Though that does not guarantee harmony, it has, for the most part, spared America\u2019s home town politics the ugly, paralyzing divisiveness found in the Congress and many State legislatures. For over a decade now, constituent trust and confidence levels in local governments have been much stronger than for the Congress and most Statehouses.\u00a0 This phenomenon may be due in part to more media coverage of Federal and State legislative proceedings, as well as a flurry of scandals.\u00a0 However, both the crisis of confidence and strife in Federal and State government is likely more attributable to the forces of wealth and power, and political party partisanship, that grip and dominate the body politic. These forces have resulted in a protracted period of legislative inaction and an unprecedented level of voter discontent.<\/p>\n<p>It is not surprising then that elected community leaders, local government public service employees, and their constituents are apprehensive about the combative and disruptive tenor of Federal and State politics becoming \u201clocal\u201d.\u00a0 We need to preserve the essence of hometown living.\u00a0 We must insure an environment where American core values can flourish, local governing bodies can be effective, and cities and counties continue to provide satisfying public service career opportunities.<\/p>\n<p>How can we do that?\u00a0 Some effective practices might include:<\/p>\n<ul>\n<li>Incumbents and candidates for elected non-partisan local government positions should strive to avoid injecting partisan party politics into their rhetoric or deliberations.<\/li>\n<\/ul>\n<ul>\n<li>When governing or leading, focus on objectives and outcomes that serve the best interests of the community and its constituents, as opposed to political opponents or inflexible ideology. Having approved strategic plans, program goals and operational policies and objectives in place help build consensus and avoid distractions.<\/li>\n<\/ul>\n<ul>\n<li>In political, executive and management leadership roles be mindful of how much more effective compromise and collaboration can be than staking out and rigidly defending polarizing positions.<\/li>\n<\/ul>\n<ul>\n<li>Adopt clear core organizational values as well as rules of decorum that emphasize respect, courtesy and order. This should apply to all local government elected and appointed officials, representatives, employees and volunteers.
