    PRIMARY PURPOSE OF POSITION:
    To act as lead staff member on major projects such as preparation of Agency's Annual Comprehensive Financial Report (ACFR); to implement and maintain major financial automation systems, issue bond indebtedness and assist in preparation of Agency budget.

    Please note, this position is required to work onsite in Sacramento, California.

    Education & Experience

    Education: Bachelor's degree preferred in Accounting, Finance, Business Administration, Public Administration, or a closely related field.

    Experience:
    Three (3) years of progressively responsible professional accounting or financial management experience, preferably in a governmental or public agency environment, which includes:
    • Preparing or assisting in the preparation of an Annual Comprehensive Financial Report (ACFR)
    • Experience with governmental accounting standards (GASB)
    • Coordinating or supporting external audits
    • Working with automated financial systems and financial reporting tools
    • Preparing budgets, revenue/expenditure projections, and fund balance reconciliations
    • Leading projects, coordinating staff work, or providing functional direction is preferred

    Job Duties & Responsibilities

    Lead Position:
    • Participate in employee orientation and training, communicating Agency information and work changes to employees
    • Monitor level of productivity in the unit
    • Carry out quality control procedures
    • Recommends changes in work process
    • Give input on time off, when requested
    • Participate in subordinate staff selection process, when requested
    • Carry out Agency policies and practices as delegated
    • Coordinate work of others including assigning work and setting deadlines
    Agency Audit
    • Develop timelines and coordinate preparation of Agency financial statements
    • Compile the ACFR document for the Agency and arrange for printing
    • Act as primary contact for external auditors and staff
    • Review accountants? work papers and compile information
    • Prepare ACFR footnotes and arrange for transmittal and confirmation letters
    • Assist in preparing RFP for Auditor selection
    • Organize auditor contract, purchase order and payment
    • Prepare staff reports to Commission, Board and Council for ACFR
    • Prepare and update lists for distribution of ACFR
    • Update and maintain financial statements documents in Excel and Word
    • Review GASB statements and new audit requirements
    • Review and update internal controls
    • Organize and prepare management responses to audit findings
    Agency Budget
    • Organize revenue and expenditure projections and fund balance reconciliations
    • Create, update and link budget spreadsheets
    • Project revenues, expenditures and fund balances
    • Create flowcharts
    • Analyze data and research errors
    • Distribute budget amendment batches
    • Input budget into financial systems
    Financial Systems
    • Maintain and update governmental accounting systems
    • Create financial reports from the governmental accounting systems
    • Train staff on report writer (CDD)
    • Maintain and create accounting codes
    Administrative Tasks
    • Assess workflow and procedures
    • Prepare procedures for new work flow processes
    • Prepare work papers, journal entries and budget amendments
    • Prepare written reports and correspondence as needed
    • Complete special projects as assigned
    • Review contracts, staff reports and verify funding availability and sources
    • Communicate financial information to others
    • Lead a public financing project
    • Provide customer service and support

    Any person driving for Sacramento Housing and Redevelopment Agency must maintain a valid driver's license on his/her person, and demonstrate compliance with the motor vehicle law, standards of courtesy on the road and attention to safety. All drivers must maintain their insurability.
