Description: Job Summary The Facilities Maintenance Mechanic, assigned to the Plumbing Shop within the Maintenance & Operations unit of Facilities Development & Operations, works independently or as a team member under the general supervision of the Plumbing Shop Supervisor. The incumbent works as a skilled generalist utilizing journey level skills in plumbing trades along with strong skills in other trade areas (mechanical, electrical, carpentry) to perform a variety of skilled preventive and general maintenance, repair, construction and renovation work on utility infrastructure systems. Typically, skills are utilized to maintain and repair plumbing equipment and systems associated with University buildings and utilities infrastructure so as to ensure a clean, safe and attractive campus/learning environment. The incumbent uses a computerized maintenance system to ensure the preventive maintenance program objectives are met and also provides safety instructions and directions to unskilled or semi-skilled assistants. The Maintenance & Operations unit of Facilities Development & Operations provides maintenance and operations services to a University campus spread across multiple sites comprised of +150 acres, 81 buildings, and more than six million gross square feet. The Plumbing Shop is one of seven skilled trades shops within Maintenance & Operations and is comprised of a supervising plumber, lead plumber plus eight journey-level plumbers and two facility maintenance mechanics. The Shop reports up, through the supervising plumber who provides supervision, oversight, and guidance. Key Responsibilities Performs at a journey level in at least one trade and assists with basic and advanced level maintenance and repair work for various trades including plumbing, mechanical, electrical, and carpentry Installs, maintains, inspects, modifies, remodels and repairs mechanical plumbing equipment and fixtures for water, gas, oil, steam, sewage, fire sprinkler/prevention, and refrigeration related plumbing systems, including automated plumbing systems Maintains, troubleshoots and tests plumbing systems, including backflow prevention devices Assembles, installs, and repairs pumps, pipes, fittings, and fixtures Cuts, threads, and welds pipes Assembles and installs valves, pipe fittings and pipes composed of a variety of metals and materials Maintains swimming pools and lab utilities Utilities other trade skills, to the degree qualified, to maintain, repair, and install other equipment or systems associated with the mechanical, electrical, and carpentry trades Inspects various types of equipment, systems, and areas to identify problems and needed repairs Responds to emergency calls in order to prevent catastrophic equipment failure, injury, damage or further incident, takes appropriate action to mitigate damages and facilitate appropriate repair Disables and clearly identifies (lock out and tag out) unsafe equipment, and immediately notifies appropriate personnel Inspects completed work for conformance with specifications, requirements and compliance with applicable building and safety codes and regulations Reads, interprets and works from blueprints, plans, drawings, and specifications including making rough sketches where needed to facilitate work efforts Estimates cost, time and materials of maintenance, repair and renovation work Maintains clean work areas, tools, and equipment Coordinates with other trade workers and trades shops, as needed, to successfully complete repairs and maintenance work assignments on schedule Reports problems or issues observed which require repair Records work efforts in detail within computerized recordkeeping systems and, where directed, on log sheets, and keeps accurate time records so as to ensure an appropriate level of documentation regarding actions taken to complete assignments. Position Description The Fleet Management Division is recruiting for a journey-level heavy duty/equipment mechanic or Automotive Mechanic (AM). This role works on a wide variety of fleet equipment, including class 1-8 over-the-road (OTR) vehicles, off road equipment, utility vehicles, and miscellaneous components. Purpose of Classification The purpose of this classification is to supervise the utility stormwater maintenance program and crew. This position combines supervisory and customer service responsibilities and the application of technical knowledge of installation , maintenance, inspection and repair of catch basins, swales, stormwater ponds, and structures. Oversees contractors who perform aquatic maintenance of canals. Keeps MS4 (Municipal Separate Storm System) Permit in compliance. Ensures adherence to established safety policies and procedures; inspects and orders safety equipment; coordinates training in safety procedures; monitors work environment to ensure safety of employees and other individuals. Consults with Field Operations Manager and other managers as needed to review department activities, provide recommendations, resolve problems, and receive advice/direction. Supervises the installation, maintenance, and repair of storm water lines, catch basins, and structures; supervises the building, forming, and pouring of concrete sidewalks and driveways; supervises installation of pumps and generators. Implement, manage and understand all aspects/duties of the Stormwater Program's MS4 Permit. Duties include ensuring elements are completed; all related activities are properly documented; the Annual Report is completed/submitted successfully; and that State Audits of the MS4 Program are executed to reach compliance. Perform investigations of illegal discharges from Stormwater sewers by studying as-built plans and performing on-site investigations; investigate sources of illegal discharges and spills entering into the Stormwater system. Respond to HAZMAT calls related to spills; coordinate and initiate clean-up with other agencies; initiate appropriate enforcement action after identifying noncompliance with federal, state or local requirements. Maintains storm water program manuals, requirements, reports and notifications and inspections. Coordinate public works activities with other departments. Maintains engineering change request logs, issues Engineering change notifications. Assists with public outreach and public education for MS4 program. Creates handout materials for the general public for outreach and education. Implements and manages Stormwater Improvement Projects. Involves identifying problem areas related to flooding and disrepair of existing systems. Selects and monitors outside vendors for canal aquatics maintenance activities. Inspects work, manages contracts, and approves invoices. Reviews the status of storm drainage systems and equipment and recommends capital replacements and improvements. Reviews new development plans and specifications for compliance with division standards. Provides emergency response and cleanup in the event of any overflow or illicit discharge to the storm system, documenting investigative findings, and reporting. Inspects the storm drainage-related work of private contractors (end-of-construction walkthrough); recommends acceptance or rejection of work as necessary. Provides assistance to project engineers or private contractors as needed at pre-construction meetings and during construction activity. Plans, coordinates, and schedules in-house and contracted projects; coordinates projects/activities with those of other divisions, departments, outside contractors, or others as needed; monitors status of work in progress and inspects completed work. Reviews work orders; calculates materials needed for each project; tracks labor and materials involved in each project for billing purposes; maintains records. Monitors inventory of division equipment, tools, supplies, and materials; ensures availability of adequate materials to complete projects; obtains competitive price quotes; initiates orders for new or replacement materials. Operates a variety of machinery, equipment, and tools associated with department activities, which may include a utility vehicle, dump truck, backhoe, tamper, compactor, air compressor, electrical blower, camera, video recorder, and mechanic tools. Prepares, recommends, and administers division budget; monitors expenditures. Prepares or completes various forms, reports, correspondence, schedules, work orders, purchase requisitions, production reports, project notifications, vehicle maintenance reports, payroll reports, performance appraisals, disciplinary reports, or other documents. Communicates with supervisor, employees, other divisions, other departments, contractors, vendors, the public, customers, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Minimum Qualifications Associate’s degree from an accredited college or university in engineering, business, public administration, or a closely-related field; Six (6) years of verifiable stormwater maintenance experience; or Three (3) years of verifiable supervisory experience; Must possess and maintain a v alid Stormwater Certification Level A; Possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver’s license. PREFERRED QUALIFICATIONS Bachelor’s degree in engineering, business, public administration, or a related field. Possession of a valid State of Florida Class B Commercial Driver’s License. Responds to routine and emergency HVAC calls from facilities. Monitors all HVAC systems that are operated and controlled via a direct digital control system and adjusts as necessary. Prepares and updates schedules and reports. Plans preventive and corrective work on HVAC equipment; maintains a stock of parts and materials to accomplish tasks; orders parts as necessary; and maintains a history of HVAC equipment. Reads and interprets blueprints, drawings, and schematics, for troubleshooting, project evaluations, verification of system status, and planning purposes. Updates plans and drawings as necessary. Troubleshoots electrical, mechanical, electronic, and pneumatic HVAC-related systems. Qualifications Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Minimum Experience/Education Requirement: Two (2) years of experience in the operation and maintenance of HVACR systems; Or Two (2) years of technical school HVACR coursework; Or A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class, relative to the required licenses. Certifications/Licenses: At point of hire, or within 90 days of hire, the following licenses must be provided : ( *note - the 90-day post hire option is only available on a case-by-case basis, upon review and confirmation that candidate specific gaps to meet required steps for licensing, can be achieved in 90 days or less.) 1. City of Seattle Grade III Steam Engineer's license This license requires at least three (3) years of employment in a position directly responsible for the operation of boilers, or educational substitution for experience that is combined with one (1) year of working experience. 2. City of Seattle Refrigeration Mechanic’s License class A This license requires three (3) years of experience conducting refrigeration repair and installation, as an apprentice to, or as a journeyman refrigeration and/or air conditioning mechanic; or two (2) years of training in a recognized school of technology, combined with one (1) year of experience in the refrigeration trade; or two (2) years full-tine experience in the refrigeration trade and graduation from a recognized trade school of refrigeration technology. 3. L06A Washington State Electrician Specialty License This license requires a minimum of 4,000 hours of work experience under the supervision of a journey level electrician to be eligible to obtain the license. 4. EPA CFC Universal Certificate This certification requires to you pass each of the Environmental Protection Agency (EPA) tests for Types Core, I, II and III. 5. A current Washington State driver's license Desired Qualifications - You will be successful if you have the following experience, skills, and abilities: Excellent troubleshooting skills to diagnose and /or solve problems independently. The ability to work within a diverse workforce. Demonstrated ability to work effectively in a team setting or alone. Demonstrated ability to follow verbal or written instructions. Demonstrated ability to organize work, solve medium to complex problems and manage competing priorities. Work experience in maintaining and operating digital control systems.
