An official City of West Sacramento application form must be filled out, in its entirety. It is the applicant's responsibility to explain their qualifications fully and clearly. In addition, applicants must submit a resume and complete the required supplemental questionnaire. DEFINITION: The Code Enforcement Officer I/II/Senior investigates and resolves potential violations of municipal and state laws, ordinances, codes and regulations including, but not limited to, zoning, sign, building, and vehicle codes and nuisance abatement. While the incumbent is learning City policies and procedures and specific methods and requirements for code enforcement work, they will perform the more routine enforcement inspection duties, and provide information and general assistance to homeowners, tenants, and the public.
SUPERVISION RECEIVED AND EXERCISED: Receives immediate direction and general supervision from the Code Enforcement Manager or designee. No direct supervision of staff is exercised.
CLASS CHARACTERISTICS: The Code Enforcement Officer I is the entry level classification within the Code Enforcement Officer series. The classification is used for employees to learn the duties of a Code Enforcement Officer in the City of West Sacramento. Initially, under close supervision, the incumbent performs the more routine duties while learning City policies and procedures and becoming familiar with the variety of departmental systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision.
The Code Enforcement Officer II is considered the journey level in the series, exercising more independence of direction and judgement and knowledge of code enforcement procedures. This class is distinguished from the Senior Code Enforcement Officer in that the latter serves as the advanced level in the series.
The Code Enforcement Officer I is flexibly staffed with the Code Enforcement Officer II and advancement to the Code Enforcement Officer II shall occur after satisfactorily performing the duties of a Code Enforcement Officer I for one (1) year. Satisfactory performance means an overall satisfactory or higher rating on the performance evaluation during the last evaluation period.
Upon recommendation of the Code Enforcement Manager and approval of the Director of Community Development, a Code Enforcement Officer II may advance to the Senior Code Enforcement Officer upon attaining the minimum qualifications for the position, demonstrating the abilities and competencies necessary to perform the full range of Senior Code Enforcement Officer duties and successfully completing an approved career progression plan.

EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: High school diploma or equivalent. Advanced related coursework or specialized training is desirable.
Experience: Code Enforcement Officer I: One (1) year of experience in public contact work. Code Enforcement Officer II: One (1) year of full-time experience performing duties involving code enforcement. Senior Code Enforcement Officer: Four (4) years of full-time experience as a journey-level Code Enforcement Officer.
LICENSES AND CERTIFICATES: Possession of a valid California driver's license. Code Enforcement Officer I: Must obtain California Penal Code, Section 832, Certification within twelve (12) months of employment. Code Enforcement Officer II/Senior Code Enforcement Officer: Possession of a valid California Penal Code, Section 832, Certification.
WORKING CONDITIONS: Employees may interact with upset members of the public in interpreting and enforcing departmental policies and procedures. Incumbent may be required to work various shifts on evenings, weekends, and holidays. Incumbents will be required to wear the appropriate uniform.
PHYSICAL DEMANDS: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to inspect various City sites; vision to read printed materials and a computer screen and make inspections; color vision to inspect electrical wiring; smell to detect gas or sewage leaks; touch to determine hot and cold water fixtures; and hearing and speech to communicate in person, before groups and over the telephone. Must maintain mental capacity which allows for effective interaction and communication with others; and physical condition appropriate to the performance of assigned duties and responsibilities. The job involves field inspection work requiring frequent walking at inspection site areas to monitor performance and to identify problems or hazards; traversing uneven terrain, periodically sitting, standing, stooping, bending, climbing and kneeling to perform the work; finger dexterity to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment, cameras and computers; grasp tools and inspect electrical devices; occasionally bend, stoop, kneel, reach, climb, push and pull drawers open and closed to retrieve and file information; occasionally lift, move, and carry objects that typically weigh up to 40 pounds, and must be able to physically remove signs or other postings from public property.
ENVIRONMENTAL ELEMENTS: Work in an office and inspection site environments; exposure to dust, noise, and inclement conditions.
An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
