San Bernardino County Department of Public Works is seeking a dynamic and experienced
Solid Waste Programs Administrator to lead critical waste management programs and guide the County toward a cleaner, more efficient future.
Under general direction, the Solid Waste Programs Administrator will oversee countywide solid waste programs, including the Solid Waste Handling Franchise Program, the Class “A” Refuse Collection Permit Program, and waste diversion and recycling initiatives. This is a key leadership position within the Solid Waste Management Division, responsible for supervising staff, managing grants, negotiating franchise agreements, and ensuring compliance with state mandates.
Primary duties include:
- Lead and coordinate state-mandated waste management and diversion programs
- Supervise, train, and evaluate program staff
- Administer the Solid Waste Handling Franchise Program and Class “A” Refuse Collection Permit Program
- Negotiate franchise agreements, adjust service rates, and resolve customer complaints
- Identify and apply for grant opportunities; manage program budgets and expenditures
- Prepare and present reports, policies, and recommendations to the Board of Supervisors
- Represent the Division at meetings and industry forums
- Monitor legislation and update internal policies accordingly
- Oversee updates to the Solid Waste Management Division’s web content
- Manage special projects and provide support as needed

Minimum Requirements Candidates must meet the education AND experience requirements listed below: EDUCATION: Bachelor's degree in Business/Public Administration, Planning, Environmental Science, Engineering or closely related field.
EXPERIENCE: Three (3) years of experience negotiating, coordinating and monitoring contracts and agreements in a waste management environment which included at least one (1) year of experience making presentations to community groups involving waste management processes.
Substitution: Additional experience may be substituted for the required education on the basis of one (1) year of experience for 30 semester (45 quarter) units in the areas listed above. Additional experience may be substituted for a maximum of two (2) years or 60 semester (90 quarter) units of the required education.
