    Description

    Under direction, plans, organizes, evaluates and manages the Sheriff's Central Inmate Records (CIR) unit including personnel, programs, policies, and activities, and performs related duties as assigned.

    The incumbent is responsible for overseeing the operations of the Sheriff's CIR; identifying changes and creating new policies and procedures; supervising civilian staff; and ensuring that the CIR has sufficient, well-trained and motivated staff to provide effective inmate processing and record-keeping services.

    The ideal candidate will have progressive experience working in a CIR unit with extensive knowledge of the criminal justice process and support functions.

    The County of Ventura offers an attractive compensation and benefits package that includes:
    • A general salary increase of 3.5% effective December 20, 2026 and 3.5% effective December 19, 2027.
    • Educational Incentive- An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
    • Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
    • Annual Leave Accrual and Redemption - Employees earn 208 hours of annual leave each year, increasing to 288 hours after 5 years of service. Employees may" cash in" or redeem up to 200 hours of unused Annual Leave each year upon meeting certain conditions.
    • Deferred Compensation- Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
    • Flexible Credit Allowance- This is a bi-weekly amount available to Regular employees for the purpose of purchasing medical insurance from a group of authorized plans. Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan- Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
    • Holidays- 12 paid days per year in addition to an annual floating holiday.

    PAYROLL TITLE: Sheriff's Senior Manager I

    DEPARTMENT/AGENCY: Sheriff's/Pre-Trial Detention Facility

    Sheriff's Senior Manager I is a Management/Confidential classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

    TENTATIVE SCHEDULE

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Manages Central Inmate Records 24/7 operation; oversees the management of booking and releasing of inmates; processing of court documents, filing of documentation for in-custody inmates as well as maintaining archive files for released inmates;
    • Serves as the liaison between the Pretrial Detention Facility and outside agencies such as courts, Probation, Department of Corrections, Parole, ICE, and other outside law enforcement agencies;
    • Implements, interprets, and explains the application of policies, procedures, and legal requirements of the unit;
    • Ensures effective and efficient work processes and procedures; identifies technology needs and oversees implementation; and develops new procedures and systems in order for the unit to function effectively;
    • Oversees requests from other agencies regarding pending litigation, works with sworn personnel in their requests for documentation; represents the department as the custodian of inmate records in depositions;
    • Supervises, hires, trains, assigns work, and evaluates staff; and
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE: Considerable management and supervisory experience that has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by five (5) years of experience in law enforcement records management with at least one (1) year in a supervisory capacity.

    DESIRED:
    • Experience in inmate booking and release
    • Bachelor's degree in Public or Business Administration or a related field
    • Experience with the Criminal Justice Information System
    • Experience with the California Law Enforcement Telecommunications Systems
    • Experience with the Superior Court Case Dockets
    KNOWLEDGE, SKILLS, and ABILITIES:

    Thorough knowledge of the principles and procedures of records management; federal, state, and local laws and regulations pertaining to records; computer operating systems and software related to processing and maintaining inmates records; personnel practices and procedures, training and supervision; and prison legislation.

    Working ability to: to interpret and apply laws, regulations, and policies; identify unit's needs and implement effective policies and procedures; schedule and organize work of subordinate staff; select, monitor, evaluate, and discipline subordinate staff; ensure that the training and staffing needs of the unit are achieved; manage and coordinate special projects; establish and maintain effective working relationships with co-workers, representatives from other governmental departments and agencies, sworn personnel, and members of the general public; prepare written reports; and communicate effectively in an oral and written manner.

    Thoroughly skilled in: computer keyboard and mouse operation.

    Supplemental Information: Work is performed primarily in an office environment. May have contact with inmates.

    TRAINING & EXPERIENCE EVALUATION: All Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.     NOTE: The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities.     ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

    ELIGIBILITY LIST: Candidates who score seventy percent (70%) or higher on the oral examination will be placed on an eligible list for one (1) year.

    The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary), fixed-term, intermittent, and extra-help for this position only. There is currently one (1) regular Full-Time position.

    BACKGROUND INVESTIGATION: Prior to actual appointment from the eligible list, the successful candidate will be required to pass a thorough background investigation, conducted by the sheriff's human resources bureau which may also includes a polygraph examination. Background investigation findings may be a basis for removal from the eligible list.
