THE OPPORTUNITIES The HCA Service Chief II oversees staff that provide routine and acute mental health services to inmates and detainees who are housed at numerous jail locations within Orange County. This position will work closely with the CHS Mental Health Program Manager in the ongoing provision of mental health care for incarcerated individuals. The Mental Health program includes the Lantermann-Petris Short (LPS) unit for the most severely compromised mental health clients, the Jail to Community Re-Entry Program (JCRP) and other mental health care areas comprised of various levels of acuity. HEALTH CARE AGENCY The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of six (6) service areas - Finance and Administrative, Mental Health and Recovery Services, Correctional Health, Medical Health Services, Public Health and Strategy and Special Projects is committed to meeting the health needs of the diverse Orange County community. CORRECTIONAL HEALTH SERVICES Correctional Health Services (CHS) is comprised of two separate entities. Adult Correctional Health Services (ACHS)provides medical, dental, nursing, infection control, health education, and pharmaceutical services at a community standard of care, and provides mental health services including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance use counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities. Juvenile Health Services (JHS) provides medical, nursing, dental and pharmaceutical services at a community standard of care for youth who reside in the County's four residential facilities operated by County of Orange Probation (OC Probation) and Social Services Agency (SSA) Departments. THE OPPORTUNITIES The HCA Service Chief II oversees staff that provide routine and acute mental health services to inmates and detainees who are housed at numerous jail locations within Orange County. This position will work closely with the CHS Mental Health Program Manager in the ongoing provision of mental health care for incarcerated individuals. The Mental Health program includes the Lantermann-Petris Short (LPS) unit for the most severely compromised mental health clients, the Jail to Community Re-Entry Program (JCRP) and other mental health care areas comprised of various levels of acuity. The HCA Service Chief II responsibilities include but are not limited to: Supervising and overseeing the clinical practices of the mental health clinicians (Behavioral Health Clinician I/IIs, Mental Health Specialists and Psychologists) Administrative oversight of Psychiatrists and Comprehensive Care Nurse Practitioners Acting as a resource for clinical staff on more difficult cases by providing direction on developing and implementing treatment plans, case management and discharge planning Ensuring compliance with Title 15, Mental Health Services Act, California Welfare and Institutions Code, local, state, federal and court mandated requirements, quality assurance and utilization review standards Working collaboratively with the Mental Health Program Manager to develop new practice and policy guidelines for incarcerated patients with mental health needs Working collaboratively with Human Resource Services for training, performance evaluations, addressing performance issues and hiring and retention of Mental Health staff Working collaboratively with CHS department managers and supervisors to ensure cohesive collaboration for integrated healthcare services that address the whole patient Developing, supporting and maintaining a working environment that is team-oriented and goal-directed DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will have extensive experience supervising staff in a mental or psychiatric work setting, and experience working with severely and persistently mentally ill (SPMI) clients. The ideal candidate will possess a valid license as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Clinical Psychologist. In addition, the ideal candidate will possess the knowledge, skills and abilities that demonstrate the following competencies: Technical Skills | Knowledge Knowledge of laws and legislation related to psychiatric treatment and/or Lanterman-Petris Short (LPS) Conservatorship, California Code of Regulations (CCR), Title 15 Minimum Standard for Local Adult Facilities and Health Insurance Portability and Accountability Act (HIPAA) Developing or revising psychiatric unit policies and procedures Implementing strategies to provide effective mental health services to clients Using Electronic Health Records (EHR) systems Proficiency in Microsoft Excel, Word, PowerPoint and Outlook Leadership | Supervision Experience supervising and evaluating the work performance of Mental Health staff Ensuring availability of resources and support to mental health staff to ensure that key strategies and program goals are achieved Communication and Collaboration: Developing and delivering effective written and verbal communication for staff Building and maintaining effective and collaborative working relationships with Orange County Sheriff's Department personnel and other countywide departments/agencies Adaptability and Compassion: Working effectively in a changing and stressful environment, and making adjustments as necessary Developing resiliency by maintaining energy, tenacity, and continuously providing compassionate care to fulfill correctional mental health responsibilities Safety: Being aware of any environmental hazards while working inside the jail facility Being alert and aware of personal safety and security while providing care and/or treatment to medical and mental health clients at all times Reducing jail-related liability risks by being compliant with Federal and State laws and mandated standards SPECIAL QUALIFICATIONS/REQUIREMENTS: Candidates are required to possess a current and valid Cardiopulmonary Resuscitation (CPR) certification by the date of appointment Candidates are required to pass a comprehensive background investigation prior to a formal offer and acceptance of employment Candidates must NOT have felony convictions or be on any form of probation Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes: completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. PHYSICAL & MENTAL CONDITIONS AND ENVIRONMENTAL & WORKING CONDITIONS Physical Requirements Independent body mobility to stand, walk long corridors and climb or descend multiple stairways quickly, bend, stoop, sit for prolonged time and to drive a vehicle; strength to lift and carry up to 50 pounds; manual dexterity to reach, grasp, manipulate small objects and precision instruments to give injections, take pulse and blood pressure; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read gauges, thermometers and calibrated measuring instruments, labels on mediations, computer screen and to drive a vehicle; hear and speak well enough to communicate with patients at normal conversation level in person and over the phone. Environmental Conditions Will be required to work in a locked facility with adult inmates and/or ICE detainees, and/or youth who are in protective custody/incarcerated youth, who have multiple and complex health, social and psycho-social needs; may work with inmates, ICE detainees, or youth who have communicable diseases and/or behavioral health issues; may be assigned to evening or night shift, assigned to work every other weekend, and to work holidays as needed as the institutions are a 24 hour, 7 day a week facilities and coverage is essential. The environment can also be noisy and at times chaotic, will be exposed to profanity and/or anti-social behavior. There is a no hostage policy for the Orange County Jail. May be required to be on call. Mental Requirements Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations and decisions; possess the ability to remain calm and appropriately focused in difficult interpersonal situations involving diverse interests, conflict and firm deadlines.
