Salary updated August 17, 2023 As a valuable member of the Water Resources Department, the Safety and Emergency Response Manager is responsible for the management, administration, and coordination of the District's health, safety, and emergency management programs to assure an effective and coordinated response to emergency events and to protect the District from exposure to hazardous or unsafe conditions. This position reports to the Water Resources Director and is responsible for planning, organizing, developing, implementing, coordinating, and administering the District's health, safety, and emergency management programs which include safety training, all related investigations, assuring compliance with applicable state and federal health and safety regulations, promoting emergency preparedness, and preparing for emergency response recovery and mitigation. This position offers a hybrid work environment with the potential of up to two days per week working remotely. THE DISTRICT Chartered on April 25, 1912, the Marin Municipal Water District is the first municipal water district in California. Prior to that, water in central and southern Marin had been provided by several small, private companies, many of them subsidiaries to local real estate developers. Recognizing the critical importance of reliable water service, the community came together to create a publicly owned and managed water system. Examples of Duties THE POSITION THE IDEAL CANDIDATE WILL: Be experienced with managing health and occupational safety programs while ensuring compliance. Have experience working with the management of emergency response plans. Have public water or wastewater or similar agency experience. Be experienced with investigating accidents, Workers’ Compensation injuries, and being able to identify trends and put measures in place to address them. Have strong working knowledge of OSHA regulations associated with heavy equipment, traffic safety, confined space, electrical safety, and other associated hazards. Be Board certified as an Associate Safety Professional (ASP), Certified Safety Professional (CSP), and/or Certified Industrial Hygienist (CIH). Be skilled with serving as a subject matter expert. Be experienced with developing and providing training programs and with learning management systems (LMS). Have skills to make presentations to Boards, committees, organizations, staff, and the public. Be experienced with contract management and consultant oversight. Have excellent verbal and written communication skills; use multiple channels to build transparency and have writing capabilities to compose reports, correspondence, and other documents, and presentations. Communicate in a proactive, approachable, and responsive manner demonstrating both an understanding of stakeholder interests and needs and a commitment to meeting them. Maintain effective working relationships with all levels of staff, partner agencies, and the public. A typical way to obtain the knowledge and abilities would be: Graduation from a four-year college with a degree in industrial safety, business administration, occupational health sciences, emergency management, or other directly applicable field. AND A minimum of five years of increasingly responsible professional experience in occupational health and safety, and/or emergency management or other closely related field. Preference will be given to candidates with utilities and/or public works safety management experience. Certification and Licenses: Possession of a valid California Class C driver’s license issued by the State Department of Motor Vehicles. Certifications related to OSHA, safety, industrial hygiene, emergency management, Hazardous materials are preferred. Highly desirable: Board-certified Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) or other equivalent safety certifications.
