Municipal Pooling Authority of Northern California (MPA) is a Joint Powers Insurance Authority, established in 1977 to provide liability, workers’ compensation, vehicle, property, and employee benefits coverage for cities in Contra Costa County. MPA operates under Government Code §§ 990.4 and 990.8, allowing public entities to jointly self-insure various risks.

 

MPA's membership has grown from 13 to 21 cities, including Antioch, Brentwood, Clayton, Danville, El Cerrito, Gilroy, Hercules, Lafayette, Manteca, Martinez, Moraga, Mountain House, Oakley, Orinda, Pacifica, Pinole, Pittsburg, Pleasant Hill, San Pablo, San Ramon, and Walnut Creek.

 

MPA provides self-insured coverage for liability, workers' compensation, vehicles, short-term disability, and wellness. It also arranges pass-through coverage for property, life, dental, and vision programs, and administers 18 programs for its member cities. The authority has 25 staff across four departments: Administration, Finance, Workers’ Compensation, and General Liability.
