One of these is competition with private companies for highly skilled workers.\u00a0The federal government typically can\u2019t dole out salaries that compete with private-sector compensation. It also doesn\u2019t offer the\u00a0<\/span><a href=\"https:\/\/www.inc.com\/business-insider\/11-incredible-benefits-silicon-valley-tech-companies-offer-amazon-apple.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">cushy perks<\/span><\/a><span style=\"font-weight: 400;\">\u00a0big tech companies provide, and its hiring processes\u00a0<\/span><a href=\"https:\/\/www.govexec.com\/management\/2018\/03\/federal-government-has-gotten-slower-hiring-new-employees-five-consecutive-years\/146348\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">can be lengthy<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s no wonder promising candidates find work elsewhere.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Considering that much of the federal government\u2019s workforce is retirement age, this issue is even more pressing. In 2018, the government employed about 4.4 tech specialists\u00a0<\/span><a href=\"https:\/\/www.nextgov.com\/cio-briefing\/2019\/05\/government-tech-workforce-age-gap\/156890\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">over the age of 60<\/span><\/a><span style=\"font-weight: 400;\">\u00a0for every IT worker under 30 \u2014 and this spells a lack of younger workers to replace retiring technologists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With this, the federal government should focus not only on recruiting and retaining new talent, but also on developing programs to\u00a0<\/span><a href=\"https:\/\/www.launchcode.org\/blog\/7-reasons-why-you-need-a-junior-talent-pipeline\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">upskill current employees<\/span><\/a><span style=\"font-weight: 400;\">. The World Economic Forum estimates that <\/span><a href=\"https:\/\/www2.deloitte.com\/us\/en\/insights\/industry\/public-sector\/companies-bridge-talent-gaps-with-government-job-training.html#endnote-sup-8\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">artificial intelligence<\/span><\/a><span style=\"font-weight: 400;\"> will\u00a0eliminate about 75 million jobs\u00a0and\u00a0create 133 million new ones by 2025, and more than\u00a0half of all workers will need new skills to stay relevant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That brings us to the government\u2019s training track record. Some agencies employ billion-dollar teams, yet balk at further developing those valuable workers. It\u2019s fairly common to see\u00a0<\/span><a href=\"https:\/\/federalnewsnetwork.com\/commentary\/2018\/08\/government-will-spend-billions-in-the-next-2-months-here-are-3-places-they-should-spend-it\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">only 1% to 2%<\/span><\/a><span style=\"font-weight: 400;\">\u00a0of federal workforce labor budgets going to workforce development.\u00a0Clearly, failure to adapt could cause a significant downfall.<\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=&#8221;1&#8243; In the past, companies had limited pools to hire from \u2014 especially if they sought entry-level talent specifically. This has changed in the past decade as coding boot camps and alternative training programs have\u00a0<\/span><a href=\"https:\/\/www.coursereport.com\/reports\/2018-coding-bootcamp-market-size-research\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">surged in popularity<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government should not only consider graduates from these programs, but also develop methods to recruit from them. At LaunchCode, we train many nontraditional candidates in the tech skills needed to set them off on a new career path. Their previous work experience is often valuable to government agencies. Many are also\u00a0<\/span><a href=\"https:\/\/www.citylab.com\/life\/2019\/05\/moving-location-new-city-how-much-cost-mobile-rooted-stuck\/590521\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">rooted in their communities<\/span><\/a><span style=\"font-weight: 400;\">, meaning they\u2019re\u00a0likely to stay in a role for longer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Either way, overcoming challenges in hiring and developing tech workers will require fresh thinking and a new perspective. Today, there are more immediate steps government agencies can take\u00a0to access a highly skilled cadre of candidates:<\/span><\/p>\n<p><b> 1. Sell the agency\u2019s mission.<\/b><span style=\"font-weight: 400;\"> More candidates now seek mission- or purpose-driven work, and many place similar values over salary: In fact, 56% of job applicants\u00a0<\/span><a href=\"https:\/\/about-content.glassdoor.com\/en-us\/workplace-culture-over-salary\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">consider a company\u2019s culture<\/span><\/a>\u00a0<span style=\"font-weight: 400;\">before thinking about compensation.\u00a0Although many federal agencies have worthwhile missions, they often struggle with messaging. Recruiters should look internally to see how they\u2019re communicating the meaning of the work to potential applicants.<\/span><\/p>\n<p><b>2. Consider alternative pipelines and approaches.<\/b><span style=\"font-weight: 400;\"> The shortage of tech workers means many companies are restructuring hiring practices to include nontraditional candidates. This has caused a\u00a0<\/span><a href=\"https:\/\/www.pewresearch.org\/internet\/2017\/05\/03\/the-future-of-jobs-and-jobs-training\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">major shift in education<\/span><\/a><span style=\"font-weight: 400;\">: Now, coding boot camps and other tech training programs produce high-quality talent not found through traditional hiring processes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the same vein, you might meet great candidates who lack a necessary skill for a much-needed role. Instead of turning them away, place them in a training program that could equip them for a new job. The private sector already\u00a0<\/span><a href=\"https:\/\/www.coursereport.com\/reports\/coding-bootcamp-market-size-research-2019\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">collaborates extensively<\/span><\/a><span style=\"font-weight: 400;\">\u00a0with alternative training programs, and the government could make better use of them.<\/span><\/p>\n<p><b> 3. Give existing employees new opportunities.<\/b><span style=\"font-weight: 400;\"> Most government agencies already have many dedicated employees working in roles likely to be automated. These agencies could fill key tech positions by giving those employees the chance to retrain.
