The City of El Paso, Texas is conducting a national search for the position of Health Director. We are seeking an experienced, strategic, and collaborative Health Director to oversee the day-to-day operations of the Department of Public Health. The Director will plan and oversee all public health education campaigns to promote and obtain the cooperation of local organizations, residents, and visitors. To ensure effective departmental programs and services, the Director will lead the engagement of stakeholders from local, regional, and state levels in order to conduct needs assessments and evaluate current and possible health issues impacting the community. Utilizing “best practices” in public health, the Director will identify and present best options and models for public health governance, administration, and structure, and issue recommendations and create reports to the City Administration and the City Council.

The Director will be directing and overseeing public health activities in communicable, chronic, and infectious disease control, as well as establishing and providing medical direction of local case tracking and disease investigation to monitor statistics and provide real-time data for effective assessment and control initiatives. The Department is also responsible for conducting research to identify funding resources and oversee preparation and submission of grant proposals.

General Purpose

Under administrative direction, plan, manage and promote public health programs and medical care services, to address the needs of the community and City operations.

Typical Duties

Plan, organize, and oversee the daily administration and operation of public health programs and services, including the management of budget, finances, information, infrastructure and personnel. Involves: Direct public health activities in communicable, chronic, and infectious disease control. Establish and provide medical direction of local case finding and disease investigation to monitor statistics and provide data for effective analysis and control procedures. Oversee public relations campaigns to promote and obtain cooperation of local organizations to ensure effective department programs and services. Lead the engagement of stakeholders from local, regional and state levels to conduct needs assessments and evaluation of outstanding issues, identify the best options and models for public health governance, administration, and structure, and issue recommendations and reports for consideration by the City administration and City Council. Direct research, analysis and assistance in identifying funding resources and oversee preparation and submission of grant proposals. Plan, oversee and implement grant funded programs. Assess and monitor workload, administrative and support systems, and internal reporting relationships. Identify areas for improvement and implement changes accordingly. Implement special surveys regarding pertinent local health problems which shall include medical fact finding and analysis.

Plan, design, implement and review department short- and long-term goals and priorities. Involves: Manage the internal public health strategic planning processes to clarify roles and responsibilities, build effective models and protocols for decision making, improve internal leadership and communication, and ensure departmental accountability. Develop and manage annual department budget. Monitor and approve expenditures. Collect and analyze data. Prepare a variety of reports regarding department activities, accomplishments and goals. Implement and enforce department policies and procedures. Design, establish and maintain an organizational structure and staffing to accomplish effectively the organization's goals and objectives.

Represent the department in a professional manner. Involves: Meet with community, regional, national and international organizations, citizen groups, news media, City administration, and other officials to inform them of health program changes and enhancements and to seek support for the organization's initiatives, projects and programs. Make presentations to City management, Mayor and Council, committees, commission members and other officials as required. Interact with a variety of governmental agencies, private sector officials and others to provide and gather accurate information for health department development. Work with other City departments to provide assistance or gather information. Coordinate efforts and planning with, and provide professional guidance to boards and commissions.

Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors. Schedule, assign and check work. Appraise employee performance and review evaluations by subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. As appointing authority, interview applicants and hire, terminate, transfer, discipline, and assign merit pay or other employee status changes.
