Job Description

Job Summary:

This position will coordinate the University’s compliance with federal and state Native American Graves Protection and Repatriation Act of 1990 (NAGPRA) legislation, including California Assembly Bills 275 and 389. Compliance with AB 275 and 389 will require a multi-phase process of inventory, consultation, correspondence, visitation, and eventually repatriation of curated collections to Native American tribes. In addition, compiling and managing records for the campus regulatory compliance supporting materials related to NAGPRA and CALNAPRA for the University.

Regulatory compliance and records management
• Oversee NAGPRA and CALNAGPRA compliance timelines, reports, and communications with the California Native American Heritage Commission at CSUSB.
• Represent CSUSB as the lead NAGPRA and CALNAGPRA staff at regular meetings with tribal government officials, addressing compliance concerns and negotiating culturally sensitive resolutions as needed.
• Manage and collaborate with Tribes to appropriately identify, label, and care for cultural items housed at the University.
• Research, summarize, and analyze information, compiling data to prepare specialized reports containing sensitive information under general direction.
• Develop and maintain the CSUSB NAGPRA website, ensuring accurate and up-to-date information.

Consultation and Outreach
• Coordinate the consultation process with tribal leaders and representatives, including Local, State, Federal Agencies, and Federal Register Notices, in accordance with NAGPRA and CALNAGPRA mandates.
• Serve as the primary point of contact for all NAGPRA and CALNAGPRA inquiries, facilitating information requests about Native American Ancestors and cultural items.
• Convene and facilitate the internal NAGPRA Coordination Group at California State University, San Bernardino (CSUSB).
• Convene, facilitate, and manage the internal NAGPRA Coordination Group at CSUSB.
• Create a respectful system for Tribal communities to access and visit their cultural items.
• Provide access to collections for displays and educational opportunities in alignment with Tribal preferences.
• Consult with respective claimants or requestors.
• Manage travel costs for assisting tribes with consultations and repatriation activities, as needed.

• Other classification related duties as assigned

Minimum Qualifications: Required Education and Experience

• Bachelor’s degree in related area: Archaeology, Anthropology, Environmental Studies, Ethnic Studies, History (with a focus in California), Law, Native American Studies, Social Science, Sociology.
• 2-5 years of professional and supervisory experience.

Required Qualifications

• Three years of experience coordinating repatriation work.
• One year of experience with collections management best practices and storage facilities.
• One year of experience working with Native American communities.
• An understanding of federal and state Native American Graves Protection and Repatriation Act (NAGPRA and CalNAGPRA) regulations, read and analyze NAGPRA documents.
• Two years of experience working with tribal nations on NAGPRA consultation or other projects, experience with respectfully handling ancestral remains and cultural items.
• Deep understanding of Tribal history and Sovereignty.
• Highly skilled communications and interpersonal skills to coordinate with various communities to build and sustain collegial relationships.
• Knowledge of Federally Recognized Tribes, Non-Federally Recognized Tribes and California Recognized Tribes.
• Knowledge of Native American Tribal protocols, cultures, histories, sovereignty, and governments relations, particularly for California Native Nations.
• Knowledge of NAGPRA and CalNAGPRA federal and state legislation and compliance implementation requirements.
• Knowledge of standard office policies and procedures.
• Knowledge and skill using personal computers and business office software packages such as Microsoft Office (Word, Excel, Power Point) or other data management systems.
• Skill in English composition, grammar, spelling, and punctuation.

Preferred Qualifications

• Knowledge of AB 275 and AB 389.
• An extensive understanding of federal and state NAGPRA regulations and NAGPRA work.
• Understanding of CSU policies and procedures.
• Project management experience.

Compensation and Benefits:

Anticipated Hiring Range: minimum $3,750 - $6,667 monthly.

Classification Salary Range: minimum $3,750 - $11,146 monthly.

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/Temporary

Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This is a full-time temporary management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

MPP: First considerations will be given to candidates who apply by Thursday, March 7, 2024 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

California State University, San Bernardino in not a sponsoring agency for staff or management positions (i.e. H1-B Visas).

Conditions of Employment

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Mandated Reporter

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
