ANTICIPATED HIRING RANGE: $6,464 - $7,000
  • However, offer amount will be commensurate with candidate’s experience, education, skills, and training.

CSU CLASSIFICATION SALARY RANGE: $6,464 - $8,196

POSITION PURPOSE: Within the Business and Administrative Services Division, Facilities Management is responsible for creating and maintaining an environment that enables faculty and staff to fulfill the educational mission of California State University, Bakersfield through the continued maintenance of campus facilities and grounds, by providing services in a reasonable and timely manner, and by maintaining a quality oriented organization geared toward the enhancement of the educational environment.

The Air Conditioning/Refrigeration Mechanic, under the general direction of the Facilities Manager, performs the full range of service, maintenance, and repair on more complex refrigeration and associated HVAC systems and equipment. The Air Conditioning/Refrigeration Mechanic installs, maintains, services, inspects, and repairs the mechanical, electrical, electronic, and digital controls associated with HVAC and refrigeration equipment/systems and related building automation systems, either in a centralized plant or in decentralized centers across a college or university.

DUTIES & RESPONSIBILITIES:

HVAC Repairs/Maintenance
  • Analyze the efficiency of campus refrigeration and air conditioning systems and recommend action for improvement.
  • Diagnose problems in the distribution of air to individual rooms and buildings and make necessary adjustments.
  • Install, troubleshoot, calibrate, service, repair and maintain refrigeration and HVAC systems, equipment, instruments, and controls using electrical, electronic, pneumatic or digitally controlled systems.
  • Locate and diagnose malfunctions using a wide variety of test equipment and instruments.
  • Oil, clean, adjust, overhaul, and repair motors, condensers, compressors, oil and vacuum pumps, and similar equipment.
  • Participate in the maintenance and operations of applicable heating and air conditioning systems and equipment.
  • Perform major overhauls involving disassembly and inspection of all parts, replacement of defective and worn parts, reassembly of equipment instruments and/or controls, and the testing of equipment to ensure proper functioning.
  • Responsibility for the full range of service, maintenance and repair on more complex refrigeration and associated HVAC systems and equipment.
  • Use building automation system to diagnose and troubleshoot problems in HVAC and refrigeration systems.
  • Respond to service requests timely, prioritizing tasks based on urgency, and provide accurate estimates of repair timelines and costs.

Recordkeeping
  • Maintain accurate records and logs.
  • Prepare standard and complex reports.
  • Retrieve data related to work performed using manual and/or computerized record-keeping systems.

Planning and Project Coordination
  • Consult ad work with other trades workers.
  • Estimate cost, time and materials for projects.
  • Order parts and supplies as needed.
  • Train and provide work direction to skilled and semi-skilled workers.

Safety
  • Perform all work in accordance with established safety procedures and maintain a safe and clean work environment.
  • Ensure compliance with environmental regulations and proper handling of refrigerants, including recovery, recycling, and disposal procedures.

REQUIRED QUALIFICATIONS:

EDUCATION & EXPERIENCE -
  • High School Diploma or equivalent
  • Progressively responsible experience in the installation, adjustment, maintenance and repair of commercial and domestic refrigeration and air conditioning systems involving modulatory and safety controls, thermostats, humidifiers, and duct stats.
  • One year of experience in the installation and repair of central multi-zone air conditioning systems.
  • Journey-level skill equivalent to that acquired through the completion of a refrigeration or air conditioning mechanic’s apprenticeship program.
  • The incumbent must successfully pass a pre-placement physical.

LICENSES -
  • Possession of a valid driver’s license or the ability to obtain by date of hire.
  • EPA Refrigeration Certification

SKILLS, KNOWLEDGE & ABILITIES (SKA’s) -
  • Regular and reliable attendance is required.
  • Thorough knowledge of the theory and operation of major types of refrigeration and air conditioning equipment and of the materials, equipment and techniques used in the repair and maintenance of such equipment.
  • Knowledge of electrical voltage, plumbing refrigeration, electrical and plumbing codes, thermodynamics, and automated energy/environmental management systems.
  • Ability to use judgement and discretion in determining the methods and priorities of work orders.
  • Ability to perform skilled electrical and plumbing work.
  • Ability to diagnose and repair major malfunctions in the complex multi-zone air conditioning systems.
  • Ability to devise and control air distribution efficiently with maximum comfort.
  • Ability to diagnose and repair the full range of refrigeration equipment including centrifugal and absorber equipment and/or screw, scroll, and reciprocating refrigeration equipment.
  • Thorough knowledge of high and low pressure boilers, and heating, pneumatic, ventilating, air conditioning, refrigeration and other mechanical equipment as well as the methods, tools, and materials used in the operation, maintenance, and repair of such equipment.
  • General knowledge of ventilation principles, thermal dynamics, and closed water systems.
  • Working knowledge of energy management systems including the ability to understand and use system features.
  • General knowledge of the applicable state and federal safety codes and regulations pertaining to mechanical and HVAC systems.
  • Ability to read, interpret, and work from blueprints, plans, drawings, and specifications.
  • Ability to make rough sketches and estimate cost, time, and materials of mechanical work.
  • Ability to maintain records and retrieve data related to work performed using manual and/or computerized record-keeping systems.
  • Ability to prepare standard and complex reports.
  • Ability to provide instruction to unskilled and semi-skilled assistants.
  • Ability to analyze and respond appropriately to emergency situations.
  • Ability to read and write at the level appropriate to the position.
  • Ensure work is performed in sequence.
  • Knowledge of the operation of building automation systems.
  • Perform arithmetic calculations as required by the position.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.

PREFERRED QUALIFICATIONS:
  • Three (3) to five (5) years of experience in the installation and repair of central multi-zone air conditioning systems.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

PHYSICAL DEMANDS: HEAVY WORK - 50% or more of the activities involve walking, standing, squatting, kneeling or climbing; lifting heavy weight objects which may exceed 50 pounds. Position works on ladders at varying heights, is exposed to chemicals, fumes, dust, dirt, oil/grease, gases, pollen, and noise from vehicle and equipment operation. May be required to sit, stand, and walk for extended periods of time, lift, carry, push, and use fingers to operate grounds equipment and tools with repetitive use of wrists and/or hands. Incumbent must have the ability to maintain balance, reach overhead, horizontal, and above the shoulders using rapid mental and muscular coordination. Requires accurate depth perception and clarity of vision at varying distances to see small details and distinguish color and shades. Must possess verbal, auditory, and written capabilities to effectively communicate in an articulate manner.
