The Position: The Permit Technician is an entry level classification in the Permit Technician series. Incumbents work under direct supervision and are expected to follow established procedures and policies in order to perform the job duties. Work is generally reviewed on completion of task. This classification is distinguished from the Senior Permit Technician classification in that the latter possess journey level knowledge and experience required to perform the more complex work assigned to the series and acts as a lead to Permit Technicians. Minimum Qualifications EDUCATION AND EXPERIENCE • Graduation from high school or possession of a G.E.D.; AND • One (1) of the following experience patterns: o Two (2) years of increasingly responsible office experience that involves extensive public contact in fire, planning, building, engineering, architecture, building construction trades, or related field; or o One (1) year of permit technician experience in a City or County Fire, Building, or Community Development Department. ACCEPTABLE SUBSTITUTION: • Completion of 30-semester units/90 quarter units of college education from an accredited college or university, may be substituted for one (1) year of the required two (2) years of the required experience. LICENSE AND/OR CERTIFICATES • Possession of an appropriate, valid Class C California driver's license is required at time of appointment. • Possession of an International Code Council (ICC) Permit Technician certification is required to be obtained and maintained within one (1) year of appointment. Introduction This recruitment is being conducted to fill several Per Diem AND Temporary positions in Correctional Health Services and to establish a pool of candidates to fill future vacancies. Amended 10/25/21 to reflect salary increase. *Employees assigned to Correctional Health Facility shall receive a 5% supplement. Per Diem employees will receive additional 15% of base salary in lieu of benefits. Additionally, Correctional Health employees receive a 5% supplement. Current hourly wage on this announcement is reflective of this supplement. Candidates must be willing to work PM and Night Shifts and will work approximately 30 hours per week. The Shift Differential will be $1.15 per hour for p.m. and split shifts and $1.45 per hour for night shifts. For purposes of payment of shift differential the following times shall apply: DAY: Any work shift which begins on or after 4:00 a.m. and before 12:00 noon. P.M.: Any work shift which begins on or after 12:00 noon and before 8:00 p.m. NIGHT: Any work shift which begins on or after 8:00 p.m. and before 4:00 a.m. Temporary Employment: 30 hours per week, a mix of day, evening, and nights, along with weekends and holidays. For purposes of this section, if part-time and/or temporary seasonal employees reach the maximum allowable hours on payroll (1,560 hours) prior to the end of the fiscal year and the position assignment is identified as on-going, departments will remove the employee from the work schedule until the beginning of the new fiscal year in order to maintain unbroken service status. Department: Correctional Health Care is located within the San Joaquin County Jail, which was built in 1992. The County Jail is considered one of the more modern jail facilities in the state. Correctional Health Care is responsible for providing medical, dental, and mental health care to the incarcerated adult and juvenile population. TYPICAL DUTIES Takes and records vital signs; performs routine nursing duties including making beds, lifting and moving patients; bathing and feeding patients, personal and oral hygiene of patients and expiration care. Administers various types of medications, including I.V.'s; applies dressings, compresses and soaks. Inserts urinary catheters; tests urine and records results. Observes patients; reports and records observations accurately; transcribes doctor's orders. Participates and assists in the care, treatment and rehabilitation of the emotionally disturbed, mentally ill, or mentally retarded. Participates in orientation and on-the-job training of assigned personnel; participates in staff development training programs. May perform specialized medical treatment or tests and operate related medical equipment and apparatus upon assignment. May administer CPR, use resuscitation equipment and administer first aid. MINIMUM QUALIFICATIONS License : Possession of a valid license as a Vocational Nurse issued by the State of California, Board of Vocational Nurse and Psychiatric Technician Examiners; or possession of a valid Interim Permit issued by the Board. KNOWLEDGE Principles and practices of vocational nursing; human anatomy insofar as it applies to the treatment and therapy typical of assignment; the more common physical illnesses and their symptoms; medical terminology. ABILITY Follow oral and written directions of a technical and professional nature in exact detail; develop skill in the care and operation of medical equipment and apparatus used in area of assignment; plan and coordinate the work of subordinates if required by nature of assignments; maintain and interpret nursing records and reports; deal with patients sympathetically and tactfully; attend to the personal needs of the physically and mentally ill.
