Your numbers are built on a fantasy and government doesn\u2019t live in a fantasy.<\/p>\n<p>2. Your hiring managers refuse to over-hire.<\/p>\n<p>3. Your department actually runs better while under staffed.<\/p>\n<p>Ok, let me explain:<\/p>\n<p>The concept of being fully staffed is this perfect-case scenario \u2013 a theory really \u2013 that there is a \u2018perfect\u2019 amount of manpower you should have for the perfect amount of work that you have at any given moment.\u00a0 That\u2019s a lot of perfects to happen all at once!\u00a0 So why is this forecasting so broken when it comes to staffing.<\/p>\n<p>These models are predictive of having a fully functioning staff to meet the perfect number needed.\u00a0 Fully trained, fully productive, etc.\u00a0 If the model says you need 15 employees to run a department, in reality you probably need many more than that.\u00a0 You are in HR so you know the reality.\u00a0 You have government employees who are great and experienced and you have ones who are as green as grass.\u00a0 You have ones retiring in a few months, some taking leave and some leaving for other public sector careers.<\/p>\n<p>Let\u2019s say you live in a perfect city with a perfect budget and are allowed to hire all the requested employees for a specific department.\u00a0 You would think your job has just now been made much easier but you would be wrong.\u00a0 Hiring managers struggle with one very real issue \u2013 what if.\u00a0 What if we do get all 15 hired and now I only have needs for 12?\u00a0 What will we do?\u00a0 Even when you explain the reality, they will subconsciously drag their feet not to hire just in case this might actually come true.\u00a0 I\u2019ve met with many HR\/Talent Pros within local government and all of them share very similar stories.\u00a0 They can\u2019t get fully staffed because of the \u2018perfect\u2019 concept \u2013 \u201cwhat if we actually get staffed!\u201d<\/p>\n<p>That\u2019s it.<\/p>\n<p>You can\u2019t get staffed because you actually might get staffed!\u00a0 If you\u2019re fully staffed hiring managers are now held accountable to being leaders.\u00a0 If you\u2019re fully staffed, plus some extra, hiring managers have to manage performance and let weak performers go.\u00a0 If you\u2019re fully staffed \u2013 being a hiring manager actually becomes harder.\u00a0 When you\u2019re under staffed everyone realizes why you keep a low performer.\u00a0 When you\u2019re under staffed everyone has an excuse.<\/p>\n<p>You\u2019ll never become fully staffed because deep down in places you don\u2019t talk about at staffing meetings you like to be under staffed, you need to be under staffed<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A \u201cFully Staffed\u201d department in government is the nebulous goal that always seems to be just out of reach.
