Position Description ****SPECIAL NOTE**** First consideration will be given to applicants that apply by May 3, 2024 The City of Tacoma (City), Environmental Services (ES) Department, is recruiting for the Appointive position of Assistant Division Manager in the Laboratory Group within the Science and Engineering Division. The Science and Engineering Division provides engineering, planning, program management and laboratory services for the City's Wastewater, Surface Water and Solid Waste utilities. The major areas of focus include collection system pipes, wastewater treatment plants, pumping stations, regional drainage facilities, landfill facilities, stormwater systems, sampling and analyses, environmental cleanup projects, and regulatory compliance both as a regulator and a regulated entity. The Science and Engineering Division is comprised of the following five core sections, in addition to administrative and technical services support groups: Environmental Services Laboratory, Environmental Programs, Asset Management, Capital Delivery, and Special Programs Group. The ES Lab’s mission is to provide high-quality analytical lab services for the City’s and regional partners responding to environmental regulations, supporting research and developing solutions to environmental problems facing the greater Tacoma area and Puget Sound. This position provides management and technical oversight for the Environmental Services Laboratory at CUW. This position has final responsibility for lab quality assurance, work product timeliness, lab safety, laboratory equipment and supplies, staff development and training, operational budget, and spending approvals within the laboratory. This position is directly responsible or influential in meeting a number of key environmental regulations by performing analyses of environmental samples for the Clean Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response Compensation and Liability Act, Model Toxics Control Act, and hazardous waste designation rules. Laboratory results are used to inform environmental decisions within the regulations that may lead to cleanup of environmental sites, capital improvements, mitigation activities, and waste disposal decisions. Responsible for managing the CUW laboratory operational and capital budget (4.8 million biennial budget) within allotments. Proper resourcing ensures the lab is able to perform required work necessary to demonstrate compliance, enlighten pollutant source tracing, inform operational effectiveness and compliance for two WWTPs, and inform long term trend monitoring of clean-up sites and strategies to reduce and address pollutant loading in stormwater and wastewater. The Science and Engineering Division provides engineering, planning, program management and laboratory services for the City's Wastewater, Surface Water and Solid Waste utilities. Responsibilities and Duties
Performs a variety of administrative duties in support of the City Manager in the execution of prescribed ordinances, resolutions, and regulations, including implementing all policies set forth, and serving as the acting City Manager in the absence of the City Manager
Plans, directs, and supervises the City’s organizational management and administration, as assigned by the City Manager, and ensures all operations are executed in accordance with prescribed policies, procedures, and codes of ethics

Participates in the organization of special task forces and projects designed to address organizational management, administrative and community problems and needs as directed by the City Manager
Collaborates with the City Manager, City Commission and City department and division heads in the development of recommendations for enhancing City operations and services, including assuming lead staff responsibility in management studies aimed at improving the efficiency and effectiveness of City operations

Qualified applicants will have a Bachelor's degree in Public Administration, Business Administration, or a closely related field and at least seven years’ experience in public management, preferably in the public sector at the local level of any government; ICMA involvement is preferred. Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work will be considered.
The Ideal Candidate
The ideal candidate will work closely with the City Manager to carry out the City Council’s initiatives and set the tone and vision for the employees of the city. The ideal candidate will be an established or up-and-coming leader with strong knowledge of public administration principles and experience in fiscal planning, strategic planning and organizational development; experience working in a university town and/or a growing community will be beneficial.
The ideal candidate must exhibit strong coordination and relationship-building skills in working with the entire organization and set a positive example of competence, professionalism, energy, and work ethic to the organization and community.
The ideal candidate will be a professional leader who has the capacity and interest to be an effective mentor and inspires staff to achieve excellence. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful. Advanced written and oral communication skills are imperative.
Salary
The salary range for this position is between $184,000 to $202,000 commensurate with experience along with a comprehensive benefits package that includes 15% additional compensation that may be used to supplement housing costs or deposited into a supplemental retirement plan. Relocation expenses will be reimbursed up to $10,000. Temporary housing may also be available for the successful candidate, if coming from out of the area.

Qualified applicants will have a Bachelor's degree in Public Administration, Business Administration, or a closely related field and at least seven years’ experience in public management, preferably in the public sector at the local level of any government; ICMA involvement is preferred. Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work will be considered.
The Ideal Candidate
The ideal candidate will work closely with the City Manager to carry out the City Council’s initiatives and set the tone and vision for the employees of the city. The ideal candidate will be an established or up-and-coming leader with strong knowledge of public administration principles and experience in fiscal planning, strategic planning and organizational development; experience working in a university town and/or a growing community will be beneficial.
The ideal candidate must exhibit strong coordination and relationship-building skills in working with the entire organization and set a positive example of competence, professionalism, energy, and work ethic to the organization and community.

Salary

A new Baggage Claim Facility was opened in 2023 and the renovated Historic Terminal, originally opened in 1941, will open later this year. EXAMPLES OF DUTIES T H E P O S I T I O N Under the direction of the Operations and Facilities Bureau Manager, the Airport Noise Compliance Officer is an at-will officer position within the Airport Department responsible for managing the Noise Compliance Division. The Police Department

The Administrative/Services Division provides support services to both the Operations and Criminal Investigations Divisions through a wide-array of essential functions. The Division is comprised of seven units which provide the necessary services to support the mission critical activities of the Police Department including Budget/Crime Analysis, Police Community Relations, Property and Evidence, Records Management, Training, Personnel, Internal Affairs.
The Criminal Investigations Division is responsible for the follow-up investigation of crimes occurring within the city limits of Beaumont. The investigators assigned to the division are ready to respond anytime to the scene of criminal activity to assist in the investigation and the needs of crime victims.
The Field Operations Division is the largest Division of the Beaumont Police Department and has an authorized strength of 188 Police Officers. The Field Operations Division consists of four patrol watches that provide 24 hours a day, 365 days a year service to the approximately 113,500 citizens in the City of Beaumont. A Master’s degree and experience working in a diverse, multi-cultural community is preferred. A minimum of two (2) years’ experience as a Captain in a similar sized agency may be considered. A background investigation and drug/alcohol screen test will be required.
Certifications
A current advanced Texas Commission on Law Enforcement (TCOLE) certification (or higher) or the ability to obtain it in one (1) year is required.

The Administrative/Services Division provides support services to both the Operations and Criminal Investigations Divisions through a wide-array of essential functions.
