    PURPOSE OF DIVISION
    IAH Custodial Services is responsible for cleaning Terminals A, D, and the FIS/ICP Facility as well as the Subway and Skyway train stations, along with the Subway level in the terminal complex. Terminal E and C cleaning in various areas is also included in this division. The unit is responsible for cleaning 144 restrooms throughout the airport complex, carpet and hard surface care, cleaning of ticket counters as well as at the departure gate hold areas, including seating, security checkpoints, and high dusting. Custodial Service is committed to maintaining an “Opening Day Fresh” appearance to enhance the passenger experience and ensure that all passenger touch points throughout the complex are maintained within high-end commercial level cleaning standards. The Custodial division works closely with all air service providers, vendors and tenants throughout the complex to maintain one standard to increase the overall passenger experience rating related to cleanliness. This position also responds to all emergency situations and irregular operations throughout the airport.

    PURPOSE OF THE POSITION

    The purpose of this position is to plan, organize, staff, direct, motivate and control custodial activities in order to achieve performance standards and metrics as established by the Houston Airport System.

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    The Terminal Management Division exists to deliver a 5-star experience for all passengers travelling through Houston’s airports. This experience includes all customer facing services from the time a passenger enters the airport facility to the time they depart on an aircraft and vice versa. The scope of Terminal Management’s responsibility includes aesthetic appearance, functional condition of airport facilities and amenities, operational readiness and terminal ambiance. Terminal Management is the primary liaison with airlines, federal agencies, and any customer facing service provider at the airports as well as with Skytrax, an organization that rates airlines and airports worldwide and is the inspiration for the Houston Airport System’s mission of becoming a 5-star global air service gateway where the magic of flight is celebrated.

    The Division Manager ensures operational excellence throughout the Custodial Services section of George Bush Intercontinental Airport (IAH) by directing the management, coordination, implementation, administration, and operation of various resources, systems, plans and projects. The Custodial Services team serves a wide scope of internal and external customers including but not limited to being responsible for the facility cleaning of all IAH Terminal D facilities including the newly refurbished Mickey Leland International Terminal (MILT) and the new West Pier Terminal. This includes cleaning of 20 restrooms, amenity cleaning, carpet care, emergency cleaning services, as well as hard surface floor cleaning and high dusting. The purpose of this position is to direct airport custodial activities as scheduled, providing a safe, secure, clean and comfortable environment while maintaining a 5-star standard. Must ensure all work is performed in compliance with applicable department cleanliness standards and federal requirements. The position provides oversight of the business unit workforce, forecast staffing, prepare/control annual budget for supplies, equipment, staffing, training, work plans and coordinate custodial activities with business partners and tenants. The success of this role is highly dependent on the ability of being committed to increase productivity and to maintain an "Opening Day Fresh" appearance to enhance the passenger experience and maintain industry level standards comparable to those depicted in a high performing organization with a goal of maintain a 5-star standard.

    The Division Manager job duties include but are not limited to:

    • Managing, training, developing, counseling and evaluating staff performance.
    • Assisting in the design and implementation of special systems, plans and projects.
    • Establishes policies, procedures, guidelines and project schedules.
    • Researches, reviewing and evaluating new data, reports, products and other information.
    • Serves as liaison to other departments, government agencies and private sector.
    • Reviews, evaluates, selects and implement hardware and software products.
    • Develops and interprets codes, ordinances and specifications.
    • Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
    • Provides technical advice, consultation and support to departments and other agencies and groups.
    • Coordinates the preparation, implementation and monitoring of the budget and expenditures.
    • Develops methodologies for creating project data.


    WORKING CONDITIONS

    The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS

    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS

    None

    PREFERENCES

    Preference will be given to applicants with related maintenance certifications and knowledge of TSA rules and regulations and FAA regulations.
    Experience in the janitorial services industry with large scale cleaning, in depth knowledge and understanding of cleaning methodologies, and an extensive custodial background for a large complex facility is strongly preferred.
    Experience in developing and implementing leadership programs with a large diverse workforce is a plus.
    Proficient in Microsoft Office products, budgeting, procurement and project management are highly desired.
    A valid driver's license and compliance with city's policy on driving (AP 2-2) is preferred.
