It\u2019s especially so in an environment of change and transition. People are unsure about the future, and this ambiguity feeds the aversion to risk. In such an atmosphere, people need a shepherd, not a sheepherder. They need comfort and confident direction, not a drill sergeant. <\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">This brings us to the issue of compliance versus commitment. <\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">Compliance and commitment are sometimes viewed as \u201copposites.\u201d In reality, they work best when combined.<\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">In addition to my service for presidential cabinet officers and several U.S. Senators, I\u2019ve provided leadership training to the executive teams at several government organizations. One of them is the U.S. Nuclear Regulatory Commission. If there were ever an organization whose reason for being is compliance, it would be the NRC. The agency\u2019s role is to formulate policies and develop regulations to ensure the safe use of radioactive materials. This is very serious business. And a critical component of the desired outcome of the NRC\u2019s work is strict <i>compliance <\/i>with policies and regulations designed to protect the public. <\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">But let\u2019s consider another paradigm that\u2019s every bit as important to the work and mission of the NRC. That\u2019s the paradigm of <i>commitment<\/i>. <\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">Obviously, we want everyone in the nuclear industry to <i>comply <\/i>with policies and regulations that ensure safety. That is doing the right thing.<\/span><\/p>\n<p><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">At the same time, we want them to operate in compliance\u2014not just because they want to avoid getting written up\u2014but because they understand and agree with the rationale behind policies, regulations, and stacks and stacks of rules. <\/span><\/p>\n<p><i><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">That <\/span><\/i><span style=\"font-size: 14.0pt; font-family: 'Arial',sans-serif;\">involves commitment. <i>That <\/i>involves doing the right thing for the right reasons.<\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=&#8221;1&#8243; He clearly understood the importance of compliance, but he seemed to be struggling with the role of commitment. \u201cWhat difference does it make?\u201d he asked. \u201cAs long as people are doing what they\u2019re told to do, why does it matter what their motivation is?\u201d<\/p>\n<p>I noticed in his office he had photos of his young family. I engaged him in conversation about his sons, aged three and five.<\/p>\n<p>\u201cDo you have seatbelt laws in your state?\u201d I asked.<\/p>\n<p>\u201cYes, we do. And they\u2019re well enforced,\u201d the young father told me.<\/p>\n<p>\u201cDo you buckle up your boys?\u201d<\/p>\n<p>\u201cAbsolutely. They have the best car seats money can buy and I always crawl into the back seat to ensure that they\u2019re strapped in correctly.\u201d<\/p>\n<p>\u201cSo you invest that effort to avoid getting a citation from the police?\u201d I asked.<\/p>\n<p>\u201cWhy, no. That never occurred to me,\u201d he said. \u201cI buckle up my boys because I love them and want to keep them safe.\u201d<\/p>\n<p>\u201cAh, ha,\u201d I said. \u201c<em>That <\/em>is commitment. You\u2019re doing the right thing for the right reasons. You\u2019re not motivated by fear, you\u2019re motivated by love\u2014which is a much higher purpose.\u201d<\/p>\n<p>Yes, I know. \u201cLove\u201d is not a word we often hear in the workplace. But we certainly hear a lot of synonyms: \u201cHe really has a <em>passion <\/em>for excellent service.\u201d \u201cOur team gets <em>excited <\/em>every time we exceed our performance goals.\u201d \u201cStakeholder <em>care <\/em>is our first priority.\u201d<\/p>\n<p>It&#8217;s possible for people to operate out of compliance while they have very little commitment. But the opposite is virtually impossible. If one is truly committed, compliance is rarely an issue.<\/p>\n<p>The young father was genuinely committed to the safe of his little boys, so his compliance with safety law was automatic.<\/p>\n<p>When he understood that principle, he was <em>then<\/em> ready to do a better job of training his people. He learned to focus on the all-important WHY of safety regulations. He learned that when the WHY is clear, the WHAT and the HOW are relatively easy.<\/p>\n<p>So, what does this suggest a leader can do to build commitment (and therefore compliance) among team members? Here are three of my favorite leader behaviors:<\/p>\n<p><strong>Listen to learn rather than to judge.<\/strong> Genuinely <em>hear<\/em> what people have to say about policies and procedures. Sometimes resistance can highlight blind spots\u2014either for the people resisting or for the people who are setting the rules.<\/p>\n<p><strong>Connect the dots.<\/strong> Children don\u2019t respond well to an order punctuated with \u201cBecause I told you so!\u201d Neither do adults. Help team members see the clear connection between the \u201crule\u201d and the desired outcomes. (If that connection is not clear, you may wish to re-examine the rule.)<\/p>\n<p><strong>Celebrate successes.<\/strong> When a performance standard is met or exceeded, highlight the specific behaviors that made it possible. Positive reinforcement is not just for posters in the employee cafeteria. It should be a favorite item in every leader\u2019s toolkit.<\/p>\n<p>As any change-friendly leader knows, people may perform temporarily in a certain way because they <em>feel the heat<\/em>.
