    The Mayor’s Office of Innovation & Performance (MOIP) serves as the City’s in-house consulting and performance improvement team. MOIP leads initiatives that strengthen operational excellence, promote data-driven decision-making, and cultivate a culture of innovation and continuous improvement across City departments. Our work helps ensure that City services are effective, efficient, and responsive to the residents of Houston.

    Position Overview

    The Senior Staff Analyst will serve as a key member of the Mayor’s Office of Innovation & Performance, supporting enterprise-wide efforts to modernize City operations through data, performance management, and process improvement. This role combines analytical expertise, strategic thinking, and hands-on facilitation to drive measurable improvements in City performance.

    The Senior Staff Analyst will lead and support process improvement projects, manage the City’s Turn the Curve performance program, and provide coaching and mentorship to City employees in continuous improvement methods and data-driven best practices.

    As part of a small, high-impact team, you will have the opportunity to directly influence how the City of Houston operates — improving the lives of residents through better services, smarter data, and stronger management practices.     Key Responsibilities
    • Lead the City’s Turn the Curve performance program, facilitating regular performance review sessions with departments, guiding teams through root cause analysis, and helping them develop and implement data-driven strategies to improve outcomes.
    • Lead and support department and enterprise-level process improvement and innovation projects, driving measurable efficiency and performance gains.
    • Track, analyze, and evaluate key performance indicators (KPIs) to identify trends, gaps and opportunities for improvement; translate insights into actionable recommendations.
    • Support departments in defining KPIs that align with strategic goals and operational priorities.
    • Analyze and review management practices, business processes, and service delivery models to identify inefficiencies, savings opportunities, and service enhancements.
    • Identify and help implement solutions and systems to advance continuous improvement programs and performance management.
    • Partner with departments to embed data-driven best practices into everyday operations.
    • Develop and maintain dashboards, scorecards and reports that clearly communicate performance insights to internal and external stakeholders.


    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Public Administration or field directly related to the type of work being performed.
    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENTS
    Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    PREFERENCES

    Preference will be given to applicants with:
    • Experience working in or with public sector organizations is preferred.
    • Certification in Lean Six Sigma, or equivalent process improvement methodology is preferred.
    • Demonstrated ability to transform organizations through data-driven performance management.
    • Strong oral and written communication skills, with the ability to adapt messages across audiences and levels of the organization.
    • Proven project management experience, particularly leading cross-functional teams.
    • Demonstrated ability to understand customer needs and drive value throughout end-to-end processes.
    • Strong interpersonal and relationship-building skills, with a collaborative and consultative approach.
    • Proficiency in Microsoft Office Suite, including advanced Excel and Power BI for data analysis and reporting.
    • Experience with intermediate statistical and financial modeling preferred.
    • Ability to multi-task in a high-volume, fast-paced environment while maintaining attention to detail.
    • Strong critical thinking, problem-solving, and presentation skills.
