Job Summary Coachella Valley Water District TITLE : Accounting Technician I/II SECTION : Accounting DEPARTMENT : Finance REPORTING RELATIONSHIP : Reports to : Controller, Accounting Supervisor Supervises the following positions : Not Applicable DEFINITION : Under supervision, performs a variety of technical accounting support and administrative duties in the preparation, processing and maintenance of accounting and financial records; functional areas of responsibility can include accounts payable, accounts receivable, payroll, capital asset / project accounting, and inventory; maintains a variety of accounting files and records; and performs related duties as assigned. As experience is gained, duties become more diversified and complex and are performed under more general supervision, some of which may be considered confidential. This class is alternately staffed with Accounting Technician II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher level. Accounting Technician II is the working level class in this series. Accounting Technician II is distinguished from Accounting Technician I in that the latter is the entry-level class and is responsible for a more limited range of assignments. Accounting Technician II is further distinguished from the Accounting Technician III in that the Accounting Technician III is the advanced journey level class in the series fully competent to assist the work of lower-level staff and independently perform the routine to the most complex duties. Essential Functions ESSENTIAL FUNCTIONS : Accounts Payable: Reviews, processes, scans and routes invoices and other related information and enters data into the Accounting system; processes P-card purchases, E-payables and ACH payments; may process customer landscape & other rebates; processes 1099’s at year-end. Prepares period invoice / check request payment batches and the related positive pay file; matches payments to backup documentation, submits check run(s) for approval, obtains additional signature authorization, and distributes payments; scans checks and related back up into the District’s document management system. Researches and responds to vendor inquiries regarding payment status, processes stop payment requests and reissuances, investigates and resolves accounts payable problems and unusual situations. Accounts Receivable: Enters and processes invoices for miscellaneous billings including property damage, lease agreement, interagency agreements, grants, permits, construction orders, service orders, etc. Receives, processes and / or prepares a variety of cash receipts, payments, fees, and / or other related information. Performs duties associated with billing and collection of delinquent, unpaid construction and work order accounts, and delinquent accounts receivable accounts; performs a variety of other accounts receivable tasks, such as preparing demands for past due payments; generates and reviews reports on all open activities; determines amounts paid and reconciles accounts. Payroll: Performs duties in support of payroll operations; ensures submitted employee timekeeping is accurate and contains the appropriate approvals; contact appropriate staff to rectify timekeeping errors; enters maintenance changes such as direct deposit, tax withholdings and deductions into the payroll system; enters child support and other court orders; generates check requests / EFT requests for amounts withheld from payroll; generates payroll; distributes paper payroll checks; prepares positive pay file; prepares and distributes payroll reports. Prepares annual and quarterly federal and state payroll tax returns, including W-2’s. Reports amounts withheld to various outside agencies and entities. Makes retirement and other payments to CalPERS & other entities. Capital Assets / Project Accounting: Performs duties in support of capital asset / project accounting; researches projects that are complete and should be “closed” and capitalized, if appropriate; prepares various project-related journal entries, account reconciliations, and assists with various other tasks. Minimum Qualifications License or Certificates : Valid California Operators license issued by the State Department of Motor Vehicles. Department of Motor Vehicles driving record may influence employment or classification. Experience : Two years of accounting experience utilizing integrated accounting software and Excel spreadsheets, including data entry or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. DISTINGUISHING CHARACTERISTICS District Attorney Services Specialist I This is the entry-level class for District Attorney Services Specialist series. Incumbent will process reports and documents in strict adherence to State law and Department procedures. Incumbent is expected to keep current on changes in report and document processing requirements. Incumbent will operate a Departmental case management system and related systems in strict accordance with the law. This class series requires the ability to provide appropriate information and answer basic questions from the public related to the criminal justice system, both in-person and over the telephone. District Attorney Services Specialist II This is the journey level position within the series. In addition to the above, incumbents will be assigned to more increasingly difficult tasks within the Department, including being responsive to the needs of victims of crimes, demonstrating sensitivity to and establishing rapport with victims of crime, and exhibiting emotional stability under conditions of high stress. The Detention Center is charged with holding individuals who have been arrested by various law enforcement agencies in York County and held until they post bond or are ordered released by a court or transferred to a state institution after court sentencing. The purpose of this position is to provide basic, extended, and emergency/first aid medical care of County Detention Center inmates and staff; to document all procedures and treatment performed with accuracy and completeness. The facility nurse will supervise medication distribution and address all medication related questions and issues, will address and respond to all inmate requests, problems, and complaints according to the medical protocols, perform physicals and screenings on recently booked inmates every 14 days, review medical history of all inmates, coordinate care of inmates to other medical facilities when needed, contact family when necessary, and collaborate closely with the facility doctor, dentist, mental health, and pharmacy professionals. Full Salary Range: Pay Grade 119; $29.40 - $45.56 per hour. Salary is determined based on experience and/or education. Work Schedule: Monday - Friday, 8:00 am - 5:00 pm (40 hours per week), occasional weekend and evening work required. Duties and Responsibilities: Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Assists physician with exams as necessary for sick call, doctor call, dental call, and mental health call; performs general nursing duties, including administering medications, collecting blood/urine/other body samples for laboratory analysis, checking vital signs, reviewing and receiving all inmate’s medical histories, and performing patient education on health maintenance. Retrieves, prepares, and participates in the distribution of medications to inmates; instructs inmates in medication use, side effects, and proper dosage in collaboration with pharmacist. Performs general administrative and clerical work as required including: attending facility meetings; performing medical related training to staff; attending medical classes and training for facility and nursing license maintenance; preparing and updating reports and forms; entering and retrieving all medical related data; copying and filing documents; answering and returning phone calls; and scheduling and maintaining medical appointments. Receives, reviews, and responds to all medical complaints of inmates; recommends and implements a plan of care; follows medical protocols and refers to the physician when necessary; and evaluation of care given as needed. Maintains constant awareness of inmates’ medical history, mental state, location, and behavior; takes necessary precautions to guard the security and safety of self, inmates, co-workers, and the general public. Makes arrangements for inmate admission to other medical facilities when needed, and transfers health information. Files and records various types of records and charts. Administers a variety of routine and emergency medical and first aid treatments for inmates and staff, and refers medical treatment to outside facility when needed. Attends facility and medical training, meetings, and seminars as necessary to enhance job knowledge and skills. Recommends, arranges, and implements medical training as needed to staff. About you Experience and Education: Associate’s Degree or Vocational/Technical Degree in Nursing. Three (3) years of nursing experience or an equivalent combination of education, training and experience. Certifications and Licenses: Valid driver’s license is preferred. Must possess State of South Carolina or multi-state Nursing License, First Aid/CPR/AED, and Pharmacy Technician certifications. May require additional professional or technical certifications as deemed necessary by management. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours. Earning Rate for Full-Time Employees Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period.
