disturbed or mentally ill clients at the level of Psychiatric Technician I . OVERVIEW The HEART (Homeless Encampment Action Response and Transitions) Program was launched in April 2022. The program is designed to ensure that the county government has a consistent, coordinated, and compassionate response to unauthorized homeless encampments on Kitsap County property. The HEART Program is governed by the Unauthorized Encampment Response Policy on County Property , which was approved by the Board of County Commissioners in November 2021. The policy provides clear, consistent, and uniform guidelines regarding responses to encampments on Kitsap County property. The HEART Program’s goal is to lead with compassion , and to provide a person-centered approach by focusing on connecting individuals with resources while mitigating the impacts of unauthorized encampments on our community. The Homeless Encampment Action Response Team (HEART) Coordinator will coordinate the County's encampment response on County property, oversee County personnel assigned to the response and ensure compliance with legal and environmental standards and regulations to include property collection and storage protocols. The ideal candidate will have a knowledge of project management and public contract administration; fiscal and records management including budget analysis and expenditure monitoring; and local, state, and federal laws, codes, policy and procedure relating to housing and dealing with individuals experiencing homelessness, mental health, and addiction issues. The incumbent must have the ability to establish and maintain effective working relationships with County staff, agency staff, service and resource providers, and the public. The successful candidate will demonstrate strong organizational and time management abilities, and the ability to make appropriate decisions. Interfaces with contractor and various County departments and reviews work to ensure compliance with contract documents and appropriate guidelines, laws, and regulations. Monitors contractor billing to ensure expenditures are appropriate and within approved budget. Identifies, in accordance with County policy, which abandoned materials qualify as personal valuables and oversees proper collection and storage protocols. Maintains appropriate records and provides required reports and documentation, in compliance with county retention policies. Assesses and responds to safety concerns as they arise and engages with law enforcement and public health representatives as appropriate. Serves as a resource to the Human Services Department, Board of County Commissioners, Kitsap County Sheriff’s Department, and other County departments on complex and sensitive homeless encampment response operations. Makes recommendations regarding best options to resolve difficult problems at encampment sites. Responds to public complaints and reports about encampments. Conducts encampment site visits, develops needs assessments and meets with County personnel to assure needs are being met by current encampment response operations. Assures effective communication between stakeholders. Develops and maintains effective relationships with other local government officials and the public. OVERVIEW The HEART (Homeless Encampment Action Response and Transitions) Program was launched in April 2022. The program is designed to ensure that the county government has a consistent, coordinated, and compassionate response to unauthorized homeless encampments on Kitsap County property. The HEART Program is governed by the Unauthorized Encampment Response Policy on County Property , which was approved by the Board of County Commissioners in November 2021. The policy provides clear, consistent, and uniform guidelines regarding responses to encampments on Kitsap County property. The HEART Program’s goal is to lead with compassion , and to provide a person-centered approach by focusing on connecting individuals with resources while mitigating the impacts of unauthorized encampments on our community. The Homeless Encampment Action Response Team (HEART) Coordinator will coordinate the County's encampment response on County property, oversee County personnel assigned to the response and ensure compliance with legal and environmental standards and regulations to include property collection and storage protocols. The ideal candidate will have a knowledge of project management and public contract administration; fiscal and records management including budget analysis and expenditure monitoring; and local, state, and federal laws, codes, policy and procedure relating to housing and dealing with individuals experiencing homelessness, mental health, and addiction issues. The incumbent must have the ability to establish and maintain effective working relationships with County staff, agency staff, service and resource providers, and the public. Administers contract for environmental cleanup services. Interfaces with contractor and various County departments and reviews work to ensure compliance with contract documents and appropriate guidelines, laws, and regulations. Monitors contractor billing to ensure expenditures are appropriate and within approved budget. Identifies, in accordance with County policy, which abandoned materials qualify as personal valuables and oversees proper collection and storage protocols. Maintains appropriate records and provides required reports and documentation, in compliance with county retention policies. Assesses and responds to safety concerns as they arise and engages with law enforcement and public health representatives as appropriate. Serves as a resource to the Human Services Department, Board of County Commissioners, Kitsap County Sheriff’s Department, and other County departments on complex and sensitive homeless encampment response operations. Makes recommendations regarding best options to resolve difficult problems at encampment sites. Responds to public complaints and reports about encampments. Conducts encampment site visits, develops needs assessments and meets with County personnel to assure needs are being met by current encampment response operations. Assures effective communication between stakeholders. Develops and maintains effective relationships with other local government officials and the public.
