    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    HHD seeks two (2) Staff Analysts to serve as Evaluation Specialists in the Bureau of HIV/STD and Viral Hepatitis Prevention. These full-time positions will report to the Manager of the Policy and Evaluation Unit. The successful applicant will collaborate with the HIV Prevention, Informatics and Epidemiology programs to collect, match, analyze and visualize data and service delivery.

    Job duties and responsibilities may include, but are not limited to, the following:
    • Serve as a data system administrator for one or more Bureau data systems, which include the Houston Electronic Disease Surveillance System (HEDSS) - a Maven-based system using Extensible Markup Language (XML), and the Electronic Client-Level Integrated Prevention System (ECLIPS) - a SQL-based system.
    • Collaborate closely with other Bureaus within HHD on their data systems, including EPIC Electronic Health Records and CyberLab Laboratory Information Management System (LIMS).
    • Collaborate closely with external partners on their data systems, including the Texas Department of State Health Services (DSHS) TB, HIV, STD Integrated System (THISIS), the electronic HIV/AIDS Reporting Systems (eHARS), and the Centers for Disease Control and Prevention (CDC) EvaluationWeb.
    • Collaborate closely with HHD Data Services and HHD Information Technology (IT) teams to track and deploy changes within data systems.
    • Investigate and make recommendations for addressing issues of medium complexity and/or sensitivity.
    • Analyze and evaluate programmatic data to improve services provided by the Bureau.
    • Create and modify Base SAS and/or R programs to independently clean, match, and merge large data sets and improve efficiency in analysis and reporting.
    • Use data visualization software, including Base SAS, Power BI, Tableau, and/or ArcGIS, to create graphs, tables, charts, maps and figures for visualizing data.
    • Compile data, produce information, and interpret results through conclusion or recommendation formulation.
    • Present findings and compile reports, special documents, or publications for internal and external stakeholders.
    • Participate in evaluation and design of workflow, processes, various operations systems and create recommendations to improve performance.
    • Coordinate the preparation of quality assurance reports and offer programmatic recommendations based on these results.
    • Respond to internal and external requests for data and other information as assigned by the supervisor or manager.
    • Handle highly confidential information.
    • Perform data storage and de-identification procedures in accordance with institutional and national policies to ensure maintenance of confidentiality and privacy.
    • Coordinate with local, state, federal and private partners.
    • Communicate with community members and internal and external stakeholders.


    WORK ENVIRONMENT:
    There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

    MINIMUM REQUIREMENTS

    KNOWLEDGE:
    Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE:
    Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    PREFERENCES

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    • Demonstrated experience using SQL, Base SAS and/or R programs
    • Demonstrated experience using data visualization software such as Power BI, Tableau and ArcGIS.
    • Training or education in computer programming.
    • Demonstrated experience in data management.
    • Demonstrated training in informatics and/or epidemiology.
    • Demonstrated knowledge of evidence-based HIV prevention interventions such as testing, pre-exposure prophylaxis (PrEP), linkage to HIV care and HIV cluster detection and response, molecular HIV surveillance.
    • Working knowledge of quality management and quality improvement methodologies
    • Working knowledge of HIV (history, epidemiological profile, transmission, prevention, treatment, sociopolitical issues)
    • Demonstrated experience working with Federally funded HIV programs (e.g. CDC, HRSA, SAMHSA, etc.)
    • Excellent written, oral, presentation, group facilitation, and interpersonal skills
    • Ability to handle and prioritize multiple, diverse assignments
    • Ability to navigate within and among diverse assignments with competing priorities
    • Demonstrated sensitivity and ability to work comfortably with communities highly impacted by HIV
    • Proficiency with Microsoft Office programs and other basic email and web software.


    GENERAL INFORMATION

    SALARY INFORMATION: Grant Funded Position

    Grant funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining in the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

    Pay Grade 26
