JOB SUMMARY Under general supervision, receives, reviews and processes plans; captures, records and maintains the information necessary to issue and receive payment for building and construction permits; and performs other duties as required within the scope of the classification. This position is distinguished from the Permit Technician in that it functions more independently, processes more complex projects and possesses ICC certification. A typical combination includes: Knowledge of: State and City administrative code requirements, practices, procedures and regulations related to permit issuance Basic blueprint and plan review (paper and electronic) Office practices and procedures Business equipment including computers and related software Business English including spelling, punctuation and grammar Math necessary for fee calculations and reconciliation Quality service practices Data filing and retrieval Ability to: Review minor construction projects for code compliance Review new information and adapt to new or changing practices, procedures and regulations Type and enter data with completeness to ensure quality of official public records Keep and maintain accurate records Proofread, identify and correct errors Read, comprehend and interpret departmental processes and regulation; Communicate effectively with the public orally and in writing Plan, organize and maintain workflow Establish and maintain cooperative and effective working relationships with those contacted in the course of work Manage small and large scale projects simultaneously Recognize and recommend process improvements for efficiency and customer service Education: High school diploma or equivalent certificate. Experience: Two (2) years of construction permit issuance experience for a government agency or equivalent. Certifications/License: A valid California Class C driver license with an acceptable driving record required at time of appointment and during course of employment. Certification by the International Code Council (ICC) as a Permit Technician is required. SPECIAL CONDITIONS Employees regularly assigned/required to drive a city or personal vehicle in the course and scope of work shall be required to participate in the DMV Employer Pull Notice program. Adolescent Treatment Program (ATP) - Part-Time Positions assigned to ATP will conduct assessments, education, individual and group counseling services to juvenile (under age 18) detainees at Los Guilicos, and Probation Camp utilizing evidence-based curriculum. License : Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position. Special Qualification : All employees of this class must register, obtain, and maintain a Counselor Certification as defined by the California Code of Regulations, Chapter 8: Certification of Alcohol and Other Drug Counselors. Upon appointment to this class, employees will have six months to register and five years to obtain Certification from an ADP approved certifying organization whose curriculum includes a minimum of 240 hours of formal classroom training.
