The Engineering Division serves the community in a multitude of ways including capital project delivery, engineering plan review, issuing encroachment permits, property line location assistance, vacation and encroachment processing, real estate transactions, and many other public functions. Supervising Engineering Technician's duties will include the preparation and review of legal descriptions, plat maps, covenant agreements, special agreements, public street and utility abandonments, deeds, and boundary, title and easement research and review and approval of subdivision maps. The successful candidate will work within the Traffic Operations and Planning Division of the Public Works Department. The section provides essential services to the Public and other City Departments including, but not limited to, the preparation and review of streetlight and traffic signal plans, CEQA documents, transportation planning documents, street work and transportation permits and traffic control plans and community engagement activities. The successful candidate may be required to consult with developers, project representatives, and the public on project requirements and processes, develop and recommend policies, operational procedures, and guidelines. The incumbent may be assigned supervision of staff. The Utilities Planning and Engineering (UP&E) Division serves the community in a multitude of ways including capital project delivery, engineering plan reviews, issuing of well permits, issuing of sewer and water connection loans and many other public functions. The successful candidate will work within the Plan Review Section of UP&E. This unit provides customer service to the Public and other City Departments including, but not limited to, locating existing water and sewer facilities within the right of way, reviewing utilities plans for conformance to the City's Standard Drawings and Specifications, coordination in regards to new development projects, document control pertaining to Utility Agreements, Reimbursement Agreements, Sewer and Water Connection Agreements, and Utility Extraterritorial Agreements that are recorded with the County Recorder's Office as well as write development projects conditions of approval pertaining to water and sewer facilities per the Fresno Municipal Code Several vacancies currently exist, two in the Department of Public Works and one in the Department of Public Utilities. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. DEFINITION Under general supervision, receives 911 system emergency and non-emergency calls; dispatches assignments according to police and fire procedures; provides support services and maintains records; and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS The Public Safety Dispatcher provides technical communications support and computer information processing for police and fire activities as well as animal control and public services functions. In addition to call taking and dispatching, incumbents perform varied record keeping, information retrieval, and similar work in support of public safety activities. Incumbents are expected to exercise independent judgment in the performance of their duties with minimum supervision. SUPERVISION RECEIVED General supervision is provided by the dispatch supervisor with direction provided by other supervisory or management staff. SUPERVISION EXERCISED As experience is gained, incumbents in this classification may provide direction and training to other Public Safety Dispatchers. Meeting the minimum qualifications does not guarantee further participation in selection procedures. RECRUITMENT SELECTION PROCESSES: The recruitment process involves multiple steps which may include but are not limited to: One-Way Video Interviews Personal History Statement (Pre-Review) Department Interviews (Please note: The entire recruitment process from recruitment opening date to start date could take 8 - 10 weeks for successful candidates). ONE-WAY VIDEO INTERVIEW: One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire. PERSONAL HISTORY STATEMENT: MISCELLANEOUS All applicants that successfully complete the examination process and are certified to the employment list, will be notified and must submit a complete Personal History Statement to the Sheriff's Department at the time of interview. A review of the PHS will be conducted for each candidate to determine which candidates best meet the professional standard criteria adopted by the Department. WAIVER OF SELECTION PROCEDURES: When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances. EMPLOYMENT ELIGIBILITY LIST: An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview. DEPARTMENT INTERVIEW: The Sheriff's Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
