    THE POSITION

    Pursuant to an agreement between agencies, Regional Government Services (RGS) provides services to the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA) . Currently RGS is recruiting for an Administrative Specialist. The assigned incumbent will provide highly responsible clerical duties including preparing materials for the Board and various committees, such as agendas, public postings, and minutes and resolutions.

    THE IDEAL CANDIDATE WILL:

    • Be a self-starter with excellent time management skills.

    • Be process oriented with attention to detail and the ability to adhere to strict deadlines.
    • Have demonstrated ability to use tact, initiative, prudence, and independent judgment within general policy, procedures, and legal guidelines.
    • Have knowledge of the Brown Act.
    • Have excellent technological skills to schedule and post meetings and organize agenda packets and public documents.
    • Have excellent written and oral communication skills with the ability to communicate in a proactive, approachable, and responsive nature with board members, executive staff, the public, and employees.
    • Be available to attend board meetings, prepare minutes and other documents, and direct the publication, filing, indexing and safekeeping of all proceedings of the Board.
    • Have experience using software such as Microsoft Word and Excel at an intermediate level.


    ABOUT SALINAS VALLEY BASIN GROUNDWATER SUSTAINABILITY AGENCY


    The Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA) is a Joint Powers Authority established under California’s Sustainable Groundwater Management Act (SGMA). The member agencies of the JPA include Monterey County, Monterey County Water Resources Agency, Monterey One Water, Castroville Community Services District, City of Salinas, City of King, City of Soledad, and the City of Gonzales. SVBGSA operates with an 11-member Board of Directors and a 13-member Advisory Committee comprised of members representing municipal well operators and CPUC-regulated water utilities, city and county governments, water supply and management agencies, disadvantaged communities, environmental organizations, and agricultural users.

    SVBGSA is the designated groundwater sustainability authority under SGMA for six subbasins within the Salinas Valley Groundwater Basin. There is coordinated responsibility for two of the subbasins with two groundwater sustainability agencies - the Arroyo Seco Groundwater Sustainability Agency and the Marina Coast Water District Groundwater Sustainability Agency. Each of the subbasins managed by SVBGSA are represented by a designated stakeholder implementation committee, which provides input on aquifer conditions and priorities for projects and management actions. SVBGSA is supported by an annual assessed regulatory fee on cropped acreage in each subbasin and per connection fee for Public Water Systems and Small Water Systems.

    OUR HISTORY

    Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges:

    1. Decreasing revenues
    2. Increasing demands (and costs) for services, and
    3. Loss of experienced staff.

    Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party.

    WHO WE ARE

    Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agenciesIn November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website.

    RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed.

    Regional Government Services Authority was formed under Section 6500, for the purpose of providing local governments with administrative, staffing and advisory services.  RGS has now served over 300 cities, special districts, joint powers authorities and other local governments and non-profits that support local governments.
