The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.5 billion. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

DEFINITION:
Functions as a lead person providing technical direction to less experienced tissue technicians and performing the more complex or specialized tissue analysis procedures.

Essential Job Functions

  • Investigates, identifies and resolves problems with equipment malfunctions, difficulties with improperly fixed tissue, cut resistant tissue embedded in paraffin or plastic and irregularly staining tissue.
  • Recognizes and resolves problems which may occur with stains, reagents and other solutions that do not produce expected results.
  • Assists in training and orienting new technicians to the laboratory and to the specific procedures established for the preparation of processing of specimens for light and electron microscopic evaluation.
  • Performs standardized laboratory procedures such as cutting 1-3 micron thick paraffin sections and 1 micron thick plastic sections for study and viewing by a pathologist using a light or electron microscope.
  • Stains slides with 2-7 micron thick paraffin sections and 1 micron thick plastic sections using routine, special or histochemical stains to demonstrate pathological features of tissue by use of the light microscope by a pathologist.
  • Establishes priorities for the workflow of the Tissue Analysis Laboratory; i.e., RUSHES for early morning diagnosis, FROZEN's for immediate diagnosis.
  • Acts as supervisor in the absence of the Tissue Analysis Technician Supervisor.
  • Assists the laboratory supervisor in the identification of new equipment, materials or other items of supply that warrant investigative testing.
  • Participates in experiments to evaluate the feasibility or adaptability of products or procedures in regular laboratory operations, and in the set-up and standardization of new equipment.
  • Oversees loading of tissue processor with properly prepared cassettes with specimens for processing.


Requirements

MINIMUM REQUIREMENTS:
Two (2) years' experience in the preparation of tissue specimens for morphological analysis under a light and electron microscope in an approved laboratory*. The experience must have included sectioning and staining from paraffin or plastic blocks for routine techniques, special histochemical techniques, and electron microscopic techniques.

PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
*An approved laboratory is defined as a clinical laboratory that has a federal issued Clinical Laboratory Improvement Amendment Laboratory Certificate of Accreditation that authorizes the laboratory to accept human specimens for the purpose of performing laboratory examinations, and is accredited by the College of American Pathologists (CAP) or Joint Commission on Accreditation of Healthcare Organizations (JCAHO).

OUT-OF-CLASS EXPERIENCE: Los Angeles County employees attempting to meet the requirements via experience inconsistent with their official payroll title will be considered for this examination. Applicants claiming out-of-class experience to meet the requirements should describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application. Applicants are also encouraged to submit any supporting documentation such as out of class/additional responsibility bonuses, verification of experience documents, and performance evaluations in order to assist staff’s review of applicants' qualifications.
DESIRABLE QUALIFICATIONS:
Additional credit will be awarded for additional experience beyond the Minimum Requirements.

Additional Information

EXAMINATION CONTENT :
This examination will consist of an evaluation of training and experience based upon application information, desirable qualifications, and supplemental questionnaire, weighted at 100%.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION :

Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

No person may compete in this examination more than once every twelve (12) months.

VACANCY INFORMATION :
The resulting eligible register from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.

AVAILABLE SHIFT :
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
