Essential Job Functions A F ACILITY MANAGER, Public Works is responsible for performing a combination of the following essential functions: Directs skilled trades and other staff and monitors the performance of contract personnel engaged in the operation, maintenance of facilities and equipment at the Department of Public Works headquarters complex. Directs the analysis of departmental space needs and directs the development, preparation and implementation of departmental space utilization plans; develops and administers the budget for renovation and building improvement projects. Supervises the preparation of descriptive data and the compilation of specifications and cost estimates to be included in requests for proposals for the provision of necessary services by outside contractors. Confers with outside contractors to explain and clarify information and data required for inclusion in requests for proposals and participates in the evaluation of proposals received. Monitors the performance of contractors and consults with them regarding the resolution of observed problems, deficiencies, or complaints received from building occupants; supervises the preparation and maintenance of records on building construction, maintenance, repair and operating costs, the monitoring of costs and the charting of trends. Confers with utility company engineers about energy conservation measures, evaluates their feasibility from a departmental operations standpoint, and recommends adoption and implementation of effective, practical approaches by Department management; functions as building evacuation coordinator and assures that all division occupants have been informed of departmental emergency evacuation procedures for the orderly evacuation of the building in the event of earthquake, fire, or other disaster. Responds to headquarters facility emergency incidents from home or other location during off-duty hours and weekends. Establishes and promulgates rules and regulations for the safe and orderly use of the headquarters building including but not limited to its parking, conference rooms, and cafeteria facilities by employee occupants, contractor personnel, and visitors. Supervises the development and implementation of plans and activities to maximize facility utilization. Coordinates and directs the personnel management of the building maintenance staff, including selection, labor relations, staff development and risk management; directs the analysis of the facilities operations and cost data to identify issues and trends requiring service/staffing realignment to effect increased efficiencies and cost controls. Requirements MINIMUM REQUIREMENTS: OPTION I: Two years of experience at the level of Head, Building Maintenance, Public Works* supervising general building maintenance and repair, and a variety of minor carpentry, electrical, masonry, painting, and plumbing work. OPTION II: Three years of experience supervising the inspection, cleaning, installation, construction, maintenance, and repair activities of public works structures and facilities at the level of Flood Control Construction Supervisor**, Sewer Maintenance Supervisor***, Road Maintenance Supervisor****, or Senior crafts classification with supervisory experience. THE POSITION NON-CAREER PART-TIME/SEASONAL To perform regular lifeguard duties and assist in the supervision of pool staff in the organizing and instructing of aquatics classes and activities; to assume full responsibility of aquatic facility in absence of an Assistant Pool Manager or Pool Manager. SUPERVISION RECEIVED AND EXERCISED Responsibilities may include the indirect supervision of lower level aquatic personnel. Direct supervision is provided by the Assistant Pool Manager or Pool Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed: Maintain constant surveillance to safeguard swimmers from drowning and other accidents. Rescue and resuscitate drowning persons. Rescue and aid persons affected by life threatening injuries. Render care in the latest American Red Cross techniques in water safety, lifeguarding, first aid, and cardiopulmonary resuscitation (C.P.R.) to persons in need of assistance. Direct, instruct, and assist in the supervision of water oriented classes such as swim lessons, swim team, junior guard and water aerobics. Enforce facility rules, regulations, and procedures; take appropriate action to prevent dangerous situations and accidents. Assist in the maintenance of the aquatic facility including its building, grounds, and equipment. Write and prepare lesson plans, assist in the planning, promoting, and organizing of aquatic programs. Maintain records and reports. Perform the duties of the Pool Manager in their absence. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Current and preventative lifeguarding techniques. Rules and regulations of an aquatic facility. Swimming rescue techniques, C.P.R., and first aid. Instruction techniques and materials related to aquatic activities. Swimming pool maintenance and the chemicals, equipment, and techniques used to Meet State and County Department of Health standards. Aquatic instruction programs. Principles and practices of supervision. Ability to: Swim with proficiency and endurance. Prevent accidents and effect rescues. Enforce the rules and regulations of an aquatic facility. Perform swimming rescues, C.P.R., and first aid. Instruct students in a variety of aquatic oriented skill level classes. Establish and maintain effective relationships with other employees and the public. Follow oral and written instructions. Prepare, read, and write various reports. Interpret policies and procedures. EDUCATION AND EXPERIENCE Education: None required. Experience: One season or 2.5 months of experience at an aquatic facility as a lifeguard or swim instructor. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of general facility, building and grounds cleaning techniques; Knowledge of methods, materials and equipment used in the care and cleaning of buildings, appliances and furnishings; Knowledge of cleaning techniques and procedures; Knowledge of inventory control principles and methods; Knowledge of basic mathematics; Skill in effective verbal and written communication; Skill in providing quality customer service in a courteous and professional manner; Skill in use of custodial materials and chemicals; Skill in cleaning and sanitation of bathrooms using chemicals in accordance with directions on labels; Skill in the operation of custodial equipment; Skill in the use and maintenance of building maintenance tools and equipment; Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; Ability to follow instructions; Ability to work as a member of a team; Ability to work independently with little or no supervision; Ability to regularly inspect area of responsibility, evaluate and perform cleaning needs; Ability to complete required forms and documents; Ability to assist other housekeeping staff and perform duties in the absence of other staff members; Ability to perform light maintenance duties; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.; Ability to conduct work activities in accordance with TPWD safety program. WORKING CONDITIONS Required to work in a public hotel-type facility; Required to 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays, and holidays; Required to adjust to changing schedules; Required to perform work outdoors, occasionally in adverse weather conditions; Required to perform manual labor including, lifting supplies and materials up to 50 lbs.; May be required to operate a State vehicle; Required to travel 5% with possible overnight stays; Must conform to TPWD dress and grooming standards; work rules and safety procedures; Non-smoking work environment in State buildings and vehicles.
