Position Summary Buyer II is a journey-level position that requires minimal supervision and instruction and must demonstrate the ability to make decisions independently and solve problems. This position reports directly to the Associate Director of Contracts and Procurement, and as a member of a larger team, the Buyer II will receive work direction and guidance from the Director, Contracts Administration Manager, or higher-level Buyers. The Buyer II has full purchasing responsibility for a variety of diverse purchasing activities. This can include reviewing and interpreting the justification for a sole source/brand purchase. Reviews contract disputes and analyzes contract obligations, terms, conflicts, relationships, etc., to provide recommendations, solutions, and corrective measures when needed. Prepares and/or edits and signs letters, memorandums, and other correspondence related to the solicitation, purchasing, and delivery function. Expedites timely delivery of purchase orders. Works closely with Suppliers, Receiving, and Accounts Payable to resolve shipping problems regarding short, damaged, or incorrect materials and appropriate payment of invoices. May prepare and conduct workshops to explain purchasing procedures and policies and assist in properly submitting required documentation. Maintains ethical relationships with vendors. Actively promotes using certified Small and Micro Businesses (SBMB and certified Disabled Veteran Enterprises (DVBE). Keeps current concerning market conditions and innovative procurement methods. Utilizes Oracle reporting features to provide statistical reports for requests such as departmental workload production, DVBE reporting, Small Business, Recycled Products, etc. May participate in other reporting requirements/processes as instructed by the Associate Director or Director of Contracts and Procurement. The ideal candidate will be well-versed in contract language, risk management, liability, and insurance issues. ILLUSTRATIVE EXAMPLE OF DUTIES Illustrative Example of Duties: Assist County departments in policy and code development, including drafting code amendments, resolutions, and ordinances for adoption by the Kitsap County Board of Commissioners. Review and draft contracts, advising client concerning public contracting and procurement laws, interlocal agreements, and specific knowledge of terms and conditions in proposed contracts. Provide advice and trainings to County departments on implementations of new policies and codes. Advise and develop strategy in response to issues raised during the course of business by County commissioners, County leadership, and the public. Respond to state legislation and advise County departments of legal requirements. Provide regular counseling and strategic advice to County departments and management, both orally and in writing, on various facets of municipal law. Represent the County in contested matters before administrative and judicial bodies. Assist Civil Deputy Prosecuting Attorneys II, III, and IV in preparation of cases for trials and hearings. Evaluate evidence, including scientific, medical, and expert witness evidence and present the same in fact findings, and bench and jury trials. Work with clients and witnesses to provide legal advice and counsel in the investigation, preparation, testimony, and status of cases. Respond to client inquiries in matters relating to their official business. Attend trainings and comply with Continuing Education requirements of the Washington State Bar Association. Meet the minimum billable hours threshold. Performing such other duties as may be assigned by the Chief Civil Deputy.
