{"id":3837,"date":"2014-11-12T15:18:58","date_gmt":"2014-11-12T23:18:58","guid":{"rendered":"https:\/\/www.careersingovernment.com\/tools\/?p=3837"},"modified":"2014-11-23T22:07:52","modified_gmt":"2014-11-24T06:07:52","slug":"veterans-uncle-sam-really-wants","status":"publish","type":"post","link":"https:\/\/www.careersingovernment.com\/tools\/gov-talk\/career-advice\/interviewing\/veterans-uncle-sam-really-wants\/","title":{"rendered":"Veterans: Uncle Sam Really Wants You"},"content":{"rendered":"<p><a href=\"https:\/\/www.careersingovernment.com\/tools\/gov-talk\/career-advice\/interviewing\/veterans-uncle-sam-really-wants\/attachment\/veterans-2\/\" rel=\"attachment wp-att-3871\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-3871\" src=\"https:\/\/www.careersingovernment.com\/tools\/wp-content\/uploads\/2014\/11\/veterans1.jpg\" alt=\"veterans\" width=\"441\" height=\"331\" \/><\/a>There is no doubt that Uncle Sam wants to <a href=\"http:\/\/www.opm.gov\/policy-data-oversight\/veterans-services\/vet-guide\/\" target=\"_blank\" rel=\"nofollow\">hire Veterans<\/a>.\u00a0 Special hiring programs are in place, and the relatively new <a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/human-capital-management\/hiring-reform\/reference\/categoryratingpolicytemplate.pdf\" target=\"_blank\" rel=\"nofollow\">Category Rating<\/a> hiring process gives additional impetus for agencies to identify and hire qualified Veterans.\u00a0 Veterans&#8217; preference does not require an agency to follow a particular type of hiring methodology; agencies have the flexibility to follow any appropriate regulation.\u00a0 Preference applies to the manner in which Veterans are considered under each of them.<\/p>\n<p>It\u2019s important for Veterans to understand how their preference relates to federal hiring.\u00a0 Following is an explanation of preference and the various ways available to federal agencies to hire Veterans.<\/p>\n<p><a href=\"http:\/\/www.fedshirevets.gov\/veteranemployees\/veteranspreference\/index.aspx\" target=\"_blank\" rel=\"nofollow\">Veteran\u2019s Preference<\/a><\/p>\n<p>Veteran\u2019s preference is a special hiring regulation established for Veterans who served on active duty for at least two years during a time of war or who were disabled as a result of their service. \u00a0Under Category Rating, Federal agencies have been directed to place qualified Veterans with their preference designation (i.e., CPS, CP, XP, and TP) before other applicants on the referral list sent to hiring managers.<\/p>\n<p><a href=\"http:\/\/www.opm.gov\/policy-data-oversight\/hiring-authorities\/competitive-hiring\/#url=Types-of-Appointments\" target=\"_blank\" rel=\"nofollow\">Delegated Examining<\/a><\/p>\n<p>Delegated examining is the traditional method for hiring federal applicants.\u00a0 The Office of Personnel Management delegated hiring authority for federal agencies to make their own hiring decisions.\u00a0\u00a0Agencies follow the Code of Federal Regulation\u2019s competitive examining requirements (5 CFR).\u00a0\u00a0When preference ratings of 5 or 10 points are used along with the codes in the previous section, it\u2019s based on these regulations.\u00a0 Veteran spouses and mothers of deceased and disabled Veterans are sometimes given preference under delegated examining, as well.<\/p>\n<p><a href=\"http:\/\/www.opm.gov\/policy-data-oversight\/hiring-authorities\/competitive-hiring\/#url=Category-Rating\" target=\"_blank\" rel=\"nofollow\">Category Rating<\/a><\/p>\n<p><a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/presidential-memorandum-improving-federal-recruitment-and-hiring-process\" target=\"_blank\" rel=\"nofollow\">President Obama\u2019s May 11, 2010 Memorandum<\/a> on \u201cImproving the Federal Recruitment and Hiring Process\u201d asks federal agencies to use category rating, rather than the traditional approach.Category rating increases the number of applicants being considered while preserving Veterans&#8217; preference rights.<\/p>\n<p><a href=\"http:\/\/www.fedshirevets.gov\/job\/shav\/index.aspx#vra\" target=\"_blank\" rel=\"nofollow\">Veterans&#8217; Recruitment Appointment<\/a> (VRA)<\/p>\n<p>VRA allows federal agencies to \u201cappoint\u201d eligible Veterans to positions within a limited pay scale. Veterans are hired under \u201cexcepted\u201d appointments to positions that would otherwise be filled competitively. \u00a0After the Veteran satisfactorily completes two years of excepted service, the Veteran is automatically converted to a federal job.<\/p>\n<p><a href=\"http:\/\/www.fedshirevets.gov\/hire\/hm\/shav\/index.aspx\" target=\"_blank\" rel=\"nofollow\">Veterans with a 30% or More Disability<\/a><\/p>\n<p>This regulation allows a federal hiring manager to appoint eligible candidates to positions for which they are qualified, without following the competitive federal hiring process. \u00a0Unlike VRA, there is no pay scale limit.\u00a0 However, initial appointments must be for 60 days or longer, and for a temporary or term-limited appointment.\u00a0 Unlike non-Veteran disability hiring where the employee has to wait two years to be considered for federal status, Veterans in this program can be converted to permanent status at any time during this time-limited appointment.<\/p>\n<p><a href=\"http:\/\/www.fedshirevets.gov\/hire\/hm\/shav\/index.aspx\" target=\"_blank\" rel=\"nofollow\">Veterans Employment Opportunities Act of 1998<\/a> (VEOA)<\/p>\n<p>VEOA requires agencies to allow eligible Veterans with three or more years of service to apply for positions announced under the standard hiring (not category rating) procedures when an agency is recruiting from outside its own workforce. If the VEOA-eligible applicant is selected, a standard appointment is made. Veterans&#8217; preference is not a factor in these situations.<\/p>\n<p><a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/executive-order-veterans-employment-initiative\" target=\"_blank\" rel=\"nofollow\">Executive Order 13518<\/a><\/p>\n<p>On November 9, 2009, President Barack Obama signed Executive Order 13518, Employment of Veterans in the Federal Government, which establishes the Veterans Employment Initiative. The Initiative helps Veterans to find employment in the Federal Government.<\/p>\n<p><a href=\"http:\/\/www.fedshirevets.gov\/AgencyDirectory\/index.aspx\" target=\"_blank\" rel=\"nofollow\">Veteran Employment Program Offices<\/a><\/p>\n<p>Under the Veteran\u2019s Employment Initiative, some federal agencies offer one-on-one support to Veterans seeking federal jobs.\u00a0 They promote Veterans&#8217; recruitment, employment, training and development, and retention within their respective agencies. Veterans are encouraged to contact individuals on this list for specific information about employment opportunities in their organization.<\/p>\n<p>In Conclusion<\/p>\n<p>With all of this help and support, it is clear that the federal government intends to hire Veterans.\u00a0 The federal government knows that Veterans are well trained and ready to supply the skills the Federal Government needs.\u00a0 Even so, Veterans struggle with the federal hiring process.<\/p>\n<p>While Veterans preference helps, it can only be enjoyed through an understanding of the federal job search process.\u00a0 To learn more about this process, go to <a href=\"https:\/\/www.careersingovernment.com\/tools\/author\/karolt\/\" target=\"_blank\">Karol\u2019s previous Careers in Government blogs<\/a>.
