It&#8217;s on the website. It&#8217;s in the strategic plan. It&#8217;s probably framed somewhere near the front entrance.<\/p>\n<p>None of that is where the work actually happens.<\/p>\n<p>Here&#8217;s what I&#8217;ve come to believe after years of watching leaders navigate this \u2014 inside government and out: the agencies that actually build representative teams aren&#8217;t the ones with the best-written statement. They&#8217;re the ones where leaders have made a specific set of behaviors habitual. Not aspirational. Habitual. The kind of thing you do without having to think about it, because you&#8217;ve done it enough times that it&#8217;s simply how you lead.<\/p>\n<p>Statements don&#8217;t drive outcomes. Decisions do. And most of the decisions that matter here are small enough that nobody&#8217;s writing them down, auditing them, or including them in the annual report. They happen in real time, under pressure, when no one&#8217;s watching \u2014 which is exactly why they&#8217;re the truest measure of where an agency actually stands.<\/p>\n<p>If you&#8217;re a leader in this space \u2014 or you&#8217;re trying to figure out whether the agency you&#8217;re interviewing with (or already work for) means what it says \u2014 here&#8217;s where to look.<\/p>\n<h4>Who Gets the Stretch Assignment<\/h4>\n<p>Every organization has a handful of high-visibility, higher-risk projects that quietly become promotion stories. The task force. The cross-functional initiative. The project with executive visibility.<\/p>\n<p>Watch who gets asked first. Watch who has to ask.<\/p>\n<p>If the same names keep surfacing for these assignments \u2014 and they&#8217;re not the names you&#8217;d expect if the team genuinely reflected the workforce below it \u2014 that&#8217;s not a pipeline problem. That&#8217;s a decision problem, made repeatedly, by someone with the authority to make a different one.<\/p>\n<h4>Who Gets Corrected in Private vs. Publicly<\/h4>\n<p>This one is subtle, and it&#8217;s often invisible to the person doing it.<\/p>\n<p>When a leader corrects someone quietly, one-on-one, with room to save face \u2014 that&#8217;s protection. When a leader corrects someone in the meeting, in front of peers \u2014 that&#8217;s a test, whether it&#8217;s intended that way or not.<\/p>\n<p>Pay attention to the pattern. Who gets the benefit of a private conversation, and who gets made an example of? Over time, that pattern tells people exactly where they stand \u2014 regardless of what the statement says.<\/p>\n<h4>Whose Ideas Get Attributed Correctly in the Room<\/h4>\n<p>You know this moment. Someone says something in a meeting. It doesn&#8217;t land. Fifteen minutes later, someone else says a version of the same thing, and suddenly it&#8217;s a great idea.<\/p>\n<p>The leadership behavior that matters here isn&#8217;t complicated \u2014 it&#8217;s simply saying, &#8220;Yes, and building on what Maria said earlier.&#8221; That&#8217;s it. That single sentence is often the difference between someone staying engaged in a room and someone quietly deciding their contributions don&#8217;t count there.<\/p>\n<p>If you want to know whether an agency&#8217;s leadership actually notices who&#8217;s in the room, watch whether they track \u2014 and credit \u2014 where ideas came from.<\/p>\n<h4>Who&#8217;s on the Interview Panel<\/h4>\n<p>Typical hiring outcomes don&#8217;t start with the candidate pool. They start with who&#8217;s evaluating it.<\/p>\n<p>If the panel doesn&#8217;t reflect any differing background, perspective, or lived experience, the process is going to default to familiarity \u2014 because that&#8217;s what unchecked hiring processes do. They&#8217;re made in the conversation before the meeting \u2014 the hallway check-in, the &#8220;got a minute?&#8221; that happens on the walk back from lunch.<\/p>\n<p>Who gets pulled into that? Who&#8217;s &#8220;in&#8221; on the context before it&#8217;s formally shared? This is where trust and access actually get distributed, and it happens almost entirely outside of any policy an agency could write down.<\/p>\n<h4>Who Gets the Benefit of the Doubt on a Misstep<\/h4>\n<p>Everyone makes mistakes. What varies is how quickly leadership extends grace \u2014 and to whom.<\/p>\n<p>Watch how fast someone&#8217;s misstep gets framed as &#8220;still learning&#8221; versus &#8220;a pattern&#8221; or &#8220;a concern.&#8221; That gap, applied unevenly, is one of the clearest signals of who leadership is genuinely invested in developing and who they&#8217;re quietly managing out.<\/p>\n<h4>Who Gets Sponsored \u2014 Not Just Mentored<\/h4>\n<p>Mentorship is advice. Sponsorship is someone spending their own political capital to put your name in a room you&#8217;re not in yet.<\/p>\n<p>Mentorship feels good and costs the mentor very little. Sponsorship is a real leadership decision with real risk attached \u2014 which is exactly why it&#8217;s the behavior that most reliably predicts who actually advances.<\/p>\n<h4>The Real Scoreboard<\/h4>\n<p>None of these seven behaviors show up in a mission statement. None of them require a policy change, a budget line, or sign-off from HR. They require a leader who&#8217;s willing to notice their own patterns and interrupt the ones that aren&#8217;t serving the goal they claim to care about.<\/p>\n<p>That&#8217;s uncomfortable to hear, because it means the accountability doesn&#8217;t sit with &#8220;the agency&#8221; as some abstract entity. It sits with specific people making specific decisions, week after week.<\/p>\n<p>So here&#8217;s the challenge, if you&#8217;re a leader reading this: name one decision you made this week that either opened a door or quietly kept one closed. Not last quarter&#8217;s initiative. Not the DEI training everyone sat through. One decision, this week, that you made or didn&#8217;t make. Consider your own leadership development and how it impacts the organization and your team.<\/p>\n<p>If you can&#8217;t name one \u2014 that&#8217;s the real gap between the statement and the system.
