JOB SUMMARY
M anages the planning, design and construction for all C ity capital improvement facility construction and re constructi on projects . Oversees facility CIP planning, programming, and budgeting. Ensures safe, effective, and efficient facilit y construction , and compliance with S tate and Federal laws, City policies, procedures, and goals.
ESSENTIAL FUNCTIONS AND DECISION MAKING
ESSENTIAL FUNCTIONS
Responsible for management of C ity-wide facility capital improvement pro gram :
- Conducts facilities assessment and d evelops Facilities Master Plan to meet short and long-term City-wide facility needs and growth .
- Programs the annual Ten-Year Capital Improvement Program for facilities including project budgets, timelines, project descriptions, eligible outside funding sources, and scopes of work.
- Identifies outside funding sources available for facility CIP including the researching, writing and documentation to receive grant funds.
Responsible for administrative and project management duties :
- Assists in development and review of solicitations for facility construction projects including RFP/RFQ, Design Build , P3 and Bond projects .
- Collects, analyzes, and interprets engineering, operational, and maintenance data to develop design solutions and define project scopes.
- Develops and prepares construction specifications and bid documents.
- Requests and evaluates consultant scopes of service and fee proposals.
- M anages professional services contracts ensuring design is in conformance with the City’s Design Guidelines; and budgets and schedules are maintained.
- Reviews and evaluates construction bids prepared by consultants; recommends the award of bids; attends pre-bid conferences.
- I nteracts extensively with stakeholders and outside professionals including contractors, consultants, governmental agencies, and the public.
- Manages projects from conceptual stage through design and construction to project close-out.
- Monitors projects for performance within budget including cost control activities and tracks project revenues and expenditures to assure sound fiscal control.
- Performs pay application reviews to ensure work performed is in conformance with approved contracts.
- Maintains project schedules in Microsoft Project and provides updates to other departments.
- Coordinates with the Legal Department regarding the preparation of reimbursement agreements, interlocal agreements and related contracts; presents related agreements and proposals to the City Council for approval.
- Collaborates with experts pursuing sustainability goals including LEED buildings, resource recovery, water recycling, alternative energy, restoration, and related fields.
Miscellaneous:
- Assists and/or lead internal and external public awareness efforts through community presentations.
- Assists and/or lead the development and maintenance of design standards, technical specifications, and standard construction details for facilities.
- Responds to customer inquiries and concerns.
- Performs other routine and/or specialized duties relative to area of assignment as required.
- May hire, train, supervise, and evaluate the performance of assigned personnel.
DECISION MAKING
- Monitors all aspects of facility CIP to include planning, budgeting, design, inspection, build, or reconstruct city buildings.
- Oversees facility CIP contracts and assigned budgets.
- Ability to conduct comprehensive project management and prioritize workload .
- Prioritizes facility CIP with City departments and stakeholders.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)
MINIMUM REQUIREMENTS
- Bachelor's Degree in Architecture , Engineering, Construction Management, or a related field. Commensurate combination of education and experience may be considered with a minimum of four (4) years of additional directly related work experience.
- Four to five (4-5) years of experience in project management of building construction /inspection or a similar position with five (5) years of experience managing facilities construction is r equired.
- Working knowledge of all trade categories: electrical, mechanical, plumbing, temperature control systems and HVAC.
- Able to use word processing, spreadsheet, database, and presentation software.
- Must possess a valid Texas Driver's License with an acceptable driving record.
PREFERRED QUALIFICATIONS
- Experience with project management systems
- Architectural and/or engineering experience
- Commercial/Industrial facility inspection experience
- Certified Building Official
CORE COMPETENCIES AND PHYSICAL DEMANDS
CORE COMPETENCIES - Hands-on construction/facility design and construction project management experience; experience with plans interpretation/blueprint reading; understand construction and shop drawing; knowledge of construction staging operations; proficiency in construction information technology/software; knowledge of green and sustainable construction/LEED; knowledge of construction materials; knowledge of construction equipment.
- Must be able to interpret/apply building/municipal codes and safety regulations; must be able to read/comprehend budgets, spreadsheets, project/facilities maintenance documentation, and repair/equipment manuals.
- Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments/personnel, outside agencies, community groups, contractors, vendors, suppliers, and the public.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 25 pounds occasionally. Subject to vision constantly; fine dexterity, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling; reaching, balancing and foot controls; kneeling, crouching, bending, twisting and climbing rarely.
Working conditions involve exposure to variable and/or extreme weather conditions, vehicle traffic, general construction hazards, heavy equipment, and open trenches when visiting job sites.
WORK HOURS 8:00am - 5:00pm
Monday - Friday; flexible hours required.
