DESCRIPTION OF DUTIES /
ESSENTIAL FUNCTIONS Mission: To provide integrated municipal waste management services designed to support environmental sustainability and economic development in all communities throughout Houston.
The successful candidate must have a strong background in the field of communications (internal/external,) public outreach/engagement, and special events coordination. The candidate must demonstrate their ability to lead a team of individuals to produce above-average quality communications to the public and internal staff members. Must have the ability to conceptualize, develop, and communicate departmental information through multiple mediums, (print media, social media, press conferences, news media, etc.). The ability to communicate information to diverse audiences, elected officials, external partners, etc. will be required to ensure accurate information is delivered to the intended audience. Gathers detailed matters from industry professionals and converts information into a relatable format for the general public’s comprehension. Establishes policies, procedures, guidelines for communication projects, and solid waste event schedules. On occasions, experience with grant applications and management may be required.
Must demonstrate the ability to rapidly produce information upon requests to meet a variety of timelines and assignments. Must have experience in managing, training, counseling, and evaluating staff performance to achieve the required level of communication on behalf of the department. Reviews the performance of assigned staff through a series of written reports, proofreading documents, personal interaction with team members, and a variety of other performance metrics to evaluate the impact of messaging. Manages and negotiates procurement terms and conditions with potential public relations vendors and (or consultants).
Must possess excellent public speaking skills. Assists as needed in producing public information activities; including but not limited to news releases, brochures, and visual presentations designed to improve the solid waste customer service experience. Organize and coordinate the exchange of information for Texas Public Information Act (TPIA) requests. At times, may be required to coordinate working assignments with the City’s Director of Communication and the Mayor’s Office upon request. This position will be responsible for supporting emergency management needs.
The ideal candidate must be an enthusiastic, creative self-starter who is detail-oriented, organized, and possesses a strong community outreach and communications background. This role is considered essential personnel, and the employee must be flexible and is required to work during emergencies, natural disasters, possible late hours, and occasional weekends.
The position reports to the Department Director and Deputy Director, Administration.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTSMINIMUM REQUIREMENTS: EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS A valid Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).
PREFERENCESApplicants who have an advanced level of understanding in the Microsoft Office Suite Software are preferred. A Bachelor's degree in Journalism/Communications, Business Administration, Public Administration, or Education is preferred. Public Speaking Skills are highly desirable. Intermediate to advanced level of Grant Writing Skills preferred.

PAY GRADE: 29 SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
