Under limited supervision, the Main Wastewater Treatment Plant Chief Operator performs a variety of duties including, but not limited to: supervising the operations of all the City’s wastewater treatment plants operations, inspecting daily operations reports, data entry into plant records, and supervising and approving a variety of maintenance and repair tasks on wastewater treatment plant equipment and lift stations. Must have knowledge of process control, laboratory analysis, basic water Chemistry, and mechanical ability.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Supervise and approve variety of maintenance and repair tasks on wastewater treatment plant equipment and lift stations.
  • Inspects daily operations reports.
  • Data entry into plant records including TCEQ Daily Monthly Reports, process control computer programs, and interpret laboratory test results.
  • Must be able to troubleshoot operational challenges and adjust wasting rates, chemical feeds, aeration equipment.
  • Must be able to schedule work assignments and operation schedules.
  • Must be able to perform all sampling for permit compliance and ensure that proper sampling is completed to comply with TCEQ discharge permits.
  • Maintain all operational records for wastewater treatment, Tier II Reporting, Risk Management, and sludge requirements.
  • Must be responsible for all operations for all City of Galveston Wastewater Treatment Facilities, sanitary sewage lift stations, and collection system.
  • Ensures all plant activities meet regulatory compliance requirements; provides various activity reports.
  • Ensures adherence to safety procedures and programs.
  • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

KNOWLEDGE AND SKILLS:

Knowledge:
  • City organization, operations, policies, and procedures.
  • Wastewater treatment principles, methods and practices.
  • Methods, techniques and equipment used in wastewater treatment.
  • Local, state and federal laws, codes, regulations and permits affecting wastewater treatment operations.
  • Recordkeeping and reporting procedures.
  • Safety rules and regulations.
  • Business and personal computers, and spreadsheet software applications.

Skill in:
  • Handling situations requiring diplomacy, fairness, firmness and sound judgment.
  • Understanding and applying City policies and procedures.
  • Compiling data; maintaining records and files; and preparing clear and concise reports.
  • Providing efficient customer service.
  • Establishing and maintaining cooperative working relationships with all levels within the City.
  • Communicating effectively verbally and in writing.


MINIMUM QUALIFICATIONS:

High School diploma or equivalent; AND 5-7 years’ experience in wastewater plant operations; ORan equivalent combination of education and experience.

LICENSE AND CERTIFICATION:
  • Possession of a TCEQ Class A Wastewater License.
  • Possession of a valid Texas Driver’s License.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed both in an indoor and outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals and infectious diseases. May be required to climb ladders. May be required to lift and carry items weighing up to 100 pounds.
