The City of Garland has 2,000 employees and is comprised of more than 40 departments that provide various services to residents. The City places a high priority on public safety and maintains a force of 323 sworn Police Officers and 255 sworn Fire personnel. Garland has 11 fire stations and several public safety training facilities.

Residents enjoy an abundance of recreation opportunities with 60 parks covering more than 2,500 acres as well as five recreation centers and two senior centers. Services are further enhanced with four libraries conveniently located throughout the city. Garland also is home to Firewheel Golf Park, the largest municipal golf course in Texas, with 63 holes of championship-style golf.
 
While providing traditional municipal services, the City of Garland also operates its own electric utilities, water and wastewater treatment. The City maintains and operates a regional landfill facility and offers both residential and commercial solid waste collection services.

Essential Duties and Responsibilities Monitors and manages current and emerging state legislative and regulatory-related issues and communicates advocacy messages and generates support among members, policymakers, allied organizations, and other appropriate stakeholders. Represents the City before the PUCT, TxRRC, ERCOT, TCEQ, and the TWDB and provides strategic and tactical external energy and environmental advocacy in regulatory proceedings to ensure equitable access to clean, affordable, and reliable energy resources, to support customer demands, and to set the groundwork for future business growth. Serves as primary contact with government affairs and regulatory affairs firms including the Texas Public Power Association and its members. Attends and actively participates in ERCOT committees and subcommittees representing the interests of the City. Essential Duties and Responsibilities 1. Public Meeting Administration: Organize, attend, and accurately record proceedings of City Council meetings, public hearings, and other official gatherings. Prepare and distribute meeting agendas and minutes in a timely manner. Works closely with the presiding officer (Mayor) to administer public hearings, proclamations, recognitions, and other aspects of City Council meetings and work sessions. 2. Records Retention: Oversee the management and maintenance of official city records in accordance with state and local laws.
